Regular Meeting of the Board of Commissioners May 19, 1947. tweeting was �
called to order by Mayor Noyce, the roll was called and Commissioners Noyce,
Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded.
The minutes of the Regular tweeting of May 12th, 1947 and Joint meeting of
the Board of Commissioners and Board of Education were read and approved as read.

Commissioner Stedham moved that applications be approved and license granted.
Motion adopted.
A petition was presented asking for the curbing and guttering of Fifth Street
from Pacific Street to Woodland Street. Referred to the City kanager and City
Engineer.
Ben Alldaffer, Yrs. Virgil Longbine, et al., appeared before the Board of
Commissioners in reference to erection of homes on North Second "treet and surround-
ing territory.
Commissioner Stedham moved that nothing be moved into the north part of
town represented by Ben Alldaffer, Mrs. Virgil Longbine, and others, until it has
first been approved by the City Manager. Motion adopted.
A petition was presented asking for the construction of a sewer in the alley
between Front Street and °econd L)treet from Forrest '-venue to Pacific. Referred to
the City Manager and City hngineer.
George i)arling, et al., representing Air Scouts, appeared before the Board
of Commissioners asking for space for Ulodel Airplane flying. Matter was referred
to the City Manager.
A letter was presented from Elmer E. Wilson asking for concession privilege
in Oakdale Park. Commissioner Stedham moved that request not be granted. Motion
adopted.
City Planning Commission, to whom was referred the petition asking for the
closing of the alley between Seventh Street and Santa Fe "venue from Woodland "venue,
north 200 feet, recommended that alley not be closed. Action on same carried over.
City Planning Commission, to whom was referred the petition asking for the
rezoning of part of Lot Twelve (12) and all of Lot Fourteen (14) Jewell Avenue, in
Addition to the Grounds of the Kansas "esleyan University, recommended that property
not be rezoned. Commissioner Price moved that recommendation be accepted by the i
Board of Commissioners. Motion adopted.
A petition was presented from Glenn l4othern et al., asking for the rezoning of
Lot 9, Block 5, South Park Addition from "A" Residential to "C" Commercial. Referred
to the City Planning Commission.
A petition was presented from P. W. Casper, et al., asking for the rezoning
of the Voest 60 feet of i6outh 80 feet, Lot 10, Block 13, South Park Addition, from "B"
Residential to "C" Commercial. Referred to the City Planning Uommission.

Pursuant to notice published in the Salina Journal bids were received for the
construction of:
Main Sanitary Sewers "T" and 110, and
Lateral Sanitary Sewers 210, 211, 212 and 213, as follows:

Rhoades Construction Company, newton, Kansas M14.00
City Engineer's Estimate in the amount of 46,844.50 was read.
Bids were tabulated by the City Engineer.
Commissioner Price moved that contract be awarded to H. J. Taylor Construction
Company, Salina, Kansas, as per bid submitted in the amount of $69424.503 and that the
-Mayor be authorized to sign contract on behalf of the City of Salina for such improve-
ments, in accordance with such proposal and the form of contract and specifications
attached thereto and referred to ti.erein, and that check be returned to the unsuccess-
ful bidder. Motion adopted.
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Noyce, Lindgren, Price, Stedham and `'tephenson (5) bays: �O) Mayor approved the
ordinance and it is numbered 5217.
An ordinance was introduced for second reading entitled: "An ordinance provid-
ing for the curbing, guttering, paving and grading of Pacific -'venue from the west
line of Tenth Street to a line 70 feet west of the west line of Ninth Street; and for
the curbing, guttering, paving and grading of Ellsworth -avenue from the west line of
Osborne Otreet to 260 feet east of the east line of Osborne -Dtreet; and the grading
and paving of Ellsworth Avenue from the west line of Fourth Street to the west line
of Osborne Street; and the curbing, guttering, paving and grading of Minneapolis Avenue
from the west line of Osborne ''treet to 125 feet east of the east line of Osborne

and paving of north Street from the east line of Fourth street to the east line of
Arthur Street; and grading and paving of Lincoln Avenue from the east line of Tenth
Street to the west line of Ninth Street; for the grading and paving of Eighth Street

An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in the City of Salina in "C" Commercial
District, as that district is defined by Section 5 of Ordinance No. 3188 and providing
for the proper use h ereof."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor
approved the ordinance and it is numbered 5219.
A resolution was introduced for second reading entitled: "A hesolution
relating to he paving, curbing and guttering and otherwise improving of Morrison
Avenue from the east line of 'Twelfth `'treet to the west line of Phillip -s=treet."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the followin vote was had; Ayes: Noyce,
Price, Lindgren, Stedham and Stephenson (5) flays: (0 1liayor approved the resolu-
tion and it is numbered 983.

An ordinance was introduced for first reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of constructing a
lateral sanitary sewer in Lateral Sanitary Sewer Number 209, and relating to and
providing for the collection and payment of such assessments." Ordinance was
referred to the Board of Commissioners.
A resolution was introduced entitled: "A resolution directing that complete
plans and specifications for improvements hereinafter provided for be filed and that
a detailed estimate of the cost of certain improvements, being the acquisition and
purchase of land for park purposes and the cost of erecting buildings on and improving
the public park system of the City of Salina, shall be made under oath by the City
Engineer, and providing for the filing thereof by said engineer, all preliminary
to the issuance of the bonds of said city as heretofore duly authorized by the
qualified electors of said City."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had: byes: iioyce,

tion and it is numbered 984.

An ordinance was introduced for first reading entitled: "An ordinance
providing for the calling and holding of an election of the electors of the City
of Salina, Kansas, to vote upon the question of authorizing the Board of Commis-
sioners of said City to issue bonds in the amount of $203,250.00 for the purpose of
paying the City's share of the actual cost of land to be acquired outside the limits
of said City to extend the municipal airport of said City and to pay the City's share
of the cost of improving, equipping and developing said lands so acquired, and the
lands now constituting said municipal airport for aviation purposes, and to authorize
said board to accept a grant of funds to be used exclusively for said purposes from
the Civil Aeronautics Administration or some similar Federal °'gency in a sum not to
exceed $196,750.00." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the calling and holding of an election of the qualified electors
of the City of Salina, Kansas, to vote upon the question of authorizing the Board
of Commissioners of said City to issue bonds of the city in the amount of $475,000.00
for the purpose of paying the cost of building a system of works, without the city,
for the treatment and disposal of the sewage of said City." Ordinance was referred
to the Board of Commissioners.
A letter was presented from the Western Union 'Telegraph Company, relating
to installtion of "Sports Ticker" in recreation room operated by George Sawaya at
226 South Santa Fe Avenue. Inasmuch as Ticker was installed in error,. Commis-
sioner Stephenson moved that Beer License be not revoked. Motion adopted.
City Attorney was instructed to prepare an ordinance providing for the con-
struction of a sewer between Front `'treet and Second 6treet from Forrest Avenue to
Pacific Avenue.

A resolution was introduced entitled: "A Resolution relating to the issuance
of Temporary Notes in the anount of $1,411.80; $30,238.96 and $11,594.85."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Noyce, Lind-
gren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the resolution
and it is numbered 985.
