08-23-1948 Minutes368 COLEa SSIONERS PROCEEDINGS, REGULAR MEETING COIffia SSIONERS ROOM, SALINA, KANSAS. AUGUST 23, 1948 Regular Meeting of the Board of Commissioners August 23, 1948. Meeting was called to order by Mayor Stedham, the roll was called and Commissioners Stedham, Lindgren, Noyce and Price responded. Commissioner Stephenson and City Attorney Clark absent. James P. l.i.ze, Attorney, present. The minutes of the Reg lar keeting of August 16, 1948 were read and approved as read. Airport Bids were opened by Wilson Engineering Company and Attorney, James P. Mize, and were tabulated by the Engineers. Following bids received: Francis h. urshek, Inc. Fremont, iiebraska tart #1 only - :379,752.60 Perry McGlone Construction Co. Taylor Construction Company on Section Number 1, and Chas. W. Sheldon on Section dumber 2. Submit recommendations to C. A. A. Indicate to C. A. A. to retain surplus funds for additional project to be submitted later. Retain Bid Bonds or checks of H. J. Taylor Construction Company,Chas. W. Sheldon and Perry M cClone Construction Company, and return other bonds or checks. Commissioner Noyce moved to accept Engineer's recommendations and City Manager submit all proceedings to C. A. A. Carried. No persons appeared to protest against the rezoning of West 622 feet of Lots 15 and 16, block 3, Southern Heights Addition from Class "A" Residential to Class: "C" Commercial. Comm. Lindgren moved that Zoning Ordinance be introduced for first reading. Carried.. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, lianas to the "C" Commercial District as that district is defined by Section 5 of Ordinance No. 3188 and the amendments thereto and providing for the proper use thereof." Ordinance was referred to the Board of Commissioners. W. S. Norris appeared anr_i filed a list of names protesting on rezoning to "C" Commercial, the North 72 feet of Lot 9, Ninth Street, Surveyor's Plat "A". Commissioner Price moved that action on petition for the rezoning the North 72 feet Lot 9, South Ninth Street, Surveyor's Plat "A" to Class "C" Commercial be held over until the Regular 1vieeting of August 30th, 1948. Carried. A petition was presented for the installation of a street light on the corner of Johnstown and Kansas. Petition referred tothe City Manager. 1 1 L� 1 i 369 Applications for taxicab license for the balance of 1)48 presented as follows: Radio Cab, Taxicabs 16, 18 and 26. Commissioner Price moved that applications be approved and license granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots, and the parkways abutting thereon in the City of Salina." On motion of Commissioner ?rice the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce and Price (4) Nays: (0) Commissioner Stephenson absent. 1ayor approved the ordinance and it is numbered 5330. A resolution was introduced for first reading entitled: "A Resolution re- lating to the paving and grading of Second Street from the northii.ne of Elm Street to the south line of North Street." Resolution was referred to the Board of Commissioners. Group of people appeared before the Board of Commissioners about width of street and parking on Claflin Street and Russell Street, in Addition to Grounds of Kansas �Iesleyan University. Referred to City Manager and City Engineer to check and report at the next meeting. On motion of Commissioner Price the Board of Commissioners adjourned. •N- J iJ
