Meeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded. The minutes of the Regular Meeting; of December 8, 1947, were read and approved as read. Applications for taxicab drivers license for the year 197 presented as follows: Marvin Jones Ralph W. Dearing Commissioner Price moved that applications be approved and license granted. kotion adopted. Taxicab Companies Managers appeared before the Board of Commissioners regarding license fee for taxicab drivers. Commissioa,r btephenson moved that or6il-ILnce be amended so badge can be issued direct to drivers by City Clerk's Office if application is okayed. Motion adopted. Russ Akrigg, Manager of the Chamber of Commerce, appeared before the Board of Commissioners and expressed to the Commissionurs and Officials their appreciation of the fine cooperation and time given by them the past year, in ,he many problems confronting the City of Salina, both from the Camber's business and City problems. An ordinance was introduced for second reading entitled: "!fin Ordinance relating to traffic and regulating the use of public streets and highways in the City of Salina; prescribing regulations relative to the parking of vehicles upon such public streets and highways; providing for the purchase, leasing, acquiring, installation, operation, maintenance, supervision, regulation and control of the use of parking meters; defining and providing for the establishment of parking meter zones upon the public streets and highways and providing for the payment thereof; providing for an enforcement and providing penalties for the violation thereof and providing for the repeal of Ordinance Number 5124." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5266. Commissioner Price moved that City Manager be authorized to purchase a Graphotype for lvatervrorks Department. Motion carried. CoTuai.ssioner Stedham moved that City Manager furnish the CAA with: plans, specifications and data regtired to qualify for a CAA grant of w1y6,750.00, by February 1, 1948, the date set forth in their letter. Motion carried. On motion of Commissioner Stedham and seconded by Commissioner Lindgren, the City Clerk was instructed to advertise for bids for the sale of Airport Bonds in the amount of X203,250.00, to be received up to and including Monday, January 5th, 1948 at 7:30 o'clock P. M. IYiotion carried. Commissioner Trice moved that City Manager and City 'Treasurer check on invest- ment of $475,000.00 Sewage Disposal Bonds, and report to the Board of Commissioners. Carried. An ordinance was introduced entitled: "An Ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price, the ordinance was read and adopted by sections and on its final adoption the roil was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered A-404. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price, the ordinance was read and adopted by sections an:j on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered A-405. �3c3 234 City Engineer filed plans and specifications for the construction of Lateral Sanitary Sewers Number 218 and 219, and on motion of Commissioner Stephenson same were approved by the Board of Commissioners. On motion of Comcissioner Stedham City Clerk was instructed to advertise for bids for the construction of Lateral Sanitary Sewers Number 218 and 219 and Main Sewer "Vile and pumping station be received up to and including Monday, December 29, 1947, at 7:30 o'clock P. Id. Motion carried. Telephone Rate hearing was mentioned and City Attorney offered to attend at a cost of $50.,)0 per day expenses. Action deferred until later date. City Planning Commission, to whom was referred the petition asking for the rezoning of Lot 12, Santa Fe Avenue, -1ti the Grounds of Kansas 'Wesleyan Lniver- sity Addition, recommended that lot not be rezoned. Commissioner Price moved that Commissioners accept recommendation to not rezone, and City Manager and Wm. Reimold work out plans for the removal of small building now on lot. Motion carried. City Planning Commission letter received on Lot 8, Block lu, Oakdale Addition. Commissioner Stephenson moved that Lot 8, Block 14, Oakdale Addition, not be rezoned from "A" Residential to "B" Residential. Motion carried. City Planning Commission, to whom was referred the petition asking for the rezoning of Park 1, a triangular section of land lying at the northwest corner of Park Street and Broadway Boulevard in the City of Salina, from "D" Light Industrial to "L" Heavy Industrial, recommended that said land be rezoned to "Et' Heavy Industrial. Commissioner Stephenson moved that report of City Planning Commission be approved, anu that City Clerk give thirty days notice in the official city paper of intent to rezone from "I)" Light Industrial to 11L" Heavy Industrial, Park 1, a triangular section of land lyin; at the Northwest corner of Park Str,-(-t and Broadway Boulevard in the City of Salina, Kansas. Motion adopted. City Planning Coiiifission, to whom was referred Application for Building Permit and sketch of proposed tourist cabins to be built on Lots 2, 4, 6, 8, and 10, Block 4, ir: E..Id. I. Addition. City Planning Commission did not take any action on same as it was necessary that more plans be filed. Referred to City Manager City Planning Commission called attention to the Board of Commissioners of the unsightly condition of Part of Lot 1, Plat "C" on Fourth Street. Referred to City Manager. City Planning Commission, to whom was referred the petition asking for the rezoning of Lots 1, 2, 3, 4, 55 6, 7, and 9, Block 9, Pacific Addition, from "A" Residential to "C" Commercial; anu for the vacauion of alley running north and south, Block 9, Pacific Addition, recommended that above lots be rezoned from 11e1" Residential to "C" Commercial, and the alley be vacated. Action deferred and referred to City Manager. City Manager was authorized to sign contract for miniature train in Kenwood Park for 1948, same conditions as 1947 contract. kotion carried. An ordinance was introduced for first reading entitled: "An Ordinance providing for the vacation of a portion of a certain alley in the City of Salina, a north and south public alley lying between Santa Fe Avenue and Seventh Street and connecting Woodland Avenue and Pacific Avenue from the north line of Wood- land Avenue, thence north to the north lines of Lots 15, and 16, Block 7, Pacific Addition; and reserving a limited use thereof."
