JUNE 16, 1947
Regular Meeting of the Board of Commissioners June 16, 1947. Meeting was
called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren,
Price, Stedham and 6tephenson and City Attorney Clark responded.
The minutes of the Regular Meeting of June 9, 1947 were read and approved
as read.
The following bids were received for Water Softener Equipment:

Walker Process Equipment Co., Inc. - - -- 36,810.00

Engineer's Estimate from Wilson and Company Engineers, in the amount of
$_�)8)400.00 was read.
Barry Connell of Wilson and Company, Engineers was present, and he was
instructed to tabulate bids and report at the next meeting.
Commissioner Stedham moved that action on soft water at Veterans Housing
Units be carried over one week. Motion adopted.
Mr. Hindman appeared before the Board of Commissioners in reference to
Veterans of Foreign Wars selling fireworks. He was informed they would have to
pay regular license fee.
Applications for taxicab drivers license for the year 1947 presented as
follows:
Gertrude E. Tracy
Commissioner Price moved that application be approved and license granted for
day driving only. Lotion adopted.
Wesley E. Mace
Commissioner Stedham moved tk:at application be approved and license granted.
Motion adopted.
City Engineer submitted Partial Estimate in the amount of 66,248-35 to H.J.
Taylor Construction Company for construction of Antrim Avenue Storm Sewer. On motion
Of Commissioner Stedham same was approved by the Board of Commissioners.
City Engineer submitted Partial Estimate in the amount of 012,582.55 to
H.J. Taylor Construction Company for curbing and guttering certain streets in the City
of Salina, Kansas. On motion of Commissioner Stephenson same was approved by the
Board of Commissioners. Motion adopted.
A resolution was introduced for second reading entitled: "A 1Lesolution
relating tothe curbing, guttering, grading and otherwise improving of Eleventh Street
from the center line of Pacific Avenue to the center line of Harsh Avenue."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had. Ayes: Noyce,
Lindgren, Price, Stedham and Otephenson (5) days: (0) mayor approved the resolution
and it is numbered 986.

relating to the paving, grading, excavating and otherwise improving of Front Zltreet
from the north line of Ash Street to The south line of Elm Street."

On motion of Commissioner Price the resolution was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) lviayor approved
the resolution and it is numbered 987.

to the curbing, guttering and grading and otherwise improving of Fifth Street from
the south line of Pacific Avenue to the north line of Woodland Avenue."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: i4oyce.,
Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the
resolution and it is numbered 988.

A resolution was introduced for second reading entitled: "A Resolution

from the center line of Santa Fe to the center line of Third Street."
On motion of Commissioner Price the resolution was adopted as read and on

and it is numbered 989•

A resolution was introduced for second reading entitled: "A Resolution
relating to the paving, grading, excavating and otherwise improving of Grand Avenue
from the west line of Ninth Street to the east line of Tenth Street."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Noyce,
Lindgren, Price, Stedham and Stephenson (5) Nays: (0) tiayor approved the reso-
lution and it is numbered 990.

A resolution was introduced entitled: "A Resolution providing for the
appropriation of certain real property for public (municipal) use."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the
resolution and it is numbered 991.
The above resolution is recorded in full on Page 380 Resolution Book Num-
ber 3.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in the City of Salina in "ii" Residential
District, providing for the inclusion of certain lands in "C" Commercial District,
as those districts are respectively defined in Sections 4 and 5 of Ordinance No.
3188 and providing for the proper use of each thereof."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Noyce, Lindgren, Price, Stedham and -Itephenson (5) Nays: (0)
Mayor approved the ordinance and it is numbered 5226.
A petition was presented asking for the rezoning of Lot 4, College Court,
from "A" Residential to "C" Commercial District. Referred to the City Planning
Commission.
A petition was presented asking for the curbing and guttering of Johnstown
Avenue from Ohio to Connecticut; and from Connecticut to Riverside Boulevard.
Referred to the City Lanager.
A petition was presented asking for the curbing and guttering the 1500 Block
on Pershing street. Referred tot he City Manager.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-381.

A resolution was introduced entitled: "A Resolution relating to the issuance
of Temporary Notes in the amount of $6,218.35 and $12,582.55."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce,
Lindgren, Price, Stedham and Stephenson (5) Nays: (0) lvayor approved the resolu-
tion and it is numbered 992.

City Clerk was instructed to give thirty days notice in the official City
paper of intent to rezone from "B" Residential to "C" Commercial, the Voest 70 feet
of the south 80 feet of Lot 10, Block 13, South Park Addition.
Mayor Noyce submitted the names of the following Judges and Clerks as of
date of June 13, 1917, for the Bond Election of June 24, 1917:

Special Meeting of the Board of Commissioners June 16, 1947. Meeting was

way to U. S. Highway 81 By -Pass in the City of Salina, Kansas, as more particularly
described and provided for in Ordinance Number 5173 of the City of Salina, Kansas,
and that each of us will to the best of our judgment and ability make a true and
impartial appraisement of all the lots and pieces of ground on such street as
above mentioned, without regard to the buildings or improvements thereon, for the
distance improved as set forth and designated by the Board of Commissioners in the
