Regular Meeting of the Board of Commissioners September 29, 1947. :rleeting
was called to order by iVayor Noyce, ti.e roll was called and Commissioners Noyce,
Price, Stedham and Stephenson and C_Lty Attorney Clark responded. Commissioner
Lindgren absent.
The minutes of the Regular Meeting of September 22, 1947, and Special Meeting
of September 22, 1947, were read and approved as read.
Dennis Brake appeared before the Board of Commissioners regarding rezoning; of
Lots 1, 3 and 51 Block 46, Milirary Addition. On motion of Commissioner Stephenson
tabled until such time as he knows what type of business he intends to operate.
Motion adopted.
Leroy Prim appeared before the Board of Commissioners regarding Beer Applica-
tion presented to the Board of Commissioners September 22, 1947. Commissioner Price
moved that action on same be tabled for two weeks. Referred to City Manager and
Chief of Police for investigation. Motion adopted.
A petition was presented asking for the curbing and guttering of Wilson
Street from Custer Street to Sheridan Street. Referred to the City Manager and
C_:ty Engineer.
A petition was presented asking for the curbing and guttering north side of
Cloud Jtreet from Ninth Street to Hig land Avenue. Referred to the City Manager
and City Engineer.
A petition was ;resented asking for the closing of alley between Lots 1 and 2.
Block 4, East Side Addition. Referred to the City Planning Commission.
A petition was presented asking for the rezoning of Lots 20, 22 and 24,
Spruce 6treet, Phillip's Fourth Addition from "A" Residential to "B" Residential.
Referred to City Planning Commission.
City Planning Commission, to whom was referred the petition asking for the
rezoning of Lots 21, 23, 25 and 27, Kirwin Avenue, Add -tion to Grounds of iiansas
'-fiesleyan University from "A" Residential to "C" Commercial, r ecomrnended that lots
not be rezoned. Commissioner Price movers to accept recommendations of City Planning
Commission. Motion adopted.
C-_ty Planning Commission, to whom was referred the petition asking for the re-
zoning of Lots 7, 8 and 9, in Repalt of Part of University Addition from "A"
Residential to 'B" Residential looks upon this petition with favor; however, they
recommend that a plan be submitted showing how it is intended to convert the unit
into apartments. Commissioner Price moved that J. W. Kahn file plans. Motion
adopted.
Cit Planning Commission to whom was referred the

vacation of alley west of Lots 1, 2, 3, 4 and 52 Block 23 Wight's Addition, recom-
mended that alley not be vacated. Commissioner Stedham moved that City Planning
Commission state their reason for not recommending petition. Uotion adopted.
Application for taxicab license presented as follows:

Commissioner Price moved that application be approved and license granted,
subject to inspection and insurance. Motion adopted.
Building Application Ido. 1304 from Graves Truck service, for addition to
building located on Lots 21, 22 and 23, Block 9, Pacific Add -tion was presented.
On motion of Commissioner Stedham approved by the Board of Commissioners. Motion
adopted.
Mr. C. F. Prescott submitted his resignation as a member of the Board of
Directors of Salina Public Library. Commissioner Stedham moved that resignation
be accepted by the Board of CommLssioners and that City Clerk write letter to
Nx. Prescott. Lotion adopted.

An ordinance was introdu-ed for second reading entitled: "An ordinance pro-
viding for the vacation of a portion of a certain alley, subject to certain limita-
tions, in the City of Salina, lianas."
On motion of Commissioner Stedham the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had. -
Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren
absent. Mayor approved the ordinance and it is numbered 5247.
Commissioner Otephenson moved, ..f necessary, the City Attorney ask for post-
ponement of hearing before County Commissioners, October 3, 19472 on Edgetown Park
Addition to City limits, until engineering data can be obtained. Motion adopted.
A resolution was introduced entitled: "A Resolution relating to the issuance
of Temporary Notes in the amount of $38,883.79 and :5,620.03."
On motion of Commissioner Stedham the resolution was read -nd adopted by sections
and on its final doption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Stephenson (4) clays: (0) Commissioner Lindgren absent.
Mayor approved the resolution and it is numbered 1010.
The above resolution is recorded in full on Page 398 resolution Bnok Number 3.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and btephenson (4) Nays: (0) Commissioner Lindgren absent.
kayor approved the ordinance and it is numbered A-396.
A letter was presented from Chief of Police regarding TaxLeab Lrivers License
issued to Victor V. Deegan. Commissioner Price moved that license be revoked
contingent on City Manager checking term of offense in letter. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance ratify-
ing and confirming a contract with Brown and Brown Construction Company, Inc., for
the construction and installation of certain paving and grading improvements on cer-
tain public alleys in the City of Salina, and providing for the issuance of temporary
notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance
was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance ratify-
ing and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain lateral sanitary sewers in the City of Salina, heretofore
designated as Lateral Sanitary Sewer Districts Number 216 and 217, and for the
construction of a certain Main Sewer in Main Sewer District "V", heretofore created,
and for the construction of a pumping station for the purpose of pumping the sewage
of Main Sewer District "V" and extensions thereof, and providing for the issuance of
temporary notes to pay the cost thereof pending issuance and sale of bonds." Ordinance
was referred to the Board of Commissioners.
City Manager read letters from Governor of Kansas, which contained following
requests of Mayor:
Asking c�iayor to issue a Proclamation designating the week from October 5th to
11th, inclusive, as "Fire Prevention Week."
Asking Mayor to issue a Proclamation for hiring of disabled veterans.
On motion of Commissioner Stephenson the Hard of Commissioners adjourned.
