Regular lreeting of the Board of Commissioners 1dovember 17, 1947. Lleeting
was called to order by Layor lioyde, the roll was called and Commissioners Noyce,
Lindgren, Stedham and Stephenson and City At'Lorney Clark responded. Commissioner
Price absent.
The minutes of the Regular 1,41eeting of November 10, 1947 were read and approved
as read.
Applications for taxicab drivers license for the year 1947 received as fol-
lows:

Ray Leister
Commissioner OteE)henson moved that applications be approved and license
granted. Motion adopted.
Cas Fitters Bond was presented from Vim. h. Powell and on motion of Commis-
sioner Lindgren approved by the Board of Commissioners.
A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing and guttering and otl.erwise improving Ue north side of
Cloud Street from the east line of Ninth Street tothe west line of highland Avenue."
On motion of Commissioner Lindgren the resolut;.on was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Lindgren, Stedham and Stephenson (4) Nays:.. (0) Commissioner Price
absent. Mayor approved the resolution and it is numbered 1020.
The above resolution is recorded in full on Page 11, "esolution Ebok Number 4.
Thereupon, pursuant to published notice the matter of the sale of X475,000.00
of bonds of the City of Salina was considered, tl.e sealed proposals of each offerer,
ti,erefor, e r the proposal of The Lathrop -Hawk -Herrick Company, Inc.

being lord and in the of ovinn 50punts: Interest on � 475,000.00 of bonds at 14 per
centum, per annum, aecr,-ed interest to date of delivery with a bonus to the city
in the sum of $389.50, a certified check in the sum of 0,500.00 accompanied the
proposal and offer.
Thereupon, on motion duly made by Commissioner btedham and seconded by Com-
missioner Stephenson said proposal and bid was accepted by the City and the mayor was
directed to execute on behalf of the City the contract relating to the sale of said
bonds.
W. M. Garrison appeared before the Board of commissioners, stating he could
not get a permit to remodel a house on Last Republic. Mayor advised him the matter
would be taken under advisement until next Monday.
Fred Adams and other electrical men appeared before the BDard of Commission-
ers regarding electrical ordinance. &Layor informed him the Commissioners had not had
time to discuss it and would notify them when ready to go into it yurther.
Veterans Cab Company asked for five more taxiLabs. The matter was referred
to the City Lanager.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining a certain Main Sewer District in the City of Salina, designat-
ing as !JIain Sewer District 'Wt; providing for the construction of a Dain Sewer in
said district; providing for the payment of the cost thereof and for the levying of
special assessments against the property in such district for the payment of such
cost, and for the issuing of bonds therefor."
On motion of lommissioner Stedham the ordinance was read and adopted by sec-
tions and on its final a doption the roll was called and the following vote was had;
Ayes: Noyce, Lindgren, Stedham and Stephenson (4) ;days: W) Commissioner ?rice
absent. Mayor approved the ordinance and it is numbered 5257.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the construction of a pumping station for the purpose of pumping the
sewage of Main Sewer District "Vr" and extensions thereof, into tine existing sewer
located in the intersections of Fo rth Street and ani ast and west public alley
next north of Beloit Avenue, in order to conduct the sewage of ioain Sewer 1rh1t to a
point of outlet, and providing for the payment of the cost thereof."

On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Noyce, Lindgren, Stedham and Stephenson (4) Nays: (0) Commissioner Price

An ordinance was introduced for second reading entitled: "An ordinance providing
for the construction of a pumping station for the purpose of pumping the sewage of
Dain Sewer District "K" and extensions thereof, into the existing sewer located in the
intersection of Santa Fe Avenue and Bond Street in order to conduct the sewage of Lain
Sewer District "K" to a point of outlet, and providing for the payment of the cost
thereof."

On motion of Commissioner Lindgren the ordinance was read and adopted by sec- �
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Noyce, Lindgren, btedham and otephenson (4) Nays: (0) Commissioner Price
absent. ilayor approved the ordinance and it is numbered 5259•
Commissioner Stedham moved ;hat Building Application No. 1389, received from
Taylor and Chance, for the erection of a building on Lots 30 and 28, Block 2, North
Park Addition be approved as written, and that Building Inspector be authorized to
issue a building permit. Motion carried.
City I,iana;er read several replies on City Planning letters written, had not
heard from all of them.
Letter and petition presented from Board of Lducation, relating to development
of the area south of the site for the proposed nevi:high school. Referred to City

Planning Commission.
Lehr was read from City of IJewton, Kansas, regarding Friendship Train which would
be there on Friday, iJovember 21, 1947 at 7--:30 A. Y1 -
No one appeared to protest against the rezoning of Lots 1, 3 and 5, Block 46,
Military Addition from "A" Residential to "C" Commercial; and for the rezoning of
Lots 7, 8 and 9, in Replat of Part of University Addition from "A" Residential to
"B" Residential.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ing for the inclusion of certain land in the City of Salina in the "B" Residential
District, and certain other land in the "C" Commercial District, as those districts
are defined in Sections 4 and 5 of Ordinance No. 3188, respectively, and providing
for the proper use thereof." Ordinance was referred to the City Planning
Commission.
No bids were received for building Water Pump House at Sewage Treatment Plant.
A resolution was introduced entitled: "A Resolution authorizing and providing
for the issuance of temporary notes of the City of Salina, Kansas, in the sum of
X6110,029.15 to pay a portion of the cost of improving certain streets in the City of
Salina to be designated as Series PT -1 pending the issuance and sale of bonds to pay
the cost of said work."
On motion of Commissioner Stedham the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Lindgren, Stedham and Stephenson (4) nays: (0) Commissioner Price absent.

An ordinance was introduced for first reading entitled: "An ordinance authorizing
and providing for the issuance of bonds of the City of Galina, Kansas, in the sum of
w475,000.00 to pay the cost of building a system of works, without the City, for the
treatment and disposal of the sewage of 6aid City, to be designated as L)eries 5-140."
Ordinance was referred to the Board of Commissioners.
