Meeting was called to order by Acting Mayor Stephenson, the roll was called and Commissioners Stephenson, Noyce and Price and City Attorney Clark responded. Commissioners Stedham and Lindgren absent. The minutes of the Regular Meeting of September 13, 1948 were read and approved as read. Ed French appeared before the Board of Commissioners and stated he had pur- chased Veteran Cab Company. He was instructed to contact City Attorney about necessary papers. W. F. Wood, Jr. and Roy Davis appeared before the Board of Commissioners regarding Beer Application and Pool Hall License. Application for Cereal malt Beverage License for the year 1)48 presented as follows: Application dumber Name of Applicant Wm. F. Wood, Jr. Name and Location of Place of Business North Santa Fe Recreation 606 North Santa Fe Avenue Commissioner Boyce moved that application be approved and license granted. Motion adopted. Wood, Jr. North Panta Fe Recreation, 806 North Santa Fe Avenue Commissioner Noyce moved that application be approved and license granted. D. R. Stephan appeared before the Board of Commissioners regarding water and sewer on Woods Avenue between Crawford Avenue and Bond Street. Referred to the City Planager. W. S. Norris appeared with Richard L. Walker and others regarding Skating Rink Ordinance. Commissioner Noyce made motion to carry over for two weeks. Carried. A petition was presented for sanitary sewer in alley between Claflin Street and Woodlawn west to City limits; and alley between Aoodlawn and Cloud west to City limits, from existing sewer on Eleventh Street. Referred to City !Manager. A petition was presented regarding Salina Transit Company parking their busses in the 900 Block on North Eighth Street. Referred to City Manager. A petition was presented for a street light at the intersection of [Morrison Avenue and Baker Street. Referred to the City Manager. A petition was presented for a stop light at Tuinth Street and Pacific Street. Referred to the City ,`Manager. 376 Pursuant to notice published in the Salina Journal bids were received for Boiler Installation at City Hall as follows: City Plumbing Company $31795.00 Gage Plumbing Company 32770.00 Robertson Plumbing Company 14,251.00 Bachofer Plumbing Company 111253.29 Salina Plumbing Company 3,961.00 City Engineer's Estimate in the amount of w11,185.74 was read. Bids were tabulated by the City Engineer. Commissioner Price moved that contract be awarded to Gage Plumbing Company as per bid submitted in the amount of X63,770.00, and Mayor authorized to sign contract on behalf of the City of Safina, and checks returned to unsuccessful bidders. Lotion adopted. Pursuant to notice published in the matter of the sale of $1142,265.50 General Improvement Bonds of the City of Salina, Kansas, was considered, tine sealed proposal of each offerer therefor was opened and read. Commissioner Noyce moved to accept the bid of The First National Bank of Chicago, Illinois, and Mayor be authorized to sign acceptance of bid onbehalf of the City of Salina, and that certified checks be returned to unsuccessful bidders. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance author- izing and providing for the issuance of Improvement Bonds of Salina, Kansas, in the sum of $32,214.93, to pay the cost of improving certain streets ins aid City to be designated as Series Number P-11411." Ordinance was referred to the Board of Com- missioners. An ordinance was introduced for first reading entitled: "An ordinance author- izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $110,020.57 to pay the cost of improving certain streets and alleys in said City to be designated as Series Number P-1145." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance regulating the use of certain land in the City of Salina and providing for the amendment of Ordinance Number 5331 of said City." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stephenson, Noyce and Price (3) Nays: (0) Commissioners Stedham and Lindgren absent. Acting Mayor approved the ordinance and it is numbered 5338• An ordinance was introduced for second reading entitled: "An ordinance provid- ing for the grading and paving of Eighth Street from the north line of Pacific Avenue to the north line of Harsh Avenue; for the grading and paving of Ellsworth Avenue from the west line of Ninth Street tothe east line of Highland Circle; for the grad- ing and paving of Highland Circle from the south line of Ellsworth Avenue to the south line of Jewell Avenue; and for the paving and grading of Jewell Avenue from the west line of Eleventh Street tothe west line of Pershing Street; and providing for the issuance of bonds to pay the cost thereof, how the cost thereof shall be assessed and the manner of the payment thereof." An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the curbing, guttering, paving and grading of Beloit Street from the west line of Quincy Otreet tot he west line of Roach Street; for the curbing, guttering, paving and grading of Republic Avenue from the east line of Osborne Street to the east line of Quincy Street; and for the curbing, guttering, paving and grading of Sunrise Drive from the north line of beloi t Street tot he south line of Republic Avenue; and providing for the payment of the cost thereof, how thes ame shall be assessed, and the manner of payment of the cost thereof." An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the condemnation of certain land for public use in the extension of the Idunicipal Airport of the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. A resolution was introduced entitled: "A Resolution relating to the issuance of Temporary ,'dotes in the amount of vJ1,932.44 and ;22,628.44." On rmtion of Commissioner Price the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Stephen- son, Noyce and Price (3) Nays: (0) Commissioners Stedham and Lindgren absent. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stephenson, Noyce and Price (3) Nays: (0) Commissioners Stedham and Lindgren absent. Acting Mayor approved the ordinance and it is numbered A-436. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections arid on its final adoption the roll was called and the following vote was had; Ayes: Stephenson, Noyce and Price (3) Nays: (0) Commissioners Stedham and Lindgren absent. Acting ;mayor approved the ordinance and it is numbered A-437. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Stephenson, Noyce and Price (3) Nays: (0) Commissioners Stedham and Lindgren absent. Acting Jlayor approved the ordinance and it is numbered 11-438. 378 An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming the respective contracts of H. J. Taylor Construction Company and Charles W. Sheldon for the improvement of the Salina Municipal Airport of the City of Salina, Kansas." Ordinance was referred to the Board of Com- missioners. On rmtion of Commissioner Noyce, seconded by Commissioner Price, bids of H. J. Taylor Construction Company and CharlesW. Sheldon for performing certain work in the improvement of the Salina Itiuni.cipal Airport were each duly accepted and the City Manager was instructed to so notify each contractor. Commissioner Noyce read the following resolution, who moved its adoption, seconded by Commissioner Price, reading as follows: "Resolution authorizing the Acceptance of a Grant Offer from the United States Relating to the Development of the Safina kuni cipal Airport." Resolution adopted, and is numbered 1073. The above resolution is recorded in full on Page s 67,68,69 Resolution Book Number 4. On notion of Commissioner Noyce) seconded by Commissioner Price, the 14ayor was directed to sign the "AC,1EPTAN CE" of the Grant Offer of the United States to contribute $174,000.00 to the improvement of the Salina Municipal Airport.
