Regular Meeting of the Board of Commissioners September 13, 1)48. [Meeting
was called to order by mayor Stedham, the roll was called and Commissioners �4edham,
Lindgren, :Joyce, Price>nd Stephenson and City Attorney Clark responded.
The minutes of the Reg lar Meeting of August 30, 1948 were read and approved
as read.
Val Pfannenstiel appeared before the Board of Commissioners with his Attorney,
Bryan Hoffman, in regard to Beer License Notice.
Commissioner Stephenson moved that license not be revoked, and on roll call
the following vote was had; Ayes: Lindgren and Stephenson (2) Nays: Stedham,
Noyce and Price (3). Motion not carried.
Commissioner Noyce moved that license be revoked, and on roll call the following
vote was had; Ayes: Stedham, Noyce and Price (3) Nays: Lindgren and Stephenson
(2) lotion carried.
Letter from 'Loa Kingman, 413 East "alnut Street, to City Manager, on Rol -Dior
Skating Rink on East Walnut Street, was presented.
An ordinance was introduced for first reading entitled: "An ordinance
regulating and defining Public Dances and Public Skating and providing penalties
for violation thereof." Ordinance was referred to the Board of Commissioners.
Mrs. E. Vu. Sears and J. R. Roberts appeared about Beer License Notice. Com-
missioner Stephenson moved that license not be revoked. Motion carried.
An ordinance was introduced for first reading entitled: "An ordinance
regulating the use of certain land in the City of Oali na and providing for the
amendment of Ordinance Number 5331 of said City." Ordinance was referred to the
Board of Commissioners.
A letter was presented from Chief of Police, regarding Cereal Balt Beverage
License issued to Halter Knight at 317 North Fifth Street.
Commissioner otephenson moved that City Attorney give vtalter L. Knight proper
notice to appear and give cause why his Beer License No. )252 at 347.North Fifth
Street should not be revoked. Liotion carried.
Applications for taxicab drivers license for the year 1)48 presented as
follows:

Commissioner Stephenson moved that applications be approved and license granted.

Resolution and remonstrance for paving Second Street from Elm Street to North
Street were referred to the City manager.
A petition was presented against the rezoning of East 85 feet of Lot 8, on
Ninth Street, Bishop's Addition, City of Salina, Kansas, from "B" kesidenti al to
Commercial. Commissioner Noyce moved to file with petition asking for
the rezoning. Carried.
Letter was Presented from City Planning Commission pertaining to sidewalks
on Claflin and Russel Streets, in southeast part of City.
Petition for sidewalks on Claflin, Quincy and idorto Streets, in the southeat
part of the City was filed by John Young and other residents.
John Young and others concerned appeared in person regarding the above
subject.
Commissioner trice moved to refer back to City Planning Commission and ask for
their recommendations on vacating ten foot strip on Claflin Street, in respect to
the other streets in this area as regards to size of parking and the placement of
sidewalks. City Manager to write letter. Carried.

City Engineer submitted Partial Estimate Number 2 in the amount of 422,628.44
to H. J. Taylor Construction Company for the curbing, guttering and/or paving
certain streets, under contract awarded June 7th, 1948, known as Job No. 243. On
motion of Commissioner Noyce same was approved by the Board of Commissioners. ldiotion
adopted.
City Engineer submitted Partial Estimate Number 1 in the amount of $1,932.44
to H.J. Taylor Construction Company, for the construction of Lateral Sanitary Sewers
numbered 225 to 231 inclusive, under contract dated August 2, 1948, known as Job
Number 244. On motion of Commissioner Price same was approved by the Board of
Commissioners. Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of balina, Kansas, to pay the cost of constructing Lateral Sanitary
Sewers in Lateral Sanitary Sewer Districts numbered 214, 215, 218, 219, 220, 221,
222, 223 and for Dain Sewer "W", and relating to and providing for the collection
and payment of such assessments."
On motion of Commissioner Lindgren the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Stedham, Lindgren, idoyce, Price and Stephenson. biayor approved the
ordinance and it is numbered 5332.
An ordinance was introduced for second reading entitled: "An ordinance ratify-
ing and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain lateral sanitary sewers in the City of Salina, heretofore
designated as Lateral Sanitary Sewers District idumber 225, 226, 227, 228, 229, 230,
231, and providing for the issuance of temporary notes to pay the cost thereof pending
the issuance and sale of bonds."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Stedham, Lindgren, idoyce, Price and Stephenson (5) Mays: l0) Niayor
az;proved the ordinance and it is numbered 5333•
An ordinance was introduced for first reading entitled: "An ordinance providing
for the curbing, guttering and grading of Claflin Avenue from the west line of Fourth
Street to the west line of Osborne Street; for the curbing, guttering and grading of
Harsh Street from the west line of Eighth Street tot,he east line of Ainth Street;
for the curbing, guttering and grading of Harsh Avenue from the west line of Seventh
Street tothe east Tine of Eighth Street; and for the curbing, guttering and grading
of ,Vkilson Street from the -west line of Sherman Street to the east line of Custer
Street, and providing for the payment of the cost thereof, and how the same shall be
assessed and the manner of payment thereof." Ordinance was referred to the Board
of commissioners.
An ordinance was introduced for first reading entitled: "An ordinance providing
for the grading and paving of Eighth Street from the north line of Pacific Avenue
to the north line of Harsh Avenue; for the grading and paving of Ellsworth Avenue
from the west line of Ninth Street to the east line of Highland Circle; for the
grading and paving of Highland Circle from the south line of Ellsworth Avenue to
the southJi.ne of Jewell Avenue; and for the paving and grading of Jewell Avenue
from the west line of Eleventh Street to the west line of Pershing Street, and
providing for the issuance of bonds to pay the cost thereof, how the cost t.ereof
shall be assessed and the manner of payment thereof. Ordinance was referred tothe
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for the curbing, guttering and paving and grading of Beloit Street from the west
line of Quincy Street to the west line of Roach Street; for the curbing, guttering,
paving and grading of Republic Avenue from the east line of Osborne �Itreet to the
east line of Quincy Street; and for the curbing, guttering, paving and grading of
Sunrise Drive from the north line of Beloit Street to the south line of Republic
Avenue, and providing for the payment of the cost thereof, how the same shall be
assessed and the manner of payment of the cost thereof." Ordinance was referred
to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance ratifying
and confirming a contract with the Ii. J. Taylor Construction Company for the con-
struction of certain curbing, guttering and grading improvements on certain streets
in the City of Salina, and providing for the issuance of temporary notes to pay the
cost thereof pending the issuance and sale of. bonds." Ordinance was referred to
the Board of Commissioners.

Commissioner Stephenson moved that applications be approved and license

A resolution was introduced entitled: "A Resolution providing for the
appropriation of certain real property for public (municipal) use."
Commissioner Price moved that resolution be adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Stedham,
Lindgren, Noyce and Price (4) Jays: Stephenson (1) Mayor approved the
resolution and it is numbered 1071.
The above resolution is recorded in full on Page 65, Resolution Book
Number 4.
A letter of thanks was presented from Boy Scouts of America, for courtesies
extended the Air Scouts while in camp at the Smoky Hill Air Base. Commissioner
Price moved that City Tanager acknowledge receipt of letter and City Clerk file.
Motion adopted.
A letter of thanks was presented from the "Temperance Tornado" for the
help rendered in handling the large group while in Salina, August 18th, 1948.
Commissioner Noyce moved that City Manager acknowledge receipt of letter and. City
Clerk file. r+%lotion adopted.
Un motion of Commissioner Price the Board of Commissioners adjourned.
