JULY 26, 1948
Regular Meeting of the Board of Commissioners July 26, 1948. Meeting was
called to order by Mayor Stedham, the roll was called and Commissioners Stedham,
Lindgren, Noyce, Price and Stephenson and City Attorney Clark responded.
The minutes of the Regular Meeting of July 19, 1948 were read and approved
as read.
Ix. Vi. E. Walters
254 North Penn Avenue, appeared before the Board of Commis-
sioners regarding letter T. L. Bayne, Building Inspector, had written him about
using building for a Print Shop. The matter was referred to the City I,ianager.
Mrs. L. 17. Cash, 807 Park Street, appeared before the Board of Commissioners
about property at 901 Lerrill, belonging to Chas. R. Miller, which she is looking
after. E. J. Allison informed her that Pr. Miller had been informed a year to
connect his premises to the sewer. Liatter was referred to the City Manager.
Paul Heinlen of iieinlen Radio appeared before the Board of Commissioners stat-
ing he had moved his radio equipment from residential area.
Lx. Dumas, 516 Viest i�irwin, appeared before the Board of Commissioners regard-
ing curb and gutter and letter to Lloyd Lorrison. City unable to construct
curb and gutter as the street is outside City limits. Intention is to take it into
City limits, and in the meantime the only way he can get curb and gutter is property
owners to hire private contractor.
Commissioner Stephenson moved that no more additional business shall be
licensed to sell Cereal Ivialt Beverages in the City of Salina over the present number.
Notion adopted.
Commissioner Londgren moved that City Manager attend City 14ianagers' Meeting
at Mackinac Island, Michigan, September 12th to 16th, 1948. Motion adopted.
City Manager submitted Tentative Budget for the year 1949. City Clerk was
instructed to give notice in the official City paper that a public hearing on said
Budget will be held August 12, 1948, at 7:30 o'clock P. M. in the City Commissioners'
Ikieeting Room, City Hall, Salina, Kansas.
Commissioner Price moved that Ivayor instruct City Manager to lower Library
Budget 4300.00 and write letter to Library Board that they take this off the Librarians
salary and add $100.00 to 14rs. Campbell's salary.

Commissioner Noyce moved that appointments be confirmed by the Board of Com-
missioners and that City Manager write letter to retiring members. Carried.
City Engineer submitted tabulations on three Sewage Pumping Station bids:
Schuske Building Company $17,876-50
Smith & Loveless 14,456.50
Salina Supply Company 14,456.50
Cita- Engineer's Estimate 15,218.00
Commissioner Price moved that contract be awarded to Salina Supply Company.

An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the curbing, guttering and grading of Fifth Street_ from the center line
of Hamilton Avenue to the center line of Antrim Avenue; for the curbing, gt,ttering and
grading of Hamilton Avenue from the west line of Ninth Street to the east line of
Eleventh Street; for the curbing, guttering and grading of Harsh Avenue from the
center line of Santa Fe Avenue to t he center line of Seventh Street; for the curbing,
guttering and grading of Stapler Avenue from the east line of Ohio Street totI.e
east line of Delaware Avenue, and providing for the payment of the cost thereof and
how the same shall be assessed and the manner of payment thereof."
On motion of Commissioner Price the ordinance was read and ado,ted by sections
and on.its final adoption the roll was called and the following vote was had; Ayes:
Stedham, Lindgren, Noyce, Price and Stephenson (5) nays: (0) I.ayor approved
the ordinance and it is numbered 5325•
An ordinance was introduced for second reading entitled: "An ordinance
providing for the curbing, guttering, paving and grading of Norton Street from the
north line of Claflin Avenue to the north line of Kiriwn Avenue; for the curbing,
guttering, paving and grading of Quincy Street from the north line of Claflin
Avenue to the north line of Kinvin Avenue; and the curbing, guttering, paving and
grading Woodland Avenue from the west line of Ninth Street to t he east line of
Broadway Boulevard, and providing for the payment of the cost thereof, how the same
shall be assessed and the manner of payment of the cost thereof."
On motion of Commissioner Lindgren the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Iriayor
approved the ordinance and it is numbered 5326.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the grading and paving of Claflin Avenue from the west line of Quincy
Street to west line of Roach Street; for the grading and paving of Columbia Avenue
from the soutl line of Iron Avenue to the north line of Gypsum Avenue; for the grading
and paving of Eighth Street from the north line of Hamilton J=venue to the south line
of Antrim Avenue; for the grading and paving of Eighth Street from the south line of
Hamilton Avenue to the north line of Harsh Avenue; for the paving and grading of
Fifth Street from the south line of Pacific Avenue to the north line of 6'roodland
Avenue; for the grading and paving of Kirwin Street from the west line of Ninth
Street tome west line of Pershing Street; for the grading and paving of Norton Street
from the north line of Cloud Street to the north line of Claflin Avenue; for the
grading and paving of Quincy Street from the north line of Cloud Street to the north
line of Claflin Avenue; and for the paving and grading of Russell Avenue from the
west line of Quincy Street tothe west line of Roach Street; and for the grading and
paving of Tenth Street from the north line of Hamilton Avenue tothe south line of
Antrim Avenue; and providing for the issuance of bonds to pay the cost thereof and
how the cost thereof shall be assessed and the manner of payment thereof."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Iriayor
approved the ordinance and it is numbered 5327.
A petition was presented from R. V. 3roman asking for the rezoning of the
East 85 feet of Lot 8, Ninth Street, Bishop's Addition from "A" Residential to
"C" Commercial. Referred to City Planning Commission.
City Llanager reported that petitions asking for the paving of Third Street
from Nortl Street to Railroad; and for alley lying between Twelfth Street and
Thirteenth Street from Bishop Street to Lot 6 „ need.more signatures.
A resolution was introduced for first reading entitled: "A Icesolution re-
lating to the curbing and guttering of Claflin Avenue from the west line of Fourth
Street tothe west line of Osborne Ctreet." Referred to the Board of Co mmission-
ers.
An ordinance was introduced for first read ng entitled: "An ordinance
creating and defining a certain Lateral Sanitary Sewer District in the City of
Salina, Kansas, designated as Lateral Sanitary Sewer District Number 232, and
providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary
Sewer District No. 232 so created, and providing for the payment of the cost thereof
and for the levying of special assessments against the property in said district
for the payment of the cost of such construction and for the issuing of bonds to
pay the cost thereof." Ordinance was referred to the Board of Commissioners.
On motion of Commissioner Lindgren, seconded by Commissioner Noyce, the City
Clerk was directed to publish invitations for bids for improvement of the i:unicipal
Airport in compliance with plans and specifications therefor in the manner and form
provided by law, said bids to be filed with the City Clerk of the City of �ali.na on
or before 7:30 o'clock P. lvi. August 23, 1948. Roll call on said motion is as --
follows. Ayes: Stedham, Lindgren, Noyce and Price (4) Nays: Stephenson (1). j

Letter was presented from the Recreation Commission recommending the
purchase of land. Commissioner Price moved that letter be filed. Carried.
On motion of Commissioner Stephenson the Board of Commissioners adjourned.
City Clerk
