08-04-1947 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETINs COMMISSIONERS ROOM., SALINA, KANSAS AUGUST 4, 1947 Regular Meeting of the Board of Commissioners August 4, 1947. Meeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Price, Stedham and Stephenson and City Attorney Clark responded. Commissioner Lindgren absent. The minutes of the Regular Meeting of July 28, 1947 were read and approved as read. Application for Cereal Malt Beverage License for the year 1947 presented as follows: Application Number Name of Applicant Name and Location of Place of Business 60 Katherine P. Gibson College Inn, 213 West Kirwin Commissioner Stephenson moved that action on application be held over one week. Diction adopted. Applications for taxicab drivers license for the year 1947 presented as follows: Victor V. Deegan Robert C. Daniels Commissioner Stedham moved that applications be approved and license granted. Motion adopted. A petition was presented asking for the curbing and guttering the 500 block and 600 block on North Third Street. Referred to the City Manager. A petition was presented asking for the curbing, guttering and paving of North Court Place from the north line of Beloit Street, northeast to intersection of Republic Avenue and Pershing Street. Petition was referred to the City Manager. J. A. Jilka appeared before the Board of Commissioners with a letter he received from Jim lVise, regarding water main on Wisconsin Avenue, south of iron Avenue. Ix. Jilka was advised the Commissiore rs would check into the matter, Eugene N. Jones appeared before the Board of Commissioners, regarding re -instatement of his taxicab drivers license revoked by the Board of Commissioners July 14, 1947. Commissioner Stedham moved that City Lanager and Chief of Police re -check, and be given authority to reinstate if they deem it advisable. Motion adopted. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading and otherwise improving of Antrim Avenue from the west line of Ninth Street to the center line of Eleventh Street." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor approved the resolution and it is numbered 1001. The above resolution is recorded in full on Page 390, Resolution Book Number 3. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading and otherwise improving of Tenth Street from the center line of Antrim Avenue to the south line of Inez Avenue." On motion of Commissioner Price the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissibners Lindgren absent. Mayor approved the resolution and it is numbered 1002. The above resolution is recorded in full pn Page 391, Resolution Book Number 3. 171 1 1 An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of a pumping station for the purpose of pumping the sewage of Main Sewer District "V" and extensions thereof, into the existing sewer located in University Street, at its intersection with a north and south public alley next east of Broadway Boulevard, in order to conduct the sewage of Potain Sewer District "V" to a point of outlet, and providing for the payment of the cost thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with the H.J. Taylor Construction Company for the construction of certain lateral sanitary sewers in the City of Salina heretofore designated as Lateral Sanitary Sewer Districts No. 214 and 215,and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." i On motion of Commissioner Stedham the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor approved the ordinance and it is numbered 5238. City Planning Commission, to whom was referred the petition asking for the rezoning of Lots 2 and 3, in Southview Addition from Class "A" Residential to Class "B" Residential, recommended that lots not be rezoned. Commissioner Stedham moved that report be accepted by the Board of Commissioners. Motion adopted. A letter was presented from the City Planning Commission recommending that Edgetown Park Addition not be taken into the City. Commissioner Price moved that f action be deferred for two weeks and have meeting with the City Planning Commis- sion and City Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren absent. Mayor approved the ordinance and it is numbered A-389. On motion of Commissioner Price the Board of Commissioners adjourned. City CLerk An ordinance was introduced for first reading entitled: "An ordinance creating and defining certain Lateral Sanitary Sewer Districts in the City of Salina designated as Lateral Sanitary Sewer Districts No. 216 and 217, and providing for the construction of lateral sanitary sewers in said Lateral Sanitary Sewer Districts No. 216 and 217 so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for ( the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Meeting was to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Stedham and Stephenson responded. City Attorney Clark absent. The minutes of the Regular 1947 were read and approved Applications for taxicab drivers license for the year 1947 presented as Wm. B. Collins, Lewis E. 'Thompson Edward A. Robinson Raymond C. Johnson Edward G. Norris Commissioner Stephenson moved that applications be approved and license Motion adopted. Concrete Construction Maintenance Hind was presented from H. W. Nash, a motion of Commissioner Stedham same was approved by the Board of Commissioners. City Engineer submitted his approval for the construction of Lateral Sanitary numbered 210, 211, 212 and 213, and for Vain Sewers 'IT" and "U", as follows: Salina, Kansas. August 7, 1947 To the Hon. Liayor and Board of City Commissioners, City of Salina, Kansas. The trenching and backfilling, laying of pipe and other construction incidental thereto, of Sanitary Sewer 1vlains "T" and "U",and Sanitary Sewer Laterals 210, 211, 212 and 213 constructed by the H. J. Taylor Construction Company under contract dated I«ay 19, 1947, has been completed and final inspection made by this office. I have found that the work under this contract has been completed in compliance with plans and specifications of said contract and therefor recommend that work be accepted. Commissioner Stedham moved Commissioners. Motion adopted. Respectfully submitted, (Signed) H. F. Harper City Engineer be adopted by the Board of City Engineer submitted Final Estimate of Cost for the construction of Lateral Sanitary Sewers numbered 210, 211, 212 and 213, and for Lain Sanitary Sewers "T" and "U". Commissioner Stedham moved that estimate be approved by the Board of Commissioners. City Engineer submitted Final Estimate in the amount of 4"5311.50 to H. J. Taylor Construction Company for the construction of Lateral Sanitary Sewers numbered 210, 211, 212 and 213 and Main Sanitary Sewers ?"T" and "U". Commissioner Stedham moved that Estimate be approved by the Board of Commissioners. laotion adopted. An ordinance was introduced for first reading entitled: "An ordinance levying special assessment against certain property to pay the cost of constructing certain water service pipes in certain streets in the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. A petition was presented asking for the closing of the alley between Lots Six (6) to twelve (12) and Lots thirtp4five (35) to fort,,—one (41) Block Ten (10) Calkin's Addition to the City of Salina, Kansas. Petition referred to the City Planning Commission. 1 1 1 1 173 A petition was presented asking for the rezoning of the East 822 feet of Lots 15 and 16, and the North 422 feet of Lots 15 and 16, Block 11 Southern Heights Addition from "A" Residential to "B" Residential. Referred to the City Planning Com- mission. Letter was presented from Wesleyan Women Christian Temperance Union, protest- ing against the granting of Beer License to Mrs. Katherine P. aLbson to sell beer at 213 West Ki.rwin Avenue. Ordered filed. Letter was presented from Joe Lunden, et al., protesting the granting of any more beer parlor licenses in the City of Salina. Ordered filed. Commissioner Stephenson moved that Mrs. Gibson be asked to appear before the Board of Commissioners to discuss terms of the license, and to give assurance that same will not be a nuisance. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain Lateral Sanitary Sewer Districts in the City of Salina designated as Lateral Sanitary Sewer Districts 216 and 217, and providingfor the con- struction of Lateral Sanitary Sewers inlaid Lateral Sanitary Sewer Districts No. 216 and 217 so created, and providing for the payment of the cost thereof and for the levy- ing of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay t e cost thereof." Lr. Sampson of Johnson L Sampson Construction Company appeared and asked for thirty days extension of time to move their plant from Lots 7, 8 and 9, Block 1, Evergreen Park Addition. On motion of Commissioner Lindgren the City Attorney was instructed to make formal application to District Court for sixty days extension from August 11, 1947. Motion carried. iiir. Webb and Mr. Bishop representing the Missouri Pacific Railroad Company, appeared before the Board of Commissioners, regarding taking of Edgetown Park Addition into the City limits, stating they would like to see the property used for industrial purposes. Mayor Noyce advised them they would be given consideration if, and when, a meeting is held regarding this project. An ordinance was introduced for first reading entitled: "An ordinance pro- hibiting the ignition of matches and lighters and prohibiting smoking within certain public conveyances in the City of Salina, Kansas, and providing for penalties for the violation thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance levy- ing special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots, and the parkways abutting thereon in the City of Salina."
