Regular Meeting of the Board of Commissioners January 5, 1948. Meeting was
called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren,
Price and Stephenson and City Attorney Clark responded. Commissioner Stedham absent.
The minutes of the Regular Meeting of December 22, 1947; Regular Meeting of
December 29, 1947; Special Meeting of December 29, 1947 and Special Called Meeting
of December 30, 1947 were read and approved as read.
Pursuant to notice published in the Salina Journal bids were received for
the construction of a Swimming Pool in County Park as follows:
Brown & Brown Construction Company, Salina, Kansas x627,585.00
h.J.Taylor Construction Company, Salina, Kansas 29,800.00
City Engineer's Estimate of Cost in the amount of $28,$09.00 was read.
Commissioner Price moved that contract for the construction of Swimming Pool
in County Park be awarded to Brown & Brown Construction Company, Salina, Kansas,
as per bid submitted in the amount of $27,585.00 and that Iuiayor be authorized to
sign contract on behalf of the City of Salina for such improvement in accordance with
such proposal and the form of contract and specifications attached thereto and
referred to therein, and that check be returned to unsuccessful bidder. Engineer
to check on type of chlroinator and report at the next meeting. Lotion adopted.
Pursuant to published notice in the matter of the sale of $203,250.00 of
Airport Bonds of the City of Salina was considered, the sealed proposals of each
offerer, therefor, were opened and read, the proposal of Halsey, Stuart be Company,
Inc., being low in the following amounts: Interest on x203,250.00 of bonds at
1-3/4 per cent per annum, accrued interest to date of delivery of bonds to the City
of Salina and a premium of .51,067.00. A certified check in the amount of
$4,110.00 accompanied the proposal and offer. Commissioner Stephenson moved
that the bid of Halsey, Stuart & Company, Inc., be accepted and I,iayor be authorized
to sign acceptance of bid, and that certified checks be returned to unsuccessful
bidders. Lotion adopted.
A resolution was introduced entitled: "A Resolution providing for the With-
drawal of securities from safe -keeping for and on behalf of the City of Salina,
Kansas."
On motion of Commissioner Price tie resolution was read and adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Lindgren, Price and Stephenson (4) Nays: (0) Commissioner Stedham absent.
Mayor approved the resolution and it is numbered 1022.
The above resolution is recorded in full on Page 14, Resolution bbok Number 4.
A resolution was introduced entitled: "A resolution providing for the accept-
ance of an allocation of 3196,750.00 by the Civil iieronautics Administration to the
payment of the share of the United States of the cost of acquiring land and improving,
developing and equipping the municipal airport of the City of Salina, Kansas, and
directing the City kanager to de all things necessary to comply with the requisites
of the Act providing for such allocation and the Rules and Regulations promulgated
thereunder."
On motion of Commissioner Lindgren the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Noyce,
Price, Lindgren and Stephenson (4) Nays: (0) Commissioner Stedham:< absent .
Mayor approved the resolution and it is numbered 1023.

Bill Warren of the Wyatt Manufacturing Company appeared before the Board of
Commissioners and filed a petition asking for the vacation of the East 5 feet of
Fifth Street from the north line of North Street to the south line of Lincoln Street.
Commissioner Price moved that petition be referred to the City Planning Commission.
Larry Gutsch appeared before the Board of Commissioners regarding set -back for
building on Lot 11, Ninth Street, Bishop's Addition, (Building Application Number
1476, dated December 26, 1)47). Commissioner Price moved that Building inspector
be authorized to issue permit for four -foot set -back. Motion carried.

A petition was presented by Mr. J. H. Moore, Jr., and Lir. Argel Weeks, who
it appeared in person, protesting against parking meters in the 200 block on South Santa
Fe avenue. Referred to City Manager to check and report at next meeting.
Nathan Jones appeared before the Board of Commissioners regarding re -platting
of ten blocks in the southeast part of Salina, Kansas VVesleyan University Addition,
between Republic and Claflin and Quincy and Roach; property owned by J. J. Vanier and
L. A. Fox. The matter was referred to the City Planning Commission.
halph Schmidt, 148 South Chicago, appeared before the Board of Commissioners
regarding installation of plumbing by his relative who does not have a Salina Plumbers
License. Was told he could have father or brother help him but must bee Wm. F. Schafer,
Assistant Building Inspector, regarding inspection, so that he will make his installation
according to Code.
H. P. Heinlen appeared before the Board of Commissioners regarding his delivery
truck, and asked about privilege of parking where meters are located by paying a lump
sum on loading zones. No action taken.

City Manager brought up the matter of 0. T. Dotson wanting a permit for Pool
Hall and Bowling Alley on Elm Street, half -way between Smoky Hill River and Second
Street. Board of Commissioner deferred any action and held for checking.

Letter was presented from City Manager informing the Board of Commissioners
that the Kansas 'ower & Light Company has put the dam north of Iron Avenue Bridge
crossing Smoky Hill River in first-class condition. Commissioner Stephenson moved
that same be accepted. Motion adopted.

City Planning Commission recommended the rezoning of Lots 1, 2, 3, 4, 5,
6 and 7 and 9, Block 9, Pacific Addition, from "A" Residential to "C" Commercial.
Commissioner Price moved that report of City Planning Commission be approved and that
City CLerk give thirty days notice in the official City paper of intent to rezone
from "A" Residential to "C" Commercial, Lots 1, 2, 3, 4, 5, 6, 7 and 9, HLock 9,
Pacific Addition, Motion adopted.
City Manager stated that Lloyd Morrison wished to withdraw his petition
asking for the closing of alley running north and south, in Block 9, Pacific Addition
to Salina, Kansas.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the inclusion of certain land in the "B" Residential District as
that district is defined by Section 4 of Ordinance No. 3188, as amended, and pro-
viding for the use thereof in compliance with Section 9 of said ordinance, as
amended, subject to such regulations and limitations as may be hereafter provided."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Noyce, Lindgren, Price and Stephenson idays: (0) Commissioner Stedham absent.
Mayor approved the ordinance and it is numbered A-407 -

A petition was presented from Dwight K. Putnam, asking for the rezoning of
Lot 1, Block 27, Hutchinson's Addition from "A" Residential to "B" Residential.
Petition was referred to the City Planning Commission.
Electrical Bond was presentedfrom Louis E. Hutchins, and on motion of Commis-
sioner Price approved by the Board of Commissioners.
Commissioner Stephenson moved that City Manager be authorized to purchase truck
for truck garbage body. Motion adopted.
Repealing of Ticker Ordinance iJumber 5203 was brought up and on roll call the
response was as follows: Ayes: 1Joyce, Lindgren and Stephenson 13) Nays: Price
(I) Commissioner Stedham absent.

Special Meeting of the Board of Commissioners January 5, 1948. Meeting was
called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren,

Action carried over from December 29th, 1947 meeting.
Meeting was held for the purpose of acting on the appraisers reports for the
following improvements:
Curbing and guttering Illinois Street from Sherman Street to Sheridan Street,
and
Curbing, guttering and paving Gypsum Avenue from Delaware Avenue to Missouri
Avenue.
The appraisers report for the curbing and guttering of Illinois Street from
Sherman Street to Sheridan Street was taken up and read as follows:
