Meeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded. The minutes of the Regular Meeting of November 20, 1917 were read and approves as read. Applications for taxicab drivers license for the year 1947 presented as I follows: Paul E. Wilson Jackie Lee Edmiston Efton L. Fuller Ray M. Smock Commissioner Price moved that applications be approved and license granted. Motion adopted. Jay rlartin Hall and 'ivheelock, representing the Engineers' Club of Salina, Kansas, appeared before the Board of Commissioners in regard to City Planning. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of bonds of the City of Salina, Kansas, in the sum of $475,000.00 to pay the cost of building a system of works, without the City, for the treatment and disposal of the sewage of said City, to be desig- nated as Series S-110." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes. Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Dayor approved the ordinance and it is numbered 5260. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the inclusion of certain land in the City of Salina, Kansas, in the "B" Residential District and certain other land in the "C" Commercial District, as those districts are defined in Sections 4 and 5 of Jrdinance No. 3188, respectively, and providing for the proper use thereof." On motion of Commissioner Stedham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren; Price, Stedham and 6tephensorr (5) Nays: (0) Layor approved the ordinance and it is numbered 5261. Concrete Construction 14ai ntenance Bond was presented from R. C. Snyder, and on motion of Commissioner Price approved by the Board of Commissioners. Motion adopted. House 14oving Bond was presentedfrom Cleo Herman, and on motion of Commission- er Stephenson approved by the Board of Commissioners. :Motion adopted. 1 A petition was presented from the Rock Island Railroad Company asking for the vacation of Lincoln Street between Front and Grant Streets. On motion of Com- missioner Stephenson referred to City Planning Commission, with recommendation that street be vacated, providing Rock island Railroad Company will grant enough ground south of to eir right-of-way for a street. Lotion adopted. A letter was presented from kurray A. Wilson, Chairman of Civic Improvement Committee of Salina Lions Club, regarding City Planning. Commissioner Price moved that letter be filed. Diotion adopted. No one appeared to protest against the rezoning of the following property: By removing from Class "A" Residential to Class "C" Commercial Lot 8, Block 1, Pacific Addition in the City of Salina, Kansas. By removing from Class "B" Residential to Class "C" Commercial Lot 49 on Tenth Street and Lots 11 and 12 on Ninth Street, Bishop's Addition in the City of Salina, Kansas. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the inclusion of certain lands in the City of Salina, Kansas, in the "C" Commercial District as that district is defined by Section 5 of Ordinance number 3188, and providing for the proper use thereof." Ordinance was referred to the Board of Commissioners. 228 A letter was presented from the City Planning Commission recommending the adoption of a standard building code. City Manager stated he would refer the Building Code Ordinance to the City Planning Commission for recommendation. Commissioner Stephenson moved that the City 14anager instruct 'w. hi. Garisson to comply with Building Ordinance for the remodeling of house on Bast Republic Avenue. Motion adopted. A letter was presented from the City Planning Commission regarding petition I for rezoning Lot 8, Block 14, Oakdale Addition from "A" Residential to "B" Resi- dential, recommending that no action be taken on this petition until the petitioner submits plans of the proposed changes in the property. Commissioner Stedham moved that City Manager get plan. biotion adopted. A letter was presented from the City Planning Commission recommending that the North 1/2 of Lot 7, Block 11, South Park Addition not be rezoned from "A" Residential to "B" Residential. Commissioner Price moved that recommenda- tion of Planning Commission be accepted. Motion adopted. Commissioner Stephenson moved to accept Audit Bid of David R. Whiting for 1947, amount of $1400.00, and that 'Mayor be authorized to sign contract. Motion adopted. Commissioner Lindgren moved to renew Baseball Contract for 1948 season on same basis as 1947 contract. Motion adopted. i;iayor Noyce appointed J. Earl Wyatt, Wm. F. Grosser, Jr. and John Freder- ick, to act as appraisers to re -appraise the lots and pieces of ground liable to special assessment for the cost of: Curbing and guttering Illinois Street from Sherman Street to Sheridan Street; and Curbing, Guttering and paving Gypsum Avenue from Delaware Avenue to uissouri Avenue. On motion of Commissioner Stedham appointments were confirmed by the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sanitary sewer in Lateral Sanitary Sewer Districts numbered 210, 211, 212 and 213, and relating to and providing for the collection and payment of such assessments. Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of Main Sewers numbered "T" and "U" and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. City Engineer filed plans and specifications for the construction of Main Sewer 'nil" and for pumping stations.
