Meeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Price, Stedham and Stephenson and City Attorney Clark responded. Commissioner Lindgren absent. The minutes of the Regular meeting of October 20, 1947 were read and approved as read. Louise heath appeared before the Board of Commissioners regarding action taken on application asking for "ereal Malt Beverage License at the Owl Lunch, 535 North Santa Fe Avenue. Sustained. follows: Applications for taxicab drivers license for the year 1917 presented as Harold T. Pierce Donald S. Elbert Commissioner Price moved that applications be approved and license granted. Motion adopted. follows: Application for Cereal Malt Beverage License for the year 1947 presented as - GENERAL RETAILER_"PARTAERSHIP"- - Application Number Name of Applicant Leland K. Plummer Arthur J. Loux Name and Location of Place of Bisiness Sterling Bar 642 North Santa r'e Avenue Commissioner Stedham moved that application be approved and license granted subject to approval of Food Inspector. Motion adopted. Lurray A. Xlson, Engineer, submitted detailed Estimate of Cost of Sewage Disposal Plant in Salina, Kansas, in full compliance with Resolution Number 1012. Commissioner Price moved that estimate be adcepted and filed. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance author- izing and provid ng for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $17,046.61, to pay tl.e cost of improving certain streets in said City, to be designated as Series Number P-139." On motion of Commissioner Price the ordinance was read and adopted by sections and on its analadoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor approved the ordinance and it is numbered 5251. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the vacation of a portion of a certain alley in the City of Safina, Kansas, subject to certain rights reserved." On motion of Commissioner Stedham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and "tephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor approved the ordinance and it is numbered 5252. A resolution was introduced for second reading entitled: "A resolution relating tot he curbing and guttering, paving and grading and otherwise improving of North Court Place from the north line of Beloit Street, northeast to center line of Republic -"venue. " On motion of Commissioner Price the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays; (0) Commissioner Lindgren absent. Mausoleum Deed, for the sale of Crypts numbered 163 and 164 to Jay R. Cowden, was presented, and on motion of Commissioner Stedham approved by the Board of Commis- sioners. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Galina, Kansas, to pay the cost of paving Woodland Avenue from the west line of Santa Ee "venue to the east line of Seventh Street; the paving of Oakdale Avenue from the south line of Johnstown Avenue to the south line of Ash Street; paving of Kirwin Avenue from the west line of Ninth Street to the west line of Santa r'e Avenue; the paving of Clark Street from the south 1 ine of State Otreet to the north line of Walnut Street; paving of Ash btreet from the east line of Missouri Pacific Railroad Right-of-way to the east right-of-way line of U. S. Highway 81 By -Pass; and relating to and providing for the collection and pay- ment of such assessments." Mayor approved the ordinance and it is numbered 5255. Building Application Number 1351, for the erection of a building on Lot 91 Block 63, lilitary Addition was presented from Jack Fleming. Commissioner Price moved to observe set -back same as other commercial buildings. Motion adopted. f City Manager report on trip to Lawrence, Kansas, for City Managers School. City Manager presented a copy of report on trip to Coronado, California for International City Managers' Meeting, to each Commissioner. Commissioner Price moved that report be accepted and filed. Motion adopted. Commissioner Stedham moved to discontinue charging costs in Police Court, and to incorporate in Revised Ordinance Book. Motion carried. A resolution was introduced for first reading entitled: "A Resolution relating Woodland "venue from the east to the paving and grading and otherwise improvinf of line of Santa Fe -"venue to the east line of Fourth Street." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the paving and grading and otherwise improving of Grand Avenue from the east line of Santa Fe "venue to the east line of Fifth Street."� Referred To the Board of Com- missioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading and otherwise improving Fifth Street from the south line of Grand -"venue to the north line of Woodland -"venue." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A tlesolution relating to the paving and grading and otherwise improving of Fourth Street from the south line of Pacific Avenue to the south line of Forest Avenue."
