Regular Meeting of the Board of Commissioners October 20, 1947. Meeting
was called to order by Mayor Noyce, the roll was called and Commissioners Noyce,
Price, Stedham and Stephenson and City Attorney Clark responded. Commissioner Lind-
gren absent.
The minutes of the Regular Meeting of October 6, 1917 and negular Meeting of
October 13, 1947 were read and approved as read.

Commissioner Stedham moved that applications be approved and license granted.

An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in "C" Commercial District, as that
district is defined in Section 5 of Ordinance No. 3188 and providing for the proper
use of each thereof."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Otepheonson. (4) Nays: (0) Commissioner Lindgren absent.
Mayor approved the ordinance and it is numbered 5250.
An ordinance was introduced for first reading entitled: "An ordinance author-
izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas
in the sum of 417,046.61 to pay the cost of improving certain streets insaid City to
be designated as Series Number P-139." Ordinance was referred to the Board of
Commissioners.
Trust Deed, wit} a deposit of $75.00 was presented from Henry H. Muir, for
the perpetual care of the South 1/2 of Lot 31, Block 25, in the 0ypsum Hill "emetery,
Salina, Kansas. On motion of Commissioner Stephenson Deed was approved by the
Board of Commissioners and the City Treasurer was instructed to place the deposit in
the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided by Ordinance Number
3530 of the City of Salina, Kansas. Motion adopted.

The following petitions were presented and referred to the City Manager
and City Engineer:
For the paving of Fourth Street from Pacific to Forest.
For the paving of Woodland Avenue from Santa Fe Avenue to Fourth Street.
For the paving of Beloit 'venue from Osborne to Union Pacific Railroad.
City Engineer submitted Partial Estimate Number 2 in the amount of $25,818.75,
to H. J. Taylor Construction Company, Salina., Kansas, for curbing, guttering and/or pa
certain streets in the City of Salina, Kansas, under contract dated June 30th, 1917,
(Job Number 230). On motion of Commissioner Price approved by the Bcard of Com-
missioners. Motion adopted.
A Resolution was introduced entitled: "A Resolution relating to the issuance
of a Temporary Note in the amount of $625,818.75."
On motion of Commissioner Price resolution was approved as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor
approved the resolution and it is numbered 1011.

A petition was presented from M. L. Amos asking for the rezoning of the North
1/2 of Lot 7, $Lock 11, South Park Addition, from "A" Residential to "B" Residential.
Referred tothe City Planning Commission.
Commissioner Price moved that Board of Commissioners accept recommendation of
City Planning Commission to not rezone Lots 20, 22 and 24, Spruce Street, Phillips
Fo rth Addition from "A" Residential to "B" Residential. Motion adopted.
City Planning Commission, to whom was referred the petition asking for the
rezoning Stom Class "B" Residential to Class "C" Commercial, Lot 49, on Tenth Street,
and Lots 11 and 12 on Ninth Street, Bishop's Addition, recommended that said lots
be rezoned to "C" Commercial. Commissioner Stedham moved that recommenda-
tion of City Planning Commission be approved, and that City Clerk give thirty days
notice in tl_e official City paper of intent to rezone from "B" Residential to "C"
Commercial, Lot 49 on Tenth Street, and Lots 11 and 12 on Ninth Street, Bishop's
Addition, Salina, Kansas. Motion adopted.
City Planning Commission, to whom was referred the petition asking for tree
vacation of a portion of alley in 1000 block on South Santa ie Avenue, running east
and west from Santa Fe -venue, parallel with Republic Avenue and Beloit, to the in-
tersection of alley running north and couth from Republic to Beloit, parallel with
Santa Fe -venue and Fifth Street, recommended that alley not be vacated. Commissioner
Price moved to accept recommendation of City Planning Commission. tuotionadopted.
City Planning Commission, to whom was referred the petition asking for the
rezoning of Lots 8 and 10 in Block 11, Pacific Addition from "A" Residential to "C"
Commercial, recommended that Lot 8, only, be rezoned to "C" Commercial. Commissioner
Stephenson moved that recommendation of City Planning Commission be approved, and
that City Clerk give thirty days notice in the official City paper of intent to
rezone from "A" Residential to "C" Commercial, Lot 8, Block 11, Pacific Addition,
Salina, Kansas. Motion adopted.
A letter was presented from the City Planning Commission regarding flood
control plan for Salina as presented by the Army Engineers. City Planning Commis-
sion recommends that the levees be extended eastward to a point directly south of
the proposed upper dam to a location east of the nearest off -set. Ordered filed
and referred to City Manager.
An ordinance was introduced for first reading entitled: "An ordinance providing
for the vacation of a portion of a certain alley in the City of Salina, Kansas, subject
to certain rights reserved. Ordinance was referred to the Board of Commissioners.
A resolution was introduced and passed entitled: "A Resolution directing that
detailed estimate of cost of building a system of works, without the City, for the
treatment and disposal of the sewage of the City of Salina, shall be made under oath
by Lurray A. Wilson, a competent engineer, and providing for the submission thereof
by said engineer, all preliminary to the issuance and sale of bonds of said city as
heretofore duly authorized by the qualified electors of said City."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Price, Stedham and Dtephenson (4) Nays: (0) Commissioner Lindgren absent. tviayor
approved the resolution and it is numbered 1012.

A resolution was introduced and passed entitled: "A Resolution directing that
a detailed estimate of cost of certain improvements and acquisition -of land, being
the actual cost of land to be acquired outside ti- ,e limits of the City of Salina,
Kansas, to extend the Municipal Airport of said City and actual cost of improving,
equipping and developing said lands to be acquired, and the lands now constituting
said Municipal Airport for aviation purposes, shall be made under oath by Murray A.
Wilson, a competent engineer, and providing for the submission thereof, all preliminary
to the issuance of bonds by said City to pay the city's share of the cost of said
acquisition and improvement as heretofore duly authorized by the qualified electors
of said City."
On motion of Commissioner Stedham the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Price, Stedham and 'tephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor
approved the resolution and it is numbered 1013.

Commissioner Stephenson moved that claim in the amount of $22.00 presented by
Robert Mason, for auto damages, be rejected. Motion adopted.
A letter was read, asking the City Manager to attend school at Lawrence, Kansas,
October 25, 1947. Commissioners were of the opinion he should go, if possible.
Russ Akrigg, Secretary of Chamber of Commerce, appeared before the Board of Com-
missiore rs regarding overhead Christmas decorations, and also overhead cables across
the street from building to building, which is now prohibited by ordinance. The mat-
ter was referred to the City Attorney.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing the curbing, guttering and paving and grading and otherwise improving of North
Court Place_ from the north line of Beloit Street, northeast to center line of Republic
venue." Resolution was referred to the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance. was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor
approved the ordinance and it is numbered A-398.
An ordinance was introduced entitled: "An ordinance making appropriation for

ing to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of Salina, Kansas, to pay the cost of curbing and guttering of
Frost Street from the west line of Ninth Street to the east line of Tenth street; and
the curbing, guttering and grading of Seventh Street from the north line of Grand
Avenue to the south line of V�oodland Avenue; and the curbing, guttering and grading
of r'ranklin Street from the west line of Merrill Street to the west line of Hancock
Street; and the curbing, guttering and grading of Woodlawn Avenue from the west line
of Ninth Street, thence west to the city limits; and the curbing, guttering and grading
of eleventh Street from the south line of Claflin Avenue to the north line of Cloud
Street; and the curbing, guttering and grading of the north side of Cloud street from
the west line of Ninth Street, thence west to theci;ty limits; and the curbing, gutteri-
ing and grading of the west side of South Court Place from the south line of Ellsworth

the paving of Oakdale -"venue from the south line of Johnstown Avenue to the south
line of Ash Street; paving of Kirwin Avenue from the east line of Ninth Jtreet to
the west line of `'arta re "venue; the paving of Clark Street from the south line of
State Itreet to the north line of Walnut Street; paving of Ash Street_ from the
east line of 1s ssouri Pacific Railroad Right-of-way to the east right -of wayline
of U. S. Highway $1 By -?ass; and relating to and providing for the collection and
payment of such assessments: Ordinance was referred tothe Board of Commission-
ers.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gut-
tering, paving and grading of Oakdale Avenue from the north line of Iron "venue to the
south line of Johnstown Avenue; for the curbing, guttering, paving and grading of
Front atreet from the south line of North Street to the north line of Lincoln
Street; for the curbing, guttering and paving of vrand Avenue from the west line
of Santa re "venue to the west line of Eighth Street; for the curbing, guttering,
paving and grading of Twelfth Street from the south line of Morrison hvenue to the
north line of Washington -venue; for the curbing, guttering, paving and grading of
Woodland Avenue from the east line of Seventh street to the east line of Ninth
Street; for the curbing, guttering, paving and grading of Walnut Street from the
