Meeting was called to order by Mayor Stedham, the roll was called and Commissioners Stedham, Lindgren, Noyce, Price and Stephenson and City Attorney Clark responded. The minutes of the Regular I4ieeting of May 17th, 1948 were read and approved as read. Pursuant to notice published in the Salina Journal bid was received for the construction of Lateral Sanitary Sewer Number 221 as follows: H. J. Taylor Construction Company, Salina, Kansas Amount X1700.00 City Engineer's Estimate in the amount of $1811.20 was read. Bid was tabulated by the C-_ty Engineer. Commissioner Lindgren moved that contract be awarded to H. J. Taylor Con- struction Company, Salina, Kansas, as per bid submitted in the amount of $1700.00, and that Mayor be authorized to sign contract on behalf of the City of Salina for such improvement, in accordance with such proposal and the form of contract and specifica- tions attached thereto and referred to therein. Motion adopted. Wm. H. Payton appeared before the Board of Commissioners about manhole cover coming loose on Seventh Street just off of Seventh, and causing damage to his car. City Manager had referred the matter to the City Attorney, but City Attorney not ready to give opinion, and Mayor instructed City Attorney to give his opinion tothe City Ma.nager,and that Mr. Payton take the matter up with City Idanager. follows: Applications for taxicab drivers license for the year 1948 presented as Duane W. Sweaney Floyd E. Van Blaricon Eugene A. Tackaberry Earl H. Vaughan, Jr. Arthur L. Thompson Commissioner Price moved that applications be approved and license granted. Motion adopted. follows: Application for taxicab drivers license for the year 1948 presented as Chas. E. Dearing, Jr. Commissioner Boyce moved that application be rejected. kotionadopted. A letter was presented from the City Planning Commission recommending that Lots 9 to 15 Block 2, Pacific Addition be rezoned from "A" Residential to "C" Commercial. Commissioner Price moved that report be approved by the Board of Commissioners, and that the City Clerk give thirty days notice in the official City paper of intent to rezone from "A" Residential to "C" Commercial, Lots 9 to 15, Block 2, Pacific Addition, Salina, Kansas. Motion adopted. Ci ty Engineer submitted his approval for the construction of Lain Sewer IRVIt and Lateral Sanitary Sewers numbered 218 and 219 as follows: Salina, Kansas. To the Hon. Idayor and lay 17, 1948 City Commissioners City of Salina, Kansas. Gentlemen: The trenching,and backfilling, laying of pipe, construction of manholes and other work incidental thereto for Lain Sewer "W" in alley north of Beloit from Fourth Street to Quincy Street and thence south in Quincy Street to he alley north of Cloud Street, and Lateral Sanitary Sewer 218 in alley north of Russell Street from Quincy Street to Roach Street, and Lateral Sanitary Sewer 219 in alley north of Cloud Street from Quincy Street to Roach Street, all three known as Job No. 236 and constructed by H.J.Taylor Construction Company of Salina, Kansas, has been completed and final inspection made by the Engineering Department. 1 1 1 1 1 1 "137 The construction under this contract has been completed in compliance with plans and specifications of contract and therefor your acceptance of the work is recommended. Respectfully submitted, H. F. Harper_ City Engineer Commissioner Price moved that report be approved and work accepted by the Board of Commissioners. Motion adopted. City Engineer filed Final Estimate in the amount of $3,196.11 to H. J. Taylor Construction Company, or the construction of Eiai_n Sewer "W" and Lateral Sanitary Sewers numbered 218 and 219. Commissioner Price moved that estimates be approved by the Board of Commissioners. 14otion adopted. City Engineer submitted Final Estimate of Cost for the construction of Lateral Sanitary Sewers 218 and 219 and for fain Sewer "W". Commissioner Price moved that estimate be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of grading and paving a certain north and south public alley between Fifth Street and Fourth Street from Mulberry Street to Walnut Street; and the grading and paving of a certain north and south public alley between Santa Fe Avenue and .Seventh Street from Elm Street to a point 532 feet north of the north line of Elm Street,and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) bayor approved the ordinance and it is numbered 5308. An ordinance was introduced for second reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sanitary sewer in Lateral Sanitary Sewer Districts numbered 210 and 211, and relat- ing to and providing for the collection and payment of such assessments, and providing for the repeal of Sections two (2) and three (3) of Ordinance Number 5264.1' On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Price, Noyce and Stephenson (5) Nays: (0) lrayor approved the ordinance and it is numbered 5309. A resolution was introduced entitled: "A Resolution relating tothe issuance of Temporary Notes in the amount of X201000.00; $2,583.75; 42,885.61; $2,104.55 and 0,196.11." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Sted- ham, Lindgren, Price, Noyce and Stephenson (5) Nays: (0) Mayor approved the resolution and it is numbered 1057. The above resolution is recorded in full on Page 50 Resolution Book Number 4. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Lindgren the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) Mayor ap- proved the ordinanceand it is numbered A-426. An ordinance was introduced for first reading entitled: "An ordinance creat- ing and defining a certain Lateral Sanitary Sewer District in the City of Salina designated as Lateral Sanitary Sewer District number 226, and providing for the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 226, so created, and providing for the payment of the cost thereof .nd f or the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners. City Engineer filed plans and specifications for the construction of Lateral Sanitary Sewer Number 225.
