10-04-1948 MinutesC012USSIONERS PROCEEDINGS, REGULAR MEEETING COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER. 4, 1948 Regular Meeting of the Board of Commissioners October 4, 1948. Meeting was called to order by Mayor Stedham, the roll was called and Commissioners Stedham, Lindgren, Noyce, Price and Stephenson and City Attorney Clark responded. The minutes of the Regular Meeting of September 27, 1948 were read and approved as read. Colonel Clem of St. John's Military School, appeared before the Board of Commissioners, regarding government house just south of chapel. Necessary for Board of Commissioners to approve certain papers for them to keep permanent possession of the property. Commissioner Noyce moved that request be granted. Motion adopted. Dan Bolen appeared before the Board of Commissioners regarding playgrounds or land for recreation just south of Sunet Park area, involving nine acres. Com- missioner Noyce moved to refer to City Manager to get information on this project, before, and in time for City Election. Carried. Emery Klein appeared regarding city taxicab license for his car. Hoard of Commissioners of the opinion there are enough taxicabs in City. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the vacation of portions of certain streets in the City of Salina, nansas". Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and defining a certain lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 233, and providing for the construction of a latbral sanitary sewer in said Lateral Sanitary Sewer District Number 233 so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property insaid district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of a certain north and south alley between Twelfth Street and Thirteenth Street from the south line of Bishop Street south to the south line of Lot 61 extended west, on Twelfth Street, in i0eaver's Second Addition to the City of Salina, Kansas." Resolution was referred to the Board of Commissioners. City Manager reported on petition for the construction of a sanitary sewer in alley between Claflin and Woodlawn west to City limits, and alley between Wood - lawn and Cloud west to City limits, from existing sewer on Eleventh Street, filed by H. k. Crosswy and Floyd Swartz, stating that land is not within the City ;imits and cannot be constructed at this time. City lvianager reported on petition for sewer between Second and Third Streets from Crawford Avenue to Prescott Avenue. Commissioner Noyce moved that City Lanager write a letter that sewer is impracticable. Petition ordered filed. Commissioner Noyce moved that Skating Rink Urdinance be tabled pending further developments. Carried. 1 An ordinance was introduced for second reading entitled: "An ordinance auth- orizing and providing for the issuance of Improvement Ibnds of the City of Salina, Kansas, in the sum of32,244.y3, to pay the cost of improving certain streets in said City to be designated as Series Number P-144." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Mayor approved yjr ordinance and it is numbered 5343. An ordinance was introduced for second reading entitled: "An ordinance auth- orizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of X110,020.57, to pay the cost of improving certain streets and alleys in said City tobe designated as Ser:i.es Number P-145." On motion of Commmissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Mayor approved j the ordin�.nce and it is numbered 5344. An ordinance was introduced for second reading entitled: "An ordinance regulating vehicular and pedestrian traffic on certain streets in the City of Salina, providing for the amendment of Section 29-1188, Revised Ordinances of the City of Salina, 1939, and repealing said original section, being Section 48B of Ordinance Number 4953." On motion of Commissioner Lindgren the ordinance was read and adopted by sections and on its final adoption the roll wascalled and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: �O) Mayor approved the ordinance and it is numbered 5345. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) layor approved the ordinance and it is numbered. I:-439. A petition was presented for the paving of Jewell Avenue from Ninth Street to Eleventh Street. Referred to Oity Manager. A petition was presented for the rezoning of 100 feet of Lot 6, Block 2, Brown's Addition, from "A" Residential to "C" Commercial. Referred to City Planning Commission. Trust Deed, with a deposit of $100.00 was presented from Ed 41ler and Herman I4,iller, Executors of estate of Louisa F. Miller, deceased, for perpetual care of all of Lot 39, Block "A", in the Clypsum Hill Cemetery, Salina, Kansas. Commissioner Noyce moved that Deed be approved by the Board of Commissioners, and City Treasurer place deposit in the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided by Ordinance No. 3530 of the City of Galina, Kansas. Notion adopted. Electrical Bond presented from W. J. Collins. On motion of Commissioner Price approved by the Board of Commissioners. Carried. Letter was presented from City Planning Commission recommending that East 85 feet of Lot 8, Ninth Street, Bishop's Addition, not be rezoned to "C" Commercial. Commissioner Noyce moved that recommendation of City Planning Commission be accepted. Doti on adopted. Letter was presented from City Planning Commission, recommending that Lots 14, 16 and 18 on Ninth Street, in Grounds of Kansas Wesleyan University Addition, be rezoned from "A" Residential to "B" Residential. Commissioner Lindgren moved that report be approved by the Board of Commissioners and. that City Clerk give thirty days notice in the official City paper of intent to rezone from "A" Residential to "B" Residential, Lots 14, 16 and 18, on Ninth L)treet, in Grounds of Kansas Wesleyan University, Salina, Kansas.
