Ideeting was called to order by Mayor Noyce, tI_e roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded. The minutes of the Regular Meeting of 1Giarch 22, 1948 were read and approved as read. Mr. G. J. Raplee appeared before the Board of Commissioners and withdrew his petition for rezoning from Class "B" Aesidential to Class "C" Commercial, Lot Nine (9), South Ninth Street, in Surveyor's Plat "A". Case ordered closed. Mr. F. J. Kastner (Fritz) Kastner appeared before the Board of Commissioners in regard to letter by City Planning Commission to E. J. Allison, City Manager, concerning quonset-type warehouse on South Fourth Street between South Street and Center Street. Commissioner Stephenson moved that letter be filed and case closed. Carried. A letter was presented from the City Planning Commission regarding the inclusion within the corporate limits of the City of Salina, Kansas, a tract of land lying between Claflin Avenue and Cloud Street, west of Eleventh Street. On motion of Commissioner Stedham referred to the City Manager. A letter was presented from the City Planning Commission regarding replat and change of lot frontage on Lots 50, 51, 52, 53, Elm Street, Original Town of Salina, Kansas. Commissioner Price moved to accept. Carried. An ordinance was introduced for first reading entitled: "An ordinance relating to replat and change of lot frontage on Lots 50, 51, 52, 53, Elm Street, Original Town of aalina, Kansas." Referred to the Board of Commissioners. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Kirwin Avenue from the west line of Quincy Street to the center line of Roach Street." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes. Noyce, Price:, Lindgren, Stedham and Stephenson (5) Nays: (0) Alayor approved the resolution and it is numbered 1037. The above resolution is recorded in full on Page 30, Resolution Book Number 4. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Woodland Avenue from the west pronert: line of Ninth Street to the east property line of Broadway Boulevard." Referred to the Board of Commissioners. City Manager read a telegram stating Davis -Child Motor Company could not furnish truck for garbage body, and better look elsewhere. Commissioner Price moved that City Manager buy lowest priced truck for garbage body. Carried. Applications for taxicab drivers license for the year 1948 presented as follows: Fred E. Jones Lee R. Larson George Leonard Mallory !Melvin Lee Brown Commissioner �4edham moved that applications be approved and license granted. Motion adopted. Petitions were presented for the paving of the following streets: Quincy Street from Cloud to Kirwin, Russell avenue from Quincy to Roach, porton Street from Cloud to Kirwin, Claflin Avenue from Quincy to Roach, Kirwin Avenue from Quincy to Roach. The above petitions were referred to the City Manager. A petition was presented asking for the curbing and guttering of Fourth Street from South Street to Center Street. Referred to the City Manager. 1 1 1 1 1 130 Combination Gas Fitters and Plumbers Bond presented f rom 1romas Ldward Imler. Commissioner Stedham moved that Bond be approved by the Board of Commissioners. Carried. Gas Fitters Bond preseted from G. A. Kitch, d/b/a Ketch Appliance Store. Commissioner Price moved that Bond be approved by the board of Gonunissioners. Carried. No persons appeared to protest against the rezoning from Class "A" Residential to Class "C" Commercial, the following described piece of land: "Ueginning at a point 145 feet West of the Southeast corner of the iJorthwest Quarter of ►section 11, in Township 14, South, Range 3 West of the Sixth Principal I::eridian, in Saline County, Kansas; thence North and parallel with the best line of said Quarter Section 190 feet, more or less, to the center of tine old channel of Dry Creek, thence in a northeasterly direction along the center of the channel of Dry Creek to a point where said center line touches the West line of U. S. Highway By - Pass; thence east to the center of said Highway; thence in a southwesterly direction down the center of said Highway to its intersection with the South line of the North Half (N2) of said Section 11, thence west along said line to the place of beginning." An ordinance was introduced for first reading entiuled: "An ordinance provid- ing for the inclusion of certain land hereinafter described in the Class "C" Commer- cial District as that district is defined by Section 5 of Ordinance No. 3188 and amendments t ,ereto, and providing for and regulating the use thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creat- ing and defining Lateral Sanitary Districts in the City of -alina designated as Lateral Sanitary Sewer Districts numbered 222 and 223, and providing for the constructi of lateral sanitary sewers in said Lateral Sanitary Sewer Districts numbered 222 and 223 so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the constructio of certain lateral sanitary sewers in the City of Salina, heretofore designated as Lateral Sanitary Sewer Districts Number 220 and 221, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and grading Franklin Street from the east line of Custer Street to the west line of Sherman Street; for the curbing, guttering and grading of Cedar Street from the west line of College Street tothe east line of the right-of-way of the Missouri Pacific Railroad; for the c,x bing, gutte.ing and grading of Hancock Street from the north line of Venango Street tothe north line of Republic Avenue; for the curbing, gutte ing and grading of Grand Avenue from the west line of Eighth Street to the west line of Ninth Street; for the curbing, guttering and grading of Tenth Street from the south line of Hamilton Street tothe north line of Antrim Avenue; for the curbing, guttering and grading of the south side of Kirwin Avenue from the west line of Fourth Street tothe west line of Osborne street; for the curbing, guttering and grading of Kirwin Avenue from the west line of Osborne Street to a point 125 feet east of the east line of Osborne Street; for the curbing, guttering and grading of Second Street from the south line of Forest Street totYie south line of Pacific Street; for the curbing, guttering and grading of Woodland Avenue from the east line of Santa Fe Hvenue to the center line of Front Street; for the curbing, guttering and grading of Fourth Street from the center line of Forest Street to the south line of Pacific Avenue; for the curbing, guttering and grading of Eleventh Street from the center line of Harsh Avenue to the center line of Hamilton Avenue; for the curbing, guttering and grading of the west side of Front Street from the center line of Pacific Avenue to l:e center line of Forest Avenue; for the curbing, guttering and grading of Fourth Street from the north line of Pacific Avenue tot he center line of Euclid Avenue, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commission- ers. An ordinance was introduced for first reading entitled: ""An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of grading and paving Chicago Street from the south line of State Street tome north line of Walnut street; for tiie grading and paving of Lincoln Avenue from tkie east line of Tenth Street tothe west line of Ninth Street; for the grading and paving of Eighth Street from the south line of Woodland Avenue tothe south line of Pacific Avenue; for the grading and paving of Republic Avenue from the east line of Third Street to ttie east line of Osborne Street; for the grading and paving of Ohio Street from the south line of Iron tivenue to the north line of Gypsum Avenue; for the paving and grading of north Street from the east line of Fourth Street tothe east line of Arthur Street, arid rulattng to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. y)08 An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and paving of Pacific Avenue from the west line of Tenth Street to a line 70 feet west of the west line of 'Ninth Street; and for the curbing, guttering, paving and grading of Ellsworth Avenue from the west line of Osborne street to 260 feet east of the east line of Osborne Street; and the paving and grading of Ellsworth Avenue from the west line of Fourth Street to the west line of Osborne Street; and the curbing, guttering, paving and grading of Minneapolis Avenue from the west line of Osborne Street to 125 feet east of the east line of Osborne Street; and the curbing, guttering, paving and grading of Osborne Street from the south line of Republic Avenue to the south line of city limits; and the curbing, guttering, paving and grading of Seventh Street from the south line of Pacific Avenue to the south line of Woodland Avenue, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commission- ers. On motion of Commissioner Lindgren the Board of Commissioners adjourned. City CLerk
