Regular Meeting of the Board of Commissioners November d, 1948. ivieeting
was called to order by Trayor Stedham, the roll was called and Commissioners Stedham,
Noyce, Price and btephenson and City attorney Clark responded. Commissioner
Lindgren absent.
The minutes of the Regular Meeting of November 1, 1948 were read and approved
as read.
Harry Connell, representin Wilson and Company, appeared before the Board of
Commissioner regarding Sewage Disposal Plans, stating it was necessary to take bids
on equipment.
Commissioner Price moved that City Clerk b e instructed to advertise for bids
for furnishing certain equipment for future installation in the Sewage 1'isposal iuorks,
up to and including Monday, December 6, 1948 at 7:30 o'clock P. Ll. l,1iotion adopted.
Pursuant to notice published in the Salina Journal bid was received for the
construction of Lateral Sanitary Sewers Numbered 232 and 233 as follows:
H. J. Taylor construcbion company, w2,633.00
City Bngineer's Estimate in the amount of 42,711.50 was read.
Bid was tabulated by the City Engineer.
Commissioner Price moved that contract be awarded to Ii. J. Taylor Construction
Company, as per bid submitted in the amount of $2,633.00 and that Mayor be author-
ized to sign contract on behalf of the City of Salina, for such improvements, in
accordance with such proposal and the Form of contract and specificgtions referred
to therein. Motion adopted.
kayor Stedham appointed J. Earl Wyatt, John Frederick and YYm. F. Tosser, Jr.,
to act as appraisers in ascertaining the valuation of certain lots and pieces of
ground liable to special assessment for the cost of constructing Lateral Sanitary
Sewers numbered 232 and 233• Commissioner Noyce moved that appointments be
confirmed by the Board of Commissioners. Motion adopted.
Commissioner otephenson moved to approve plans by City Lngineer and City
Manager to install drainage pipe on Iron Avenue. Simford Storm Sewer, Job
Number 249, Iowa and Iron to river. Carried.
Commissioner Price moved to accept recommendations of City Planning Commis-
sion for the rezoning of East 622 feet of Lots 15 and 16, Block 3, Southern heights
Addition from "A" Residential to "C" Commercial, and that City Clerk give thirty
days notice in the official City paper of intent to rezone from "A" hesidential
to "C" Commercial, the Last 62� feet of Lots 15 and 16, Block 3, Southern heights
Addition, Salina, Kansas. lviotion adopted.
Applications for taxicab drivers license for the year 1948 presented as
follows:

An ordinance was introdu:;ed for first reading entitled: "An ordinance proved-
ing for the inciu.sion of certain lands in the City of Salina, Kansas, in the "B"
Residential,District as that District is defined In Section 4 of Ordinance Number
3188 and providing for the proper uses thereof." Ordinance was referred to
the Board of Commissioners.
Commissioner Noyce moved that City Limit Ordinance be carried over one week.
Letter and map presented from Santa Fe Railroad Company to close streets and
alley which cross their right-of-way between Second Street and Chester Street,
excepting; Front Street. Referred to City Planning Commission.

An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain curbing, guttering, paving and grading improvements on certain
streets in the City of Salina, and providing for the issuance of temporary notes to
pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Stedham, Noyce, Price and Stephenson (4) iJays: l0) Commissioner Lindgren
absent. Mayor approved the ordinance and it is numbered 5349.
An ordinance was introduced for second reading entitled: "An ordinance ratify-
ing and confirming a contract with the h. J. Taylor Construction Company for the con-
struction of certain paving and grading improvements on certain streets in tree City
of Galina, and providing for the issuance of temporary notes to pay the cost thereof
pending the issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
