Lieeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded. read. The minutes of the Regular Meeting of June 2, 1947 were read and approved as follows: Applications for taxicab drivers license for the year 1947 presented as Douglas E. Patrick, Charles Lane Sharpe, Wm. E. Fishburn, John Wakefield. Commissioner Lindgren moved that applications be approved and license granted. Motion adopted. Mr. Adams appeared before the Board of Commissioners regarding closing of alley between Santa Fe Avenue and Seventh Street from Woodland Avenue north 200 feet. Commissioner Price moved to go east with alley and have City Manager and City Attorney draw up legal proceedings to have land appraised, and report to the Board of Commis- sioners. Approved. Mr. Chas. Sheldon appeared before the Board of Commissioners regarding lease to drill for oil and gas in Kenwood Park and Salina Municipal Airport. Commis- sioner Price moved that Commissioners hold up any decision on oil and gas leases for four weeks, from June 9th 1947 to July 7th, 1947. Motion adopted. Mr. P. W. Casper appeared before the Board of Commissioners regarding the re- zoning from "B" Residential to "C" Commercial, the West 60 feet of South 80 feed, Lot 10, Block 13, South Park Addition. Commi;5sioner Price moved that Agree- ment be drawn up between A. W. Mclllinn, P. W. gasper and City Manager, that if sufficient off-street parking be provided the petition for rezoning be granted. Carried. Tor. IvIpNinn also agreed if traffic becomes congested in the future he would sell Ivr. Casper additional land so he would have more parking space. Mr. Forrest Horton appeared before i PP the Board of Commissioners, regarding Veterans Taxi, asking for one additional car. Commissioner Lindgren moved that one more car be granted to Al Engstrom, after regular application is completed with car information, inspection and insurance filed. Motionadopted. I An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain lateral sanitary sewers in the City of Salina, heretofore designated as Lateral Sanitary Sewer Districts No. 210, 211, 212 and 213, and for the construction of certain Main Sewers in Main Sewer District "T" and Main Sewer District "U", heretofore created, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5224. An ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining certain lateral sanitary sewer district in the City of Salina designated as Lateral Sanitary Sewer District No. 214, so created, providing for the + payment of the cost thereof and for the levying of special assessments against the propert in said district; for the p4rment of the cost of such construction; and for the issuing of bonds therefor." On motion of Commissioner Stedham the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5225. No protests were presented against the rezoning of the following territory: By removing from Class "A" jesidential to Class "C" Commercial, the North 25 feet of Lot Lot 27, State Street, University Addition; By removing from Class "A" Residential to Class "C" Commercial, Lot 19, Block 4, Pacific Addition; By removing from Class "A" Residential to Class "3" Residential, the Korth 60 feet of Lots 8 and 9, in Cunningham's Replat of Block 15, Oakdale Addition, all in the City of Salina, Kansas. 108 An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina in 1132 Residential Distric , providing for the inclusion of certain lands in "C" Commercial District, as those districts are respectively defined in Sections 4-nd 5 of Ordinance No. 3188 and pro- viding for the proper use of each t ereof." Ordinance was referred -to the Board of Commissioners. A petition was presented asking for the curbing and guttering of Antrim Avenue from Eighth Street to Ninth Street. Referred tothe City Manager. A petition was presented asking for the curbing and guttering of the 600 Block on North Eleventh Street. Referred to the City Manager. Building Application No. 1090 presented from C. H. Mayberry. On motion of Commissioner Stephenson referred to the City Manager and decision left to him. h�otion adopted. Commissioner Stedham moved to accept Rules and Regulations from Salina Boat Club, and give them a chance to function. Motion adopted. City Engineer filed plans and specifications for curbing, guttering and/or paving the following streets: Curbing and guttering: _ Paving: FRANKLIN STREET from Custer Street to Sherman Street; CEDAR STREET from College Avenue to Missouri ilacific Right-of-way; HANCOCK STREET from Venango Street to Republic Avenue; GRAND AVENUE from Eighth Street to Ninth Street; TE14TH STREET from Hanilton Street to Antrim Avenue; KIRSIN AVENUE (South side) from Fourth Street to Osborne Street; KIM IN AVENUE from Osborne Street to a point 125 feet east of Osborne Otreet; SECOND STREET from Forest Street to Pacific Street; WOODLAND AVENUE from Santa Fe Avenue to Front Street; FOURTH STREET from Forest Street to Pacific Avenue, ELEVENTH STREET from Harsh Avenue to Hamilton Avenue; FRONT STREET (Vilest Side) from Pacific Avenue to Forest Avenue; FORTH STREET from Pacific Avenue to Euclid "venue. Curbing, Guttering &/Paving: PACIFIC AVENUE from Tenth Street to a line 70 feet west of Ninth Street; ELLSWORTH AVENUE from Osborne Street to 260 feet east of Osborne Street; ELLSWORTH AVENUE from Fourth Street to Osborne Street; LINNEAPOLIS AVENUE from Osborne Street to 125 feet east of Osborne Street; OSBORNE STREET from Republic Avenue to south City limits; SEVENTH STREET from Pacific Avenue to Woodland Avenue. Commissioner Stedham moved that plans and specifications be approved by the Board of Commissioners, and that the City Clerk be instructed to give notice in the official City paper tt:at bids will be received by the Board of Commissioners up to and including Monday, June 30,�Ii, 1917 at 7:30 o'clock P. M. Motion adopted. City Manager requested that a through street be made of Oakdale Avenue from Iron Avenue to Park. Referred to City Attorney. A resolution was introduced for first reading entitled: "A Resolution relating tothe curbing, guttering, grading and otherwise improvi:ig of Eleventh Street from the center line of Pacific "-venue to he center line of Harsh Avenue." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving, grading, excavating and otherwise improving of Front Jtreet from the north .line of Ash Street tothe south line of Elm Street." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading and otherwise improving of Fifth Street from the south line of Pacific Avenue to the north line of Woodland lvenue.r Referred to the Board of Commissioners. 1 1 1 109 A resolution was introduced for first reading entitled: "A Resolution relat- ing tot he curbing, guttering, grading and otherwise improving of Antrim Avenue from the center line of Santa Fe to the center line of Third Street." A resolution was introduced for first reading entitled: "A Resolution relating to the paving, grading, excavating and otherwise improving of Grand Avenue from the west line of Ninth Street to the east line of Tenth Street." Referred to the Board of Commissioners. City Attorney was instructed to write an ordinance providing for the con- struction of a sewer on Elm Street from Front Street to Smoky Hill River. Carried. City Attorney was instructed to check up on legal proceedings for sidewalk, on Lot 10, Block 30, Military Addition. Carried. On motion of Commissioner Price the Board of Commissioners adjourned. The following responded to roll call: Members of Board of Education: E. A. korgan, F. S. Dyar, J. R. Epp, Mrs. A. L. Lyda and Wm. F. Grosser, Jr. E. C. Woodward, Wayne Dailey and Mrs. C. Vi. Carlson absent. Board of Commissioners: Al Noyce, Alfred Lindgren, Jr., Lloyd W. ?rice, A. W. Stedham and L. F. Stephenson. Lloyd W. Price was appointed Chairman and Harold E. Peterson, Secretary. The following names were submitted to serve as members of Supervised Recreation Board: Board of Education: iIrs. E. C. Howe, 1 year herey Rinard, 4 years.
