Regular Meeting of the Board of Commissioners December 1, 1947. TIeeting
was called to order by Mayor. Hojrce, the roll was called and Commissioners Noyce,
Price, Stedham and Stephenson responded. Commissioner Lindgren and City Attorney
Clark absent.
IThe minutes of the Regular Meeting of November 24, 1947 were read and
approved as read.
i Applications for taxicab drivers license for the year 1947 presented as

Commissioner Stedham moved that applications be approved and license
granted. Motion adopted.
Building Application No. 1110, dated November 29, 1917, was presented
from ifierle L. "orsyth, asking for additional tourist cabins on Lots 2, 4, 6, 8 and
10, Block 4, E. M. I. Addition. Referred to City Planning Commission.
Dennis Brake appeared before the Board of Commissioners regarding Build-
ing Application No. 1407, with 22 ft. 6 inch set -back. Was told he would have
to observe set -back as required by ordinance.
A communication was presented from the City Planning Commission recommend-
ino- the adoption of the ivational Underwriters Code. Ordered filed.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in the City of Salina, Kansas, in
the "C" Commercial District, as that district is defined by Section 5 of Ordinance
Number 3188, and providing for the proper use thereof."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final the
adoption roll was called and the following vote was
had; Ayes: Noyce, Price, Stedham and Stephenson (4) 1uays: (0) Commissioner
Lindgren absent. Mayor approved the ordinance and it is numbered 5262.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of construction

of I'iain Sewers numbered "T" and "U". and relating to and providing for the col-
lection and payment of such assessments."
On motion of Commissioner Price the ordinance was read and adopted by

sections and on its final adoption the roll was called and the following vote was
had; Ayes: iioyce, Price, Stedham and Stephenson (4) Nuys: (0) Commissioner
Lindgren absent. I41-ayor approved the ordinance and it is numbered 5263.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and

pieces of ground in the City of Salina, Kansas, to pay the cost of constructing
lateral sanitary sewer in Lateral Sanitary Sewer Districts numbered 210, 211, 212
and 213, and relating to and providing for the collection and Payment of such
assessments."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the folloydng vote was
had; Ayes: Noyce, Price, Stedham and btephenson (4) Nays: (0) Commissioner
Lindgren absent. Mayor approved the ordinance and it is numbered 5261.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining certain Lateral Sanitary Sewer Districts in the City of
Salina designated as Lateral Sanitary Sewer 'istricts No. 218 and 219, and pro-
viding for the construction of Lateral Sanitary Sewers in said Lateral Sanitary
;ewer Districts Number 218 and 219 so created, and providing for the payment of
the cost t;ereof and for the levying of special assessments against the property
-the
insaid districts for the payment of the cost of such construction and for
issuing of bonds to pay the cost thereof." Ordinance was referred to the Board
of Commissioners.
A communication was presented from the City Planning Commission recommend-
ino- the adoption of the ivational Underwriters Code. Ordered filed.

A letter was presented from the City Planning Commission regarding
petition for vacation of Lincoln Street between the easterly line of Front Street
and the westerly line of Grant Street between Blocks 13 and 14, liiorris Addition
to the City of Salina, Kansas, recommending; this portion of Lincoln Street be
vacated provided the Rock Island railroad Company sets aside a grant of land south
of their righ -of-way, the same width as Lincoln Street is now curbed and guttered
totre east, to be used as a street. Commissioner Price moved that action on same
be tabled until the first of the year 1948. Lotion adopted.
A letter was presented from the City Planning Commission recommending that
Lot 8, Block 14, Oakdale Addition, not be rezoned from "All Residential to "B"
Residential. Commissioner Stedham moved that matter be referred to City
L'anager for additional requirements. Iviotion adopted.
A letter was presented from the City Planning Commission recommending
that A est 125 feet of Lots 7 and 9, Block 1, Replat of Beebe's 2nd Addition be
rezoned from "A" Residential to "B" Residential. Commissioner Price moved
that recommendation of City Planning Commission be approved, and that City Clerk
give thirty days notice in the official City paper of intent to rezone from "A"
Residential to "B" Residential, the 'West 125 feet of Lots 7 and 9, Block 1,
Replat of Beebe's 2nd Addition to Salina, Kansas. Motion adopted.
A petit_lon was presented from G. J. raplee, asking for the rezoning of
the North 72 feet of Lot 9, South Ninth Street, Surveyor's Plat "A" to "C" Com-
mercial. Referred to City Planning Commission.
Applications were presented asking for the transfer of Taxicabs Number
4, 5 and 7, formerly owned by John Bulieigh of the Bell Taxi to the following
owners:
Number 4 James T. 1itchell
Number 5 W. I. Boyd
Number 7 J. L. Ray
Commissioner Stephenson moved the transfer and assignment of licenses to
new owners. Motion adopted.
Commissioner Stedham moved tiat City Manager be authorized to order a new
Garbage Truck Body. Carried.
Commissioner Stedham moved that City Manager take care of whatever bids
necessary for new water wells, pumpt, etc. Motion carried.

An ordinance was introduced entitled: "An ordinance making appropria-
tion for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote
was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commis-
sioner Lindgren absent. Mayor approved the ordinance and it is numbered A-403.
On motion of Commissioner trice the Ebard of commissioners adjourned.
