Regular Meeting of the Board of Commissioners January 19, 1948. Meeting
was called to order by I4ayor Noyce, the roll was called and Commissioners idoyce,
Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded.
The minutes of the Regular Meeting of January 12, 1948 were read and
approved as read.
Hearing on rezoning Park No. 1, a triangular section of land lying at the
northwest corner of Park Street and Broadway Boulevard, from "D" Light Industrial
to I'D Heavy Industrial was taken up. F. J. Drettle, spokesman for people
present, presented petitions consisting of 1931 names. Commissioner Price
moved that land not be rezoned. hotionL-dopted.
Nathan Jones appeared before the Board of Commissioners with additional
plat on replatting of ten blocks in the southeast part of Salina, in Addition to
Grounds of Kansas Wesleyan University. On motion of Commissioner Stephenson
plat was referred to the City Planning Commission.
Verner Smith and Daryl Laxter appeared before the Board of Commissioners
and asked about moving barrack type houses from Plainview, Sedgwick County, Kansas
to Salina, Kansas. They were told to file regular petitions.
A petition was presented from R. J. Laubengayer, for the rezoning of the
north 80 feet of Lot 4, Santa Fe Avenue, Holland's Addition to "C" Commercial.
Petition was referred to the City Planning Commission.
A petition was presented asking for lateral sewer in alley between Beloit
Avenue and Minneapolis Avenue from Quincy Street to Osborne Street. Referred to
City Manager and City Engineer.
Letter was presented from Salina 'ublic Library &bard regarding expira-
tion of term of office of Mrs. Ruth Lynch and Fred Stevenson. Held over for
consideration until January 26, 1948.
Commissioner Price moved that City Clerk contact Secretary of Library
Board regarding letter of resignation of Fred Stevenson. P4iotion adopted.
Applications for seventeen (17) taxicab licenses presented from Bell
Taxi. Commissioner Price moved that applications be approved and license
granted. Yiotion adopted.
Applications for seven (7) taxicab licenses presented from Veterans Taxi.
Commissioner Stephenson moved that applications be approved and license granted.
Motion adopted.
Applications for sixteen (16) taxicab licenses presented from Radio Cab.
Commissioner Stephenson moved that applications be approved and license granted.
Motion adopted.
Electrical Bonds were presentedfrom Eugene V. Baer and Amos W. Jay, et al.
Commissioner Price moved that bonds be approved by the Board of Commissioners.
Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the regulation of places of business wherein cereal malt beverages
are sold at retail for consumption on the premises and providing for the revocation
of the license of any firm, person, partnership, association or any other licensee
for the violation thereof and amending Ordinance No. 4741 of the City of Salina by
enactment of new sections, being Sections 21 and 22 to be added thereto, and pro-
viding for the repeal of Ordinance Number 5203."
On motion of Commissioner Stephenson tte ordinance was read and adopted
by sections and on its final adoption the roll was called and the following vote
was had; Ayes: Noyce, Lindgren, Stedham and Stephenson (4) Nays: Price (1)
Mayor approved the ordinance and it is numbered 5269.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the vacation of a portion of fifth Street in the City of Salina,
Kansas."
On motion of Commissioner Lindgren the ordinance was read and adopted
by sections and on its final adoption the roll was called and the following vote was
had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0)
Mayor approved the ordinance and it is numbered 5270.

An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with Brown and Brown Construction Company, Inc.,
for the construction and installation of a swimming pool and appurtenances with a
Chem -co Chlorinator as provided by Resolution No. 984, and providing for the
issuance of temporary notes to pay the cost thereof pending the issuance of bonds."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company,
for the construction and installation of four (4) concrete tennis courts and
incidental appurtenances as provided for by Resolution No. 984, and providing for
the issuance of temporary notes to pay the cost thereof pending the issuance and
sale of bonds." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing and providing for the issuance of bonds of the City of Salina, Kansas,
in the sum of 0'203,250.00 to pay the City's share of the actual cost of land to be
acquired outside of the limits of said city to extend the municipal airport of said
City and to pay the City's share of the cost of improving, equipping and develop-
ing said lands so acquired, and the lands now constituting said municipal airport
for aviation purposes, to be designated as Series, A-141." Ordinance was referred
to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering,
paving and grading of Gypsum Avenue from the east line of Lelaware Avenue to the
east line of Lissouri Avenue, and relating to and providing for the collection and
payment of such assessments, and providing for the repeal of Oection 8 of Ordinance
;dumber 5255." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutter-
ing and grading of Illinois Street from the west line of Sherman Street to the
east line of Sheridan Street; and the curbing, guttering and grading of Franklin
Street from the west line of Merrill Street to tie west line of Hancock Street,
and providing for the cost thereof, how the same shall be assessed and the manner of
payment thereof, and providing for the repeal of Section 4 and Section 11 of Ordinance
Number 5254." Ordinance was referred to the Board of Commissioners.
Commissioner Lindgren moved to approve Building Application No. 144, for
addition to building occupied by Barringer Standard Service Station on the West 1262
feet of North 44.2 feet Lot 21, on Ninth Street, Prescott's Addition Salina Kansas.

Mayor Noyce appointed B. B. Gage, L. G. Howard and Mos. L. Bayne as
members of Plumbers Lxami ring Board. On motion of Commissioner Lindgren appointments

Commissioner Lindgren moved that applications be approved and license granted.
Motion adopted.
City Planning Commission recommended that North 72 feet of Lot 9, South
Ninth Street, Surveyor's Plat "A" be rezoned from "A" Residential to "C" Commercial.
Commissioner Price moved that report be approved by the Board of Commissioners and that
City Clerk give thirty days notice in the official City paper of intent to rezone from
"A" Residential to "C" Commercial, the North 72 feet of Lot 9, South Ninth Street,
Surveyor's Plat "A", Salina, Kansas. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motionof Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordi-
nance and it is numbered A-409.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the followin vote was had; Ayes:
