Regular Meeting of tree BDard of Commissioners October 6, 1947. Meeting
was called to order by Mayor Norte, the roll was called and Commissioners Noyce,
Price, Stedham and Stephenson and City Attorney Clark responded. Commissioner
Lindgren absent.
The minutes of the Regular Meeting of September 29, 1947 were read and
approved as read.

Applications for taxicab drivers license for the year 1947 presented as
Leonard Mayo
Commissioner Stedham moved that application be rejected by the Board of
Commissioners. kotion adopted.
Everett Gardiner
Commissioner Stephenson moved that application be rejected by the Board of
Commissioners. Motion adopted.
Wilbur Carl Fry
Commissioner Stephenson moved that application be approved by the Board
of Commissioners and license granted. Motion adopted.
Mr. W. S. Norris, Attorney, representing Ernest Miller, Vance Miller and
Lila Miller, asking the City to enjoin G. J. Raplee and Bertha Raplee, and Frank
Fessler "Contractor", from constructing their new home on Lot 11, and South 3 feet
of Lot 9, Surveyor's Plat "A", (Southwest corner of Ninth and A alnut Streets)
contending that it is not the right amount of set -back. On 'motion of Com-
missioner Price, the City Attorney was instructed to notify G. J. Raplee, Bertha
Raplee and Frank Fessler "Contractor" to cease and desist any further construction
until he can check into the matter. Motion adopted.
Julius Pierce and Julian J. Centze appeared before the Board of Commission-
ers regarding rezoning of Lots numbered 21, 23, 25 and 27, on East Kirwi.n Avenue,
Addition to Grounds of Kansas "esleyan University. Mayor advised them the Commis-
sioners would check the matter and give it every consideration.
City Planning Commission, to whom was referred the petition asking for the
rezoning of Lots 1, 3 and 5, Block 46, Military Addition, from "A" residential to
"C" Commercial recommended that said lots be rezoned to "C" Commercial.
Commissioner Price moved that recommendation of Planning Commission, September 4th,
1947, be approved, and that City Clerk give thirty days notice in the official
City paper of intent to rezone from "A" Residential to "C" Commercial Lots 1, 3 and
5, Block 46, Military Addition, Salina, Kansas. Motion adopted.
A protest was filed by 0. P. Barritt, et al., protesting against the
rezoning of Lots 20, 22 and 24 on Spruce Street, in Phillip's Fourth Addition,
from "A" Residential to "B" Residential. Ordered filed.
14r. Harry Humes appeared before the Board of Commissioners regarding action
of Planning Commission not recommending the rezoning of Lots 20, 22 and 24, on Spruce
Street, Phillips Fourth Addition from "A" Residential to "B" Residential. Commis-
sioner Stedham moved the matter be referred back to the Planning Commission with the
recommendation that said lots be rezoned to "B" residential. Motion adopted.
Mr. Vern Peatling appeared before the Board of Commissioners in reference
to rezoning Lots 8 and 10, Block 11, Pacific Addition to "C" Commercial. Matter
was referred to the City Planning Commission.
A letter was presented from the Kansas Corporation Commission, relating
to increase in rates of Southwestern Bell Telephone Company. Hearing to be held
January 8th, 1948. Commissioner Stedham moved that City Attorney contact first-
class cities in Kansas regarding this matter. Motion adopted.
Commissioner Price moved that Board of Commissioners accept recommendations
of City Planning Commission to not vacate alley west of Lots 1, 2, 3, 4 and 5, Block
2, Vvight's Addition and old River Drive from Oakdale Avenue to Ash Street. Motion
adopted.

An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with Brown and Brown Construction Company, Inc., for
the construction and installation of certain paving and grading improvements on
certain public alleys in the City of Salina, and providing for the issuance of tempo-
rary notes to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent.
Mayor approved the ordinance and it is numbered 5248.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract wi the H. J. Taylor Construction Company, for the
construction of certain lateral sanitary sewers in the City of Salina, heretofore
designated as Lateral Sanitary Sewer Districts Number 216 and 217, and for the con-
struction of a certain Main Sewer in Dain Sevier District "V", heretofore created, and
for the construction of a pumping station for the purpose of pumping the sewage of
Main Sewer District "V" and extensions thereof, and providing for the issuance of
temporary notes to pay the cost thereof pending issuance and sale of bonds."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent.
Mayor approved the ordinance and it is numbered 5249.

Commissioner Stedham moved that application be approved and license granted.
Motion adopted.
Gas Fitters Bond was presented from S. W. Dunkin. On motion of Commissioner
Stedham approved by the Board of Commissioners. Motion adopted.
Petition was presented asking for the rezoning of Lot 49, North Tenth Street,
and Lots 11 and 12 on North Ninth Street, in Bishops Addition , Salina, Kansas, to
"C" Commercial. Petition was referred to the City Planning Commission.
City Planning Commission, to whom was referred the petition asking for the
rezoning of Lots 7, 8 and 9, Replat of Part of University Addition, from "A" Resi-
dential to "B" Residential, recommend that said lots be rezoned to "B" Residential.
Commissioner Price moved that recommendation of Planning Commission be approved, and
that City Clerk give thirty days notice in the official City paper of intent to rezone
from "A" Residential to "B" Residential, Lots 7, 8 and 9, in Replat of Part of Univer-
sity Addition, Salina, Kansas.
Mayor submitted the name of Robert F. Burnett as a member of the Salina Public
Library Board to fill vacancy created by the resignation of Carl F. Prescott. On
motion of Commissioner Stephenson appointment was confirmed by the Board of Commis-
sioners.
A letter was presented from the City Planning Commission relating to the grading,
paving and widening Ohio Street from U. S. 40 to Crawford Hvenue. On motion of Com-
missioner Stephenson referred to the City Manager.
City Planning Commission, to whom was referred the petition asking for the clos-
ing of the alley between Lots 1 and 2 in Block 4, East Side Addition, recommend that
said alley be closed. Commissioner Stedham moved that Board of Commissioners
accept recommendation of Planning Commission. Motion adopted.
No one appeared to protest against the rezoning of Lot 2, Block 20, Episcopal
Adlitary Institute Addition from "A" Residential to "C" Commercial.
An ordinance was introduced for first reading entitled; "An ordinance providing
for the inclusion of certain lands in "C" Commercial District, as that district is
defined in Section 5 of Ordinance No. 3188 and providing for the proper use of each
thereof." Ordinance was referred to the Board of Commissioners.
Commissioner Stedham moved ti:at the City of Salina buy a Street 1�iarking Machine
for the sum of approximately 0`85.00. Motion adopted.

A petition was presented asking for the vacation of alley in 1000 Block on
South Santa Fe Avenue, running east and west from South Santa Fe parallel with
Republic Avenue and Beloit Avenue, to the intersection of alley running north
and south from Republic Avenue to Beloit Avenue parallel with Santa Fe ",venue and
Fifth Street. Petition was referred to the City Planning Commission.
