Regular Meeting of the Board of Commissioners April 5, 1948. iieeting was
called to order by payor Joyce, the roll was called and Commissioners Noyce, Lindgren,
and Stephenson and City Attorney Clark responded. Commissioners Price and Stedham
absent.
The minutes of the Regular UleetIng of March 29, 1948 were read and approved as
read.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining Lateral Sanitary Sewer Districts in the City of Salina desig-
nated as Lateral Sanitary Sewer Districts numbered 222 and 223, and providing for
the construction of lateral sanitary sewers in said Lateral Sanitary Sewer Districts
numbered 222 and 223 so created, and providing for the payment of the cost thereof
and for the levying of special assessments against the property in said districts
for the payment of the cost of such construction and for the issuing of bonds to pay
the cost thereof."
On motion of Commissioner Lindgren the ordinance was read and adopted by sec-
tions and on its f.i.nal adoption tI.e roll was called and the following vote was had;
Ayes: Noyce, Lindgren and Stephenson (3) Mays: (0) Commissioners Price and Sted-
ham absent. Mayor approved the ordinance and it is numbered 5286.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the inclusion of certain land hereinafter described in the Class "C"
Commercial District as that district is defined by Section 5 of Ordinance No. 3188
and amendments thereto and providing for and regulating the use thereof."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Noyce, Lindgren and Stephenson (3) Nays: (0) Commissioner Price and
Stedham absent. Mayor approved the ordinance and it is numbered 5287.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with the h. J. Taylor Construction Company for the
construction of certain lateral sanitary sewers in the City of Salina, heretofore
designated as Lateral Sanitary Sewer Districts No. 220 and 221, and providing for
the issuance of temporary notes to pay the cost thereof pending issuance and sale
of bonds."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption t e roll was called and the following vote was
had; Ayes: Noyce, Lindgren and Stephenson (3) Nays: (0) Commissioners Price
and Stedham absent. Mayor approved the ordinance and it is numbered 5288.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the grading and paving of Beloit Street from the west line of Fourth
Street to the west line of Osborne Street; for the grading and paving of Chicago
Street from the north line of Ash Street to the north line of Park Street; for the
grading and paving of Fifth Street from the south line of Grand Avenue to the north
line of Woodland Avenue; for the grading and paving of Foarth Street from the south
line of Pacific Avenue tothe south line of Forest Avenue; for the grading and paving
of Front Street from the north line of Ash Street to the south line of Elm Street; for
the grading and paving of Grand Avenue from the west line of Eighth Street to -he
east line of Ninth Street; for the grading and paving of Grand Avenue from the west
line of Ninth Street tothe east line of Tenth Street; for the grading and paving of
Grand Avenue from the east line of Santa Fe Avenue tot he east line of Fifth Street;
for the grading and paving of Tenth Street from the south line of Harsh Avenue to
the north line of Hamilton Avenue; for the grading and paving of Woodland Avenue
from the east line of Santa Fe Avenue to the east line of Fourth street; and providing
for the issuance of bonds to pay the cost thereof, and how the cost t ereof shall be
assessed and the manner of the payment thereof." Ordinance was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the curbing, guttering, paving and grading of Morrison Avenue from
the east line of Twelfth Street to he west line of Phillips Street and North Court
Place from the north line of Beloit Street thence northeast to the center line of
Republic Avenue and providing for the payment of the cost thereof, how the same shall
be assessed, and the manner of the payment of the cost thereof." Ordinance was
referred to the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance
providing for the curbing, guttering and grading of Antrim Avenue from the center
line of Santa Fe Avenue to the center line of Third Street; for the curbing,
guttering and grading of Antrim Avenue from the west line of Ninth Street to the
center line of Eleventh Street; for the curbing, guttering and grading of Antrim
Avenue from the center line of Eighth Street to the center line of Ninth Street;
for the curbing, guttering and grading of the north side of Claflin Avenue from a
line 10 feet west of the southwest corner of Lot 20, Block 2, Pleasantview Addition
to the City of Salina, thence west to the east One of Pershing Street; for the
curbing, guttering and grading of the north side of Cloud Street from the east line
of Ninth Street to the west line of Higiland Avenue; for the curbing, guttering and
grading of Eleventh Street from the center line of Pacific Avenue to the center lint;
of Harsh Avenue; for the curbing, guttering and grading of Eleventh Street from the
center line of Lincoln Avenue to the center line of Grand Avenue; for the curbing,
guttering and grading of Fifth Street from the south line of Pacific Avenue to the
north line of Woodland Avenue; for the curbing, guttering and grading of Fifth Street
from the south line of Otis Avenue to the north line of Euclid Avenue; for the curbing,

center line of Woodland Avenue; for the curbing, guttering and grading of the north side

and the south side thereof from a point 78 feet east of the east line of Santa Fe
Avenue to the east line of Fifth Street; for the curbing, guttering and grading of
Johnstown Avenue from the east line of Ohio Avenue to the center line of Riverside
Drive; for the curbing, guttering and grading of Pershing Street from the south
line of Kirwin Avenue to the north line of Claflin Avenue; for the curbing, guttering
and grading of Prescott Avenue from the east line of Phillips Street tothe west
line of Montrose Street; for the curbing, guttering and grading of Tenth Street
from the center line of Antrim Avenue tothe south line of Inez Avenue; for the curb-
ing, guttering and grading of Third Street _ from the south line of Forest Avenue

A resolution was introduced for second reading entitled: "A resolution
relating to the curbing, guttering, paving and grading of Woodland -'venue from the
west prop ert line of Ninth Street to the east prop: rty line of Broadway Boulevard."
On ration of Commissioner Lindgren the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Lindgren and Stephenson (3) Nays: (0) Commissioners Price and Stedham
absent. Mayor approved the resolution and it is numbered 1038.

Commissioner Lindgren moved that Building Inspector issue permit to extend
present buildings at Follow -tree -Swallow Camp, to close space left by vacation of
alley. Buildings to be of same materail construction. Carried.
Commissioner Stephenson moved that Thomas Dearing be given permission to move
a building across the Iron Avenue Bridge, providing the move through the business
district is made between 1:00 A. h1. and 6:00 A. M. Motion adopted.

Commissioner Lindgren moved that applications be approved and license
granted. Motion a dopted.
A petition was presented asking for the rezoning from "A" Residential to
"B" Residential, the East 50 feet of West 95 feet of Lot 61, Block 6, Oakdale Addition.
Pdtition referred to City Planning Commission.
A petition was presented asking; for the paving of Tenth Street from Hamilton
Avenue to Antrim Avenue. Petition referred to City Manager.
A petition was presented asking for the curbing and guttering of Fifth
Street from Hamilton Avenue to Antrim Avenue. Petition referred to City Manager.
House Hovers Bond was presented from C. W. Kelley and on motion of Commis-
sioner Lindgren approved by the Board of Commissioners.
Commissioner Lindgren moved that C. W. Kelley be given permission to move
two buildings across the iron lvenue Bridge. Approved by the Board of Commissioners.

A petition was presented for water line to Lots 14 and 15, Block 1, Sunrise
Addition to Salina, Kansas. Petition referred to the City Manager.
A petition was presented for sewer to Lots 14 and 15, Block 1, Sunrise Addition
to Salina, Kansas. Petition referred to the City Manager.
Gas Fitters Bond was presented from Wm. F. Pratt, and on motion of Commissioner
Lindgren approved by the Board of Commissioners.
Combination Plumbers and Gas Fitters Bond presented from D. ivi. Herron, Sr.,
and on motion of Commissioner Lindgren approved by the Board of Commlssion(_:rs.
City Planning Commission recommend that Lot 23, in the Grounds of Kansas Vvesley-
an University, on Bast Jewell Street be rezoned from "A" Residential to "B" Residential.
Commissioner Lindgren moved that report be approved by the Board of commissioners and
that the City Clerk give thirty days notice in the official City paper of intent to
rezone f rom "A" Residential to "B" Residential, Lot 23, Jewell -avenue, Grounds of
Kansas Wesleyan University. Motion adopted.

guttering and grading of Hancock Street from the north line of Venango Street to the
north line of Republic Avenue; for the curbing, guttering and grading of Grand Avenue
from the west line of Eighth Street to the west line of Ninth Street; for the curbing,

the grading and paving of Lincoln Avenue from the east line of tenth Street to.he
west line of ninth Street; for the grading and paving of Eighth Street from the south

and grading of Pacific Avenue _ from the west line of Tenth Street to a line 70 feet
west of the west line of Ninth Street; and for the curbing, guttering, paving and
grading of Ellsworth Avenue from the west line of Osborne Street to 260 feet east of
the east line of Osborne Street; and the paving and grading of Ellsworth Avenue
from the west -line of Fourth Street to the west line of Osborne Street; and the
curbing, guttering, paving and grading of Ivlinneapolis Avenue from the west line of
Osborne Street to 125 feet east of the east line of Osborne Street; and the curbing,

pieces of ground in the Oity of Salina, iiansas, to pay the cost of grading and
paving North Street from the east line of Fourth Street to the east line of
Arthur treet; and relating to and providing for the collection and payment of
such assessments, and providing for the repeal of lection 7 of Ordinance No. 5290."
Ordinance was referred to the Board of Commissioners.
