Regular Ivieeting of the Board of Commissioners Ivay 17th, 1948. Meeting was
i called to order by Layor btedham, the roll was called and Commissioners Stedham,
I Lindgren, Price and Stephenson and City Attorney Clark responded. Commissioner
Noyce absent.
The minutes of the Regular Tweeting of Play 10, 1948 were read and approved
as read.
Building Application No. 1716 was presented from James L. Farrell, for the
i erection of an ice house at 900 North Ninth Street. Commissioner Stephenson
moved that a temporary permit be granted until September 1, 1948. Motion adopted.

Commissioner Lindgren moved that applications be approved and license granted.
Motion adopted.
A petition was presented asking for the construction of a sanitary sewer
between Kirwin and Claflin from Quincy to Osborne. Petition was referred to the
City Manager.
A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing and guttering of Stapler kvenue_ from the east line of OhioS�reet
to the east line of Delaware Avenue."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption t e roll was called and the following vote was had; Ayes: Stedham,
Lindgren, Price and Stephenson (4) Nays: (0) Commissioner Noyce absent. Layor
approved the resolution and it is numbered 1055•

lating to the paving of Kirwi n Streetfrom the west line of Ninth Street to the west
line of Pershing Street."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Sted-
ham, Lindgren, Price and Stephenson (4) Nays: (0) Commissioner Noyce absent.
Mavor anDroved the resolution and it is numbered 1056.

An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
l the construction of certain lateral sanitary sewers in the City of Salina, heretofore
designated as Lateral Sewer District Number 218 and 219, and for the construction
of a certain Main Sewer in Lain Sewer District "W" heretofore created, and providing
for the issuance of temporary notes to pay the cost thereof pending issuance and sale
of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Aues:
Stedham, Lindgren, Price and Stephenson (4) Nays: (0) Commissioner Noyce absent.
Mayor approved the ordinance and it is numbered 5305.
An ordinance was introduced for second reading entitled: "An ordinance provid-
ing for the inclusion of certain lands in the City of Salina, Kansas, in the "B"
Residential District as that district is defined in Section 4 of Ordinance No. 3188
and providing for the proper uses thereof."

Trust Deed, with a deposit of :100.00 was presented from F. E. Housel, for
the perpetual care of all of Lot 26, Block 18, in the Gypsum Hill Cemetery, Salina,
Kansas. Commissioner Price moved that Deed be approved by the Board of Commissioners
and that City Treasurer be instructed to place the deposit in the Gypsum Hill Ceme-
tery Lot Owners Endowment Fund as provided by Ordinance No. 3530 of the City of Salina,
Kansas. Motion adopted.

An ordinance was introduced for second reading entitled: "An ordioance
creating and defining a certain Lateral Sanitary Sewer District in the City of
Salina designated as Lateral Sanitary Sewer District No. 225, and providing for
the construction of a lateral sanitary sewer in said Lateral Sanitary Sewer Dis-
trict Number 225, so created, and providing for the payment of the cost thereof
and for the levying of special assessments against the oroperty in said district
for the payment of the cost thereof, and for the levying of special assessments
against the property in said district for the payment of the cost of such con-
struction and for the issuance of bonds to pay the cost thereof."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Stedham, Lindgren, Price and Stephenson (4) Nays: (0) Commissioner Noyce absent.
Mayor approved the ordinance and it is numbered 5307.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final doption the roll was called and the following vote was had;
Ayes: Stedham, Lindgren, Price and Stephenson (4) Nays: (0) Commissioner Noyce
absent. Mayor approved the ordinance and it is numbered A-424.
An ordinance was introduced entitled: 'An ordinance making appropriation
for the payment of certain claims."

City Engineer submitted his approval for the construction of four tennis
courts in Oakdale Park as follows:

Gentlemen:
The excavation and construction of concrete
slab and other work incidental thereto for four Tennis
Courts in Oakdale Park, Job No. 234 and constructed by
H. J. Taylor Construction Company, Salina, Kansas has
been completed and final inspection made by the Engineering
Department.
The construction under this contract has been
completed in compliance with plans and specifications of
contract and therefor your ac::eptance of the work is
recommended.

The trenching, and backfilling, laying of pipe
construction of manholes and other work incidental there-
to for Lateral Sanitary Sewer 222, in alley east of Second
Street from Wilson to 350 feet south, and Lateral Sanitary
Sewer 223 in alley north of Russell, from Quincy to 450 feet
west, both known as Job 240 and constructed by H.J.Taylor
Construction Company of Salina, Kansas, has been completed
and final inspection made by the Engineering Department.
The construction under this contract has been
completed in compliance with plans and specifications of
contract and therefor your acceptance of the work is
recommended.

completed and final inspection made by the Engineering De-
partment.
The construction under this contract has been
completed in compliance with plans and specifications of
contract and therefor your acceptance of the work is recommended.

City Engineer submitted Final Estimate in the amount of $2,583.75 to
H.J.Taylor Construction Company for the construction of Lateral Sanitary Sewers
numbered 214 and 215. Estimate approved by the Board of Commissioners.
City Engineer submitted Final Estimate of Cost for the construction of
Lateral Sanitary Sewers numbered 211 and 215. Estimate approved by the Board of
Commissioners.
City Engineer submitted Partial Estimate No. 3 in the Amunt of $7,332.71
to Brown L Brown, Inc. for the construction of Carver Swimming Pool. Commissioner
Lindgren moved that estimate be approved by the Board of Commissioners. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of grading and
paving a certain north and south public alley between Fifth Street and Fourth Street
from Mulberry Street to Walnut Street; and the grading and paving of a certain north
and south public alley between Santa Fe Avenue and Seventh Street, from Elm Street
to a point 532 feet north of the north line of Elm Street, and relating to and
providing for the collection and payment of such assessments." Ordinance was
referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of constructing lateral
sanitary sewer in Lateral Sanitary Sewer Districts numbered 210 and 211, and relating
to and providing for the collection and payment of such assessments, and providing
for the repeal of Sections two (2) and three (3) of Ordinance Number 5264." Ordinance
was referred to the Board of Commissioners.
City Engineer submitted plans and specifications for the curbing and gutter-
ing of certain streets provided for in Ordinance Number 5304 of the City of Salina,
Kansas. Same were approved by the Board of Commissioners.
City Clerk was instructed to advertise for bids, to be received up to and
including Monday., June 7th, 1948 at 7:30 P. k`i. for the curbing, guttering and/or
paving certain streets provided for in Ordinances numbered 5294, 5295, 5293 and 5301.
A petition was filed by H. R. Kennerly and 100 North Santa Fe -venue, for the
rezoning of Lots 9 to 15, Block 2, Pacific Addition, for the construction of a 30 -unit
Tourist Court. Also to close alleir through Block 2 and an east and west alley be
allowed through the i1orth 16 feet of Lots 9 and 10. Petition referred to the City
Planning Commission.

City Clerk was instructed to advertise for bids to be received up to
and including Lionday, June 7th, 1948 at 7:30 o'clock P. I4. for the sale of
$99,573.59, General Improvement Bonds described as follows:
beries P-142, amount x30,661.36, dated July 1, 1948 to
mature serially over a four year period, and
Series P-143, amount 468,912.23, dated July 1, 1948, to
mature serially over a ten year period.
On motion of Commissioner Price the Board of Commissioners adjourned.
