Meeting was called to order by Mayor Stedham, the roll was called and Commissioners Stedham, Lindgren, Noyce, Price and Stephenson and City Attorney Clark responded. The minutes of the Regular Meeting of July 12, 1948 and Special Meeting of July 12, 1948 were read and approved as read. Bids for three Sewage Pumping Stations received as follows: Schuske Bfdlding Company $17j786-50 Smith and Loveless 14,456.50 Salina Supply Company 14,456.50 Bids were referred to City Engineer, to report Ivbnday, July 26, 1948. Applications for taxicab drivers license for the year 1948 presented as follows: Lawrence B. Gowens Carl E. McCollam Commissioner Price moved that applications be approved and license granted. Motion a dopted. A letter was presented from the City Planning Commission recommending that the West 622 feet of Lots 15 and 16, Block 3, Southern Heights Addition be rezoned from "A" Residential to "C" Commercial. Commissioner Noyce moved that report be approved by the Board of Commissioners and that the City Clerk give thirty days notice in the official City paper of intent to rezone from "A" Residential to "C" Commercial the West 62 feet of Lots 15 and 16, Block 3, Southern Heights Addition. Motion adopted. A letter was presented from the City Planning Commission recommending that the east 50 feet of Lot 7, Block 13, South Park Addition not be rezoned to "C" Com- mercial. Commissioner trice moved to accept recommendation of City Planning Com- mission. Motion adopted. A letter was presented from the City Planning Commission calling attention to the Board of Commissioners that all appointments of the present members of the City Planning Commission have expired. Held over until next meeting to act on appointments. Robert M. Daniels, 225 North Second Street, appeared before the Board of Commissioners regarding letter received from T. L. Bayne, Building Inspector, on Building Application No. 928 and Permit No. 5421, issued for wash house, who now wants to make living quarters out of said building. Letter filed. No action taken, except to abide by letter. Iviotion by Commissioner Joyce and seconded by Commission( -..r Lindgren that the Board of Commissioners accept and approve the plans and specifications for improve- ment of Municipal Airport. Ed Soldner of the V. F. W. appeared before the Board of Commissioners about reviewing stand for Cavalcade Program. Commissioner Noyce moved that same be allowed and to contact the City Manager on location. Carried. Commissioner Lindgren moved that Pool Hall License for the last half of 1948 be granted to the following applicants: Wilhelm Smoker 129 South Santa Fe Club Royal 115 South Santa Fe Matt Frice Lamer Hotel Bailding Rex Smoker 150 North Santa Fe Station Smoker 717 Bishop Street George Holzmeister 116 South Fifth Street Val Pfannenstiel 806 North Santa Fe Commissioner Lindgren moved that applications be approved and license granted. Iviotion a dopted. A petition was presented for the paving of Second Street from Elm Street to North Street. Petition referred to City Manager. Mat Augustine Commissioner Noyce moved that same be approved by the Board of `'ommissioners. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance levy- ing special assessment against certain property to pay the cost of constructing certain water service pipes in certain streets in the City of Salina, Kansas." On motion of Commissioner Price the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5324. A resolution was introduced for second reading entitled: "A ttesolution relating tot he paving and grading of Ellsworth Avenue from the west line of Ninth Street to the east line of highland Circle." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Price, Noyce and Stephenson (5) Nays: (0) Mayor approved the resolution and it is numbered 1066. A resolution was introduced for second reading entitled: "A itesolution relating to the paving and grading of Highland Circle from the south line of Ellsworth Avenue to the south 1 ine of Jewell Avenue." On motion of Commissioner Noyce the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes. Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Iiayor approved the resolu- tion and it is numbered 1067. The above resolution is recorded in full on Page 61, Resolution Book Number 4. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Jewell Avenue from the west line of Eleventh Street tothe west line of Pershing Street." On motion of Commissioner Lindgren the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (O� Mayor approved the resolu- tion and it is numbered 1068. The above resolution is recorded in full on Page 62, Resolution Book Number 4. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adoptee by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Mayor approved the ordihafsbe and it is numbered A-431. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its f9.na1 adoption the roll was called and the followin vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0� mayor approved the ordinance and it is numbered A-432. City Engineer submitted plans and specifications for the construction of Lateral Sanitary Sewer -.umber 231. Commissioner Lindgren moved that same be accepted by the Board of Commissioners and that City Clerk advertise for bids to be received up to and including Monday, August 2, 1946 at 7:30 o'clock P. M. Motion adopted. r'i4D An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering, paving and grading of Norton Street from the north line of Claflin Avenue to the north line of Kirwin Avenue; for the curbing, guttering, paving and grading of Quincy Street from the north line of Claflin Avenue to the north line of Kirwin Avenue; and the curbing, guttering, paving and grading Woodland Avenue from the west line of Ninth Street to the east line of Broadway Boulevard." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the curbing, guttering and grading of Fifth Street from the center line of Hamilton Avenue to :he center line of Antrim Avenue; for the curbing, guttering and grading of Hamilton Avenue from the west line of Ninth Street tothe east h_ne of Eleventh Street; for the curbing, guttering and grading of Harsh Avenue from the center line of Santa 1"e Avenue to the center line of Seventh btreet; for c he curbing, guttering and grading of Stapler Avenue from the ea:�t line of Ohio Street to the east line of Delaware Avenue, and providing for the payment of the cost thereof and how the same shallbe assessed and the manner of payment thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the grading and paving of Claflin Avenue from the west line of Quincy Street tothe west ,line of Roach Street; for the grading and paving; of Columbia_ Avenue_ from the south line of Iron "venue to the north line of Gypsum Avenue; for the grading and paving of Eighth Street from the north line of Hamilton Avenue to the south line of Antrim Avenue; for the grading and paving of Eighth Street from the south line of Hamilton Avenue to the north 1 ine of Harsh Avenue; for the grading and paving of Fifth Street from the south line of Pacific Avenue to the north line of Woodland Avenue; for the grading and paving of Kirwin Street from the west line of Tdinth Street to the west line of Pershing Street; for the grading and paving of Norton Street from the north line of Cloud Street to the north line of Claflin Avenue; for the grading and paving of Quincy Street from the north line of Cloud Street to the north line of Claflin Avenue; and for the paving and grading of Russell Avenue from the west line of Quincy Street to the west line of Roach Street; and for the grading and paving of Tenth Street from the north line of Hamilton Avenue to the south line of Antrim Avenue, and providing for the issuance of bonds to pay the cost thereof, and how the cost thereof shall be assessed and the manner of payment thereof."
