Regular Meeting of the Board of Commissioners August 30, 1948. Meeting
was called to order by Mayor Stedham, the roll was called and Commissioners
Stedham, Lindgren, Price and Stephenson and City Attorney Clark responded.
Commissioner Noyce absent.
The minutes of the Regular Meeting of August 23, 1948 were read and approved
as read.
Val Pfannenstiel appeared in person, with his Attorney, Bryan Hoffman,
regarding his Beer License. Officer Willmer Rindahl also appeared and testified.
Commissioner Price recess on hearing continued with 1r. Pfannenstiel's consent
until September 13th, 1948. Pfannenstiel consented. Lotion carried.
B. H. Sherman (Barney Sherman) appeared in person to notice sent him to
appear regarding his Beer License, as to why he did not have proper signs. Com-
m-ssioner Stephenson moved that License not be revoked. Carried.
Pursuant to notice published in the Salina Journal bids were received for
the curbing, guttering and/or paving certain streets provided for in Ordinances
numbered 5325, 5326 and 5327, (Job No. 245), as follows:
San Ore Construction Company 3119,547.50
Rhoades Construction Company 118,440.50
H.J. Taylor Construction Company 116,445.50
City Engineer's preliminary estimate in the amount of $118,622.50 was
read.
Bids were tabulated by the City Lngineer.
Commissioner Lindgren moved that contract be awarded to H. J. Taylor
Construction Company, as per bid submitted in the amount of X6116,445.50; and
that mayor be authorized to sign contract on behalf of the City of Salina, for
such improvements, in accordance with such proposal and the form of contract
and specifications attached thereto and referred to therein, and that City CLerk
return checks to unsuccessful bidders. Motion adopted.
Residents appeared regarding Claflin Street, which is now a 100 foot street.
City Manager recommended an 80 -foot street, (35 foot front house, 5 foot sidewalk,
14 foot parking) and to vacate 10 feet on each side.
John Young appeared representing himself and about ten other property owners.
Commissioner Stephenson moved thet Claflin Street as an 80 foot street, with
vacating 10 feet on each side be referred to City Planning Commission. Carried.
A petition was presented regarding sidewalk on Russell Street from Quincy
to Roach. Persons appeared also. City i'�ia.nager recommended that ordinance be
followed and sidewalk be one foot off property line.
Commissioner Stephenson moved that matter be referred to City Planning
Commission to make recommendations on all of this area and City Manager to give
them the necessary information. Carried.
W. S. Morris and others appeared about rezoning of North 72 feet of Lot 9
on South Ninth Street, Surveyor's Plat "A". Commissioner Lindgren moved to
recess hearing until all Commissioners are present, September 27, 1948. Carried.
0. T. Dotson appeared regarding notice on Beer License, about signs, and
to separate Barber Shop from Beer Parlor and Pool Hall. Commissioner Stephenson
moved that license not be revoked. Carried.
J.R. Roberts appeared forMrs. E. W. Sears, about notice on Beer License,
signs not posted right. Commissioner Price moved to recess hearing to
September 13th, 1948 at consent of Mrs. Sears. Carried.
Application for taxicab drivers license for the year 1948 presented as
follows:

Commissioner Stephenson moved that appointments be confirmed by the Board
of Commissioners. Motion adopted.
A petition was presented for sanitary sewer on Third Street from Crawford
Avenue to Prescott Avenue. Referred to City Manager.
Letter was presented from the City Planning Commission in regard to petition
filed by R. V. Broman for the rezoning of the Last 85 feet of Lot 8 on ninth Street,
Bishop's Addition from "B" Residential to "C" Commercial, recommending that plans
and specifications be submitted setting forth the construction or improvement to be
made. Referred to City Llanager.
Letter was presented from City Planning Commission recommending that Lot 3,
Block 7, in Riverside Park Addition not be rezoned from "A" Residential to "C"
Commercial. Commissioner Price moved to accept City Planning Commission's
recommendations. Carried.
Electricians' Bond presented from Robert Laible. Commissioner Lindgren
moved that same be approved by the Board of Commissioners. 1dotion adopted.
City Manager reported on petitions for curbing and guttering V000d Avenue
from Crawford Avenue to Bond Street; and for a sewer on Wood Avenue from Crawford
Avenue to Bond Street. Commissioner Stephenson moved to table until January
1, 1)49. Carried.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in the City of Salina, Kansas, to the
"C" Commercial District as that district is defined by Section 5 of Ordinance No.
3188 and the amendments thereto and providing for the proper use thereof."
On motion of Commissioner Stephenson the ordinance was read and adopted
by sections and on its final adoption the roll was called and the following vote
was had; Ayes: Stedham, Lindgren, Price and Stephenson (4) lays: (0) Com-
missioner Noyce absent. Mayor approved the ordinance and it is numbered 5331.
An ordinance was introduced for first reading entitled: "An ordinance rati-
fying and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain lateral sanitary sewers in the City of Dal ina, heretofore
designated as Lateral Sanitary Sewer Districts Number 225, 226, 227, 228, 229, 230,
231, and providing for the issuance of temporary notes to pay the cost thereof
pending issuance and sale of bonds." Referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina,, Kansas, to pay the cost of constructing Lateral
Sanitary Sewers in Lateral Sanitary Sewer Districts numbered 211, 215, 218, 219, 220,
221, 222, 223 and for Main Sewer "W", and relating to and providing for the collection
and payment of such assessments." Referred to the Board of Commissioners.
On motion of Commissioner Lindgren, City Clerk was instructed to advertise
for bids to be received up to and incl ,ding Monday, September 20, 1918 at 7:30
o'clock P. IA. for the sale of 5142, 265.50 General Improvement Bonds described
as follows:
Series P-114, amount 4s325244-939 dated October 1, 1948, to
mature serially over a four year period; and
Series P-145, amount :;110,020.57, dated October 1, 1948, to
mature serially over a ten year period.
Onmotion of Commissioner Stephenson the Board of Commissioners ad ourned.
