SEPTEMBER 22, 1947
Regular Meeting of the Board of Commissioners September 22, 1917. Meeting
was called to order by Mayor Noyce, the roll was called and Commissioners Noyce,
Price, 6tedham and Stephenson responded. Commissioner Lindgren and City Attorney
Clark absent.
The minutes of the RegU ar Meeting of September 8, 1917 and Regular Meeting
of September 15, 1947 were read and approved as read.
Applications for taxicab drivers license for the year 1947 presented as fol-
lows:
Paul Crough
Ernest R. Vondro.
Commissioner Price moved that applications be approved and license granted.
Motion adopted.
City Engineer submitted lois approval for the excavating, curbing, guttering,
paving and otherwise improving certain streets, constructed by the H. J. Taylor
Construction Company of Salina, Kansas, under co ntract dated September 16, 1946,
as follows:

To the Hon. Mayor and Board
of City Commissioners,
Salina, Kansas.
Gentlemen:
The excavating, curbing, guttering, paving and
otherwise improving certain streets constructed by the
H.J.Taylor Construction Company of Salina, Kansas,
under contract 226, dated September 16, 1946, has been
completed and final inspection made by this office.
I have found that the work has been performed
and completed in compliance with plans and specifications
of said contract and therefore recommend that the work be
accepted.

Commissioner Price moved that report be approved and work accepted by the
Board of Commissioners. Motion adopted.
City Engineer submitted Final Estimate of Cost in the amount of $38,883.79
tp H. J. Taylor Construction Company for the excavating, curbing, guttering, paving
and otherwise improving certain streets, constructed by the H.J.Taylor Construction
Company of Salina, Kansas, under contract dated September 16, 1946. On motion of
Commissioner Price approved by the Board of Commissioners. Motionadopted,
City Engineer submitted Partial Estimate of Cost in the amount of $5,620.03
to H. J. Taylor Construction Company, for the excavating, curbing, guttering, paving
and otherwise improving certain streets, constructed by the H. J. Taylor Construction
Company of Salina, Kansas, under contract dated June 30, 1947. On motion of Commis-
sioner Stedham approved by the Board of Commissioners. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the vacation of a portion of a certain alley, subject to certain limitations
in the City of Salina, Kansas." Ordinance was referred to the Board of Commission-
ers.
A petition was presented asking for the curbing and guttering of Claflin Street
from Quincy to Roach; Russell Street from Quincy to Roach; Cloud Street from Osborne
to Roach; Quincy Street from Cloud to Claflin; Nortbn Street from Cloud to Claflin;
and the west side of Roach Street from Cloud to Claflin. Petition referredto the
City Manager and City Engineer.

A petition was presented asking for the rezoning of Lots 7, 8 and 91 in Replat
of Part of University Addition, from "A" Residential to "B" Residentia. Petition
referred t othe City Planning Commission.
A petition was presented asking for the rezoning of Lots 21, 23, 25 and 27,
Kirwi n Avenue, Addition to Grounds of Kansas Wesleyan University, from "A" Residential
to "C" Commercial. Petition was referred to City Planning Commission.
A petition was presented asking for the vacation of alley west of Lots 1,
2, 3, 4 and 5, Block 21 Wight's Addition. Petition was referred to the City Planning
Commission.

Commissioner Stedham moved that application be rejected by the Board of
Commissioners. Motionadopted.
City Planning Commission recommend the rezoning of the East 822 feet of Lots
15 and 16, Block 1, and the West 422 feet of Lots 15 and 16, Block 11 Southern
Heights Addition from "A" Residential to ""B" Residential. Commissioner Price
moved that recommendation of the Planning Board beapproved,and that the City Clerk
give thirty days notice in the official City paper of intent to rezone from "A"
Residential to "B" Residential the East 822 feet: of Lots 15 and 16 Block 1, and the
West 422 feet of Lots 15 and 16, Block 1, Southern Heigh s Addition, Salina, Kansas.
Motion a dopted.
A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing and guttering and grading and otherwise improving of Ihird Street
from the south line of Forebt Avenue, south 150 feet."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor
approved the resolution and it is numbered 1009.
The above resolution is recorded in full on Page 398, Resolution Book Number 3.
A petition was presented asking for the paving of Grand Avenue from Santa
Fe avenue to Fifth Street, and Fifth Street from Grand Avenue to Woodland Avenue.
Petition was referred to the City Manager and City Engineer.
A petition was presented asking for the opening of a street in the 700 Block
on South Second Street. Petition was referred to the City Manager.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sect ons
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent.
Mayor approved the ordinance and it is numbered A-394•
An ordinance vias introduced entitled: "An ordinance making appropriation for

Onmotion of Commissioner Stedham the ordinance was read and adopted by sections
and on its finaladoption the roll was called and the following vote was had; Ayes:
Noyce, Price, Stedham and ,Stephenson (4) Nays: (0) Commissioner Lindgrenabsent.
Mayor approved the ordinance and it is numbered A -395 -
Commissioner Stephenson moved that City Manager draw up tentative ordinance
regarding Fire Fighting, charge to townships bordering Cit limits. Motionadopted.
Letter of Recommendations from Salina Safety Council. Commissioner Stephenson
moved the Commissioners accept recommendations and refer to City Manager to carry out
the provisions. Motion adopted.
Petition asking for the rezoning of Lots 11 3, 5, Block 46, Military Addition
from "A" hesidential to "C" Commercial was referred to City Manager for more informa-
tion.
Commissioner Stephenson moved that all ground east of Highway 81 By -Pass from
Walnut Street to Republic Avenue, not now in the City limits, not betaken in City
limits, because City Attorney has started proceedings on property south of Crawford
Avenue. Motion adopted.
