COMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALIVA, KANSAS.
JANUARY 26, 1948
Regular Meeting of the Board of Commissioners January 26, 1)48. Meeting
was called to order by Mayor Noyce, the roll was called and Commissioners Noyce,
Price, Stedham and Stephenson and City Attorney Clark responded. Commissioner
Lindgren absent.
The minutes of the Regular !fleeting of January 19, 1948 were read and approved
as read.
City Planning Commission recommends the approval of the proposed plat of
Sunrise Addition to the C.lty of Salina, consisting of certain lots lying and situ-
ated in the Addition to the Grounds of Kansas 1vesleyan University, an addition to
the City of Salina, Kansas. Commissioner Price moved to accept recommendations
and Mayor and City Attorney be authorized to sign plat, and City Clerk attest
their signatures. Carried.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of portions of certain streets and alleys in the City
of Salina, Saline County, Kansas." Ordinance was referred to the Board of Com-
missioners.
An ordinance was introduced for first reading entitled: "An ordinance
granting permission to change the frontage and replatting of certain lots and pieces
of real estate being a part of the Addition to the Grounds of Kansas biesleyan Uni-
versity, an Addition to he City of Salina, Saline County, Kansas." Ordinance was
referred to the Board of Commissioners.
A petition was presented from Verner Smith and Daryl Baxter for authority

move houses from Plainview, Sedgwick County, Kansas, to Salina, Kansas. Commis-
sioner Stephenson moved to refer petition to Planning Board, and that City Manager
inspect the houses and report to the Board of Commissioners. Motion adopted.
Applications for Taxicab Drivers license for the year 1948 presented as
follows:

Commissioner Price moved that applications be approved and license granted.
Motion-dopted.
A petition was presented asking for sewer in alley north of Claflin from
Quincy to Roach; in alley north of Russell from usborne to Quincy. Petition was

referred to City Manager and City Engineer.

A petition was presented asking for sewer from Elm Street north through
alley between Penn Avenue and Columbia Avenue in Riverside Park Addition. Petition
was referred to City kanager and City Engineer.

Commissioner Stephenson moved that applications be approved and license

Trust Deed, With a deposit of :100.00 was presented from Bryan Lynch, for
the perpetual care of all of Lot 21, $Lock 24, in the (gypsum mill Iemetery, Salina,
Kansas. On motion of Commissioner Stephenson Deed was approved by the Board of
Commissioners and the City Treasurer was instructed to place the deposit in the Gypsum
hill Cemetery Lot Owners Endovnnent Rind as provided by Ordinance ivumber 3530 of the
City of Jalina, Kansas. Motion adopted.

Trust Deed, with a deposit of °75.00 was presented from Henry C. Elston,
for the perpetual care of the North 1/2 of Lot 63, Block 4 in the gypsum Hill
Cemetery, Salina, Kansas. On motion of Commissioner Stephenson, Deed was
approved by the Board of Commissioners and the City Treasurer was instructed to
place the deposit in the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided
by Ordinance Number 3530 of the City of Salina, Kansas. Motion adopted.
Iuayor Noyce appointed the following to serve as members of the Salina
Public Library Board:
Inrs. Ruth Lynch, for a term of four years from February 11 1948
G. 0. Y. Seitz, for a term of four years from February 1, 1948
Commissioner Price moved that appointments be confirmed by the Board of
Commissioners. Motion dopted.
Fred Stevenson submitted letter asking that he be not considered for reap-
pointment as a member of the Salina Public Library Board, and on motion accepted
by the Board of Commissioners. City 1wanager was instructed to write Mr. Stevenson
and express to him, the City's appreciation for his services as a member of said
Board. Motion adopted.
City Engineer submitted his approval of Street Improvement project, Job Number
230, under contract dated June 30th, 1917, and constructed by the H. J. Taylor
Construction Company, as follows:

Gentlemen:
The street improvement project No. 230 under
contract dated June 30, 1947, and constructed by II.J.
Taylor Construction Company has been completed and final
inspection made b -,the City Engineering Department.
It was found that all work has been performed and
completed in compliance with the plans and specifications
of said contract, and therefore I recommend that the work
be accepted.

Commissioner Price moved that estimates be approved by the Board of

City Engineer filed Final Estimate of Cost in the amount of 438,891.60
to H. J. Taylor Construction Company, for street improvement Project No. 230,
under contract dated June 30th, 1947. Commissioner Price moved that same be
approved by the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company,
for the construction and installation of four (4) concrete tennis courts and
incidental appurtenances as }provided for by Resolution No. 984, and providing for
the issuance of temporary notes to pay the cost thereof pending the issuance and
sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Stephenson (4) !Jays: (0) Commissioner Lindgren absent.

An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with brown and Brown Construction Company, Inc.,
for the construction and installation of a swimming pool and appurtenances with a
Chem -co Chlorinator as provided by Resolution No. 984, and providing for the issuance
of temporary notes to pay the cost thereof pending the issuance of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent.
Mayor approved the ordinance and it is numbered 5272.
An ordinance was introduced for second reading entitled: "An ordinance
authorizing and providing for the issuance of bonds of the City of Salina, Kansas,
in the sum of $203,250.00 to pay the City's share of the actual cost of land to be
acquired outside of the limits of said city to extend the municipal airport of said
City and to pay the City's share of the cost of improving, equipping and developing
said lands so acquired, and the lands now constituting said municipal airport for
aviation purposes, to be designated as Series A-141."
On motion of Commissioner Stedham the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Noyce, Price, Stedham and Stephenson (4) flays: (0) Commissioner Lindgren
absent. Mayor approved the ordinance and it is numbered 5273•
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering,
paving and grading of (gypsum Avenue_ from the east line of Delaware Avenue to the
east line of Yissouri Avenue, and relating to and providing for the collection and

payment of suchassessments, and providing for the repeal of Section 8 of Ordinance

pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter-
ing and grading of Illinois Street from the west line of Sherman Street to the
east line of Sheridan Street; and the curbing, guttering and grading of Franklin
Street from the west line of Merrill Street to the west line of Hancock Street,
and providing for the cost thereof,how the same shall be assessed and the manner of
` payment ti-ereof, and providing for the repeal of Section 4 and Section 11, of Ordinance

On motion of Commissioner Stedham the ordinance was read and adopted by sec-
tions and on its final doption the roll was called and the following vote was had;
Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren
absent. Rlayor approved the ordinance and it is numbered 5275.
The appraisers reports for the curbing, guttering and/or paving certain
streets,Street Improvement Project No. 230, under contract dated June 30, 1947, were
presented, and on motion of Commissioner Stephenson, Monday, February 9th, 1948, at
7:30 o'clock P. M. was designated as a Special Meeting at which time the reports will
be taken up and acted on by the Board of Commissioners, and the City Clerk was in-
structed to give notice of such meeting in the official City paper as provided by law.

Mayor Warren of Topeka, Kansas, asked City Manager Allison to serve on League
of Kansas Municipalities Board for getting a more equal distribution of State moneys
for streets used as through highways. No objection by Board of Commissioners.
City Manager brought up the matter of using Parking Meters for March of Dimes,
for a week, and turning all dimes over to Parch of Dimes. k et with approval of
Board of Commissioners.
On motion of Commissioner Price the Board of Commissioners adjourned.
