Meeting was called to order by F,�ayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded. The minutes of the Regular Leeting of July 14, 1947 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewers numbered 214 and 215 as follows: Brown L Brown, Inc., Salina, Kansas $5,064.25 H. J. Taylor Construction Company, Salina, Kansas :4,636.00 City Engineer's Estimate in the amount of $4,711.25 was presented. Bids were tabulated by the City Engineer. Commissioner Price moved that contract be awarded to the H. J. Taylor Con- struction Company, Salina, Kansas, as per bid submitted in the amount of $4,636.00, and that the FViayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal, and the form of contract and specifications attached tLereto and referred to therein, and that check be returned to unsuccessful bidder. lotion adopted. Fv'.ayor Noyce appointed J. Earl Wyatt, John Frederick and VVm. F. Crosser, Jr., to actas appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewers Numbered 215 and 214 in the City of Salina, Kansas. Commissioner Price moved that appointments be confirmed by the Board of Commissioners. L>iotion adopted. follows: Application for taxicab drivers license for the year 1947 presented as James T. Mlliams Commissioner Price moved that application be approved and license granted. Lotion adopted. Application for Pool Hall License for the last one-half of 1947 presented as follows: Name of Applicant Name and Location of Place of Business 1-7. A. Wilhelm ffi.lhelm Smoker 129 South Santa Fe Avenue Commissioner Price moved that application be approved and license granted. Lotion adopted. City Planning Commission, to whom was referred the petition asking for the rezoning of Lot 2, BLock 20, Episcopal kilitary institute Addition, from Class "A" Presidential to Class "C" Commercial, recommended that lot not be rezoned. Commissioner Price moved that report of City Planning Commission be accepted. Emotion adopted. No protests were presented against the rezoning of the West 70 feet of the south 80 feet of Lot 10, Block 13, South Park Addition, from Class "E" Residential to Class "C" Commercial. An ordinance was introduced for first reading entitled: "An ordiinance provid- ing fort he inclusion of certain lands in "C" Commercial District, as that district is defined in Section 5 of Ordinance No. 3188 and providing for the proper use of each thereof." Ordinance was referred tot he Board of Commissioners. A petition was presented asking for water main in the 500 block and 600 block on North Third Street. Petition was referred to the City Manager. Trust Deed, with a deposit of 3100.00 was presented from Yxs. Lillian Radcliffe Chas. IL Bren and E. V. Ober, for the perpetual care of all of Lot 2, BLock 7, in the Gypsum Hill Cemetery, Salina, Kansas. Commissioner Stephenson moved that Trust Deed be approved by the Board of Commissioners, and that the City Treasurer be instructed to place the deposit in the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided for in Ordinance Number 3530 of the City of Salina, Kansas. Llotion adopted. 166 An ordinance was introduced for second reading entitled: "An ordinance making regulations to protect the health of the public in the City of Salina, and providing for the requirement of persons and property owners in said City to connect dwellings and buildings to the sewer system of said city; providing for notice of the necessity therefor to persons and property owners; providing that upon default af- ter notice that said city may cause such premises or buildings to be connected with . said sewer system and to contract for the installation thereof and providing that the costs and expenses thereof maybe assessed against the property so connected." On motion of Commissioner Price the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: �O) Iuayor approved the ordinance and it is numbered 5231. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sections and on its finaladoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Layor approved the ordinance and it is numbered 5232. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading and oti.erwise improving of Antrim Avenue from the center line of Eighth Street west to the center line of Ninth Street." On motion of Commissioner Stedham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Price, Lindgren, Stedham and Stephenson (5) Nays: (0) Mayor approved the resolution and it is numbered 995. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading and otherwise improving of Fifth Street from the south line of Otis Avenue tothe north line of huclid Avenue." On motion of Commissioner Lindgren the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the resolu- tion and it is numbered 996. 3. Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing and guttering and otherwise improving the north side of Claflin Avenue beginning at the present curbing and guttering which is ten feet west of the southwest corner of Lot 20, Block 2, Pleasant View Addition, City of Salina, Kansas, thence west to the east lire of Pershing Street." Resolution was referred tothe Board of Commissioners. A resolution was introduced for first reading entitled: Resolution relating tothe curbing and guttering of Prescott Avenue from the east line of Phillips Street to the west line of u_ontrose Street." resolution was referred to the Burd of Coia- missiom rs. D. N. Turner and D. R. citing submitted Audit Report for the year 1946. Com- missioner Price moved that report be accepted and filed. Iv:otion ddopted. Commissioner Price moved that provision be made in the new Bus Franchise that letter carriers for the Post Office Department of the United States, while actually on duty in making, or returning to the Post Office after making deliveries, shall be allowed to ride free. I"dotion adopted. An ordinance was introduced for second reading entitled: "An ordinance granting to Enoch B. Harris and H. G. Anwri.n, doing business as Salina Transit Company, a part- nership, and their successors, assigns and lessees, a franchise for the operation of a motor bus transportation system in the City of Salina, Kansas, and repealing Ordinance Dumber 1551 and all other ordinances of the City of Salina supplemental or amendatory thereto or in conflict with this ordinance." Ordinance was referred to the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Comrissioner Price the ordinance was read and adopted by sections and on its final a doption the roll was called and the follovring vote was had; Ayes: Tloyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) i<ayor approved the ordinance and it is numbered A-386. A resolution was introduced entitled: "A Resolution relating to the issuance of Temporary= Notes in the amount of w28,482.65;X19,068.47, and X10,000.00." On motion of Commissioner Stedham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) hays: (0) Mayor approved the reso- lution and it is numbered 997. On motion of Commissioner Stedham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Liayor approved he ordinance and it is numbered A-387. Wilson & Company, Engineers, filed plans for Nater Softener Plant, about 50 complete. Commissioner Price coved that same be accepted by the Board of Com- mission rs. I41otion adopted.
