JUNE 7, 1948 :3139 Regular 1ueeting of the Board of Commissioners June 7, 1948- Meeting was called to order by Acting Mayor Stephenson, the roll was called and Commissioners Lindgren, Noyce, Price and Stephenson and Jas. P. %d ze, Attorney, responded. Commis- sioner Stedham and City Attorney Clark absent. The minutes of the Regular Meeting of May 24, 1918, and Regular Meeting of May 31, 1918 were read and approved as read. follows: Applications for taxicab drivers license for the year 1948 presented as Arthur H. Brink Dale E. Rose Gordon E. Wiest Alphonse L. Hermes Nelson L. Bozard Glenn J.hockstatter harold R. hardesty Commissioner Price moved that applications -e approved and license granted. lviotion adopted. follows: Application for taxicab drivers license for the year 1948 presented as Roy F. vallis Commissioner Price moved that application be rejected by the Board of Commissioners. )motion adopted. Trust Deed, with a deposit of $75.00 was presented from Frank W. Bush, for the perpetual care of the South 1/2 of Lot 24, Block 9, in the Gypsum hill Cemetery of Salina, Kansas. Commissioner Noyce moved that Deed be accepted by the Board of Commissioners and that City Treasurer be instructed to place the deposit in the Gypsum Hill Cemetery Lot Owners' Endowment Fund, as provided for in Ordinance Number 3530 of the City of Salina, Kansas. Motion adopted. No persons appeared to protest against the rezoning of the following de- scribed property from Class "A" Residential to Class "B" Residential: The lust 50 feet of the West 95 feet of Lot 6, Block 6, Oakdale Addition, and Lots 2 and 3 in Southview Addition. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the inclusion of certain lands in the City of Salina, Kansas, in the "B" Residential District as that district is defined in Section 4 of Ordinance number 3188, and providing for the proper uses thereof." Ordinance wasreferred to the Board of Commissioners. A petition was presented from G. J. "aplee for the rezoning of the North 72 feet of Lot 9, South Ninth Street, Surveyor's Plat "A", to "C" Commercial. Petition was referred to lie City Planning Commission. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina designated as Lateral Sanitary Sewer District Number 226, and providing for the con- struction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 226, so created, and providing for the payment of the cost thereof and for the levy- ing of special assessments against the property insaid district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Price the ordinance was read and adopted by sections) and on its final adoption the roll was called and the following vote was had; Ayes: Lindgren, Noyce, Price and stephenson (4) :days: (0) Commissioner Stedham absent. Acting LIayor approved the ordinance and it is numbered 5310. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company, for the construction of certain lateral sanitary sewer in the City of Galina, heretofore designated as Lateral Sanitary Sewer District Number 221, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lindgren, Price, Stephenson and Noyce (4) Nays: (0) Commissioner Stedham absent. Acting Mayor approved the ordinance and it is numbered A-427. A petition was presented for the paving of Ellsworth Street from Ninth Street to Highland Circle; Highland Circle from Ellswort Street to Jewell; Jewell Street from Higi,land Circle to Pershing Street. Petition was referred to the City Manager. Pursuant to notice published in the Salina Journal, bids were received for the curbing, guttering and/or paving certain streets provided for in Ordinances numbered 5294, 5293, 5295 and 5304, as follows: Rhoades construction Company, newton, Kansas $172,516.00 L. W. Rexroad & Son, Salina, Kansas 170,450.00 H.J.Taylor Construction Company, Salina, Kansas 168,962.50 San Ore Construction Company, McPherson, Kansas 174,917.50 City Engineer's Estimate in the amount of $174,3)3.50 was read. Bids were tabulated by the City Engineer. Commissioner Price moved that contract be awarded to H.J. Taylor Construction Company, Salina, Kansas, as per bid submitted in the amount of $168,962.50, and that Lllayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifi- cations attached thereto and referred to therein, and that checks be retured to un- successful bidders. iiiotionadopted. Pursuant to notice published in the Salina 1Iournal bids were received for the cleaning, sandblasting and painting 11000,000 gallon elevated water tank and 265,000 gallon water storage standpipe, as follows: Central Steel Tank Company, Wichita, Kansas $12,100.00 John H. Chance Company, Tulsa, Oklahoma 14,684.00 Earl ". Hamman & Company, Wichita, Kansas 7,875.00 City Engineer's Estimate in the amount of ,42,420.00 was read. Bids were tabulated by the City Engineer. Commissioner Noyce moved that contract be awarded to Central Steel Tank Company, Wichita, Kansas, as per bid submitted in the amount of $12,100.00, and that payor be authorized to sign contract on behalf of the City of kali na for such improvements, in accordance wit such proposal and the form of contract and speci- fications attached t ereto and referred to therein, and that certified checks be returned to unsuccessful bidders. Work to start October 1, 1)48. Motion adopted. Pursuant to published notice in the matter of the sale of $99, 573.59 General Improvement Bonds of the City of Salina, Kansas, was considered, the sealed proposal of each offerer, therefor, .wast' opened andI-ead. Commissioner Aoyce moved to accept the bid of City National Bank and Trust Company, it being the lowest interest cost to City, and Mayor be authorized to sign acceptance of bid,and that certified checks be returned to unsuccessful bidders. Motionadopted. An ordinance was introduced for first reading entitled: "An ordinance Ahorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of 430,661.36 to pay the cost of improving certain streets in said City to be designated as Series Number P-142." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance author- izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the amount of $68,912.23 to pay the cost of improving certain streets in said City, to be designated as Series Number P-143." Ordinance was referred to the Board of Commissioners. Onrrotion of Commissioner Noyce the Board of Commissioners adjourned. City Clerk
