COMMISSIONERS PROCEEDINGS, REGULAR kEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
MAY 12, 1947
Regular meeting of the Board of Commissioners May 12, 1917. Meeting was
called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Price,
Stedham and Stephenson and City Attorney Clark responded. Commissioner Lindgren
absent.
The minutes of the Regular Meeting of flay 5, 1917 were read and approved as
read.
An ordinance was introduced for second reading entitled: "An ordinance fix-
ing the salaries and wages of various city officers and employees of the City of �alina
Kansas, and empowering the City Manager of said City to employ such other employees
as he deems necessary for the various departments of the said City, as now existing
or hereafter created, and repealing certain ordinances, parts and sections thereof."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had:
Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren
absent. Mayor approved the ordinance and it is numbered 5214.

Motion adopted.
A resolution was introduced for second reading entitled: "A Resolution
relating to the paving and grading of a certain north and south public alley between
Santa Fe Avenue and Seventh Street from Elm Street to a point 532 feet north of the
north line of Elm Street."
On motion of Commissioner Price the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had: Ayes: Noyce,
Price, Stedham and Stephenson (4) Nays: l0) Commissioner Lindgren absent. Mayor
approved the resolution and it is numbered 982.
The above resolution is recorded in full on Page 370, Resolution Book Number
3.
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of paving the alley lying
between Santa Fe revenue and Fifth Street from Iron Avenue to �Jalnut Street; alley
lying between Santa Fe Avenue and Fifth Street from Ash Street, thence north to the
soutf, line of a certain east and west public alley connecting Santa Fe "venue and
Fifth Street; and alley lying between Fourth Street and Fifth Street from Walnut
Street to Iron Avenue, and relating to and providing for the collection and payment
of such assessments."
Un motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Noyce, Price, Stedham and Stephenson (4) Nays: (0) Commissioner Lindgren
absent. Mayor approved the ordinance and it is numbered 5215.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the paving, curbing and guttering and otherwise improving of Morrison Avenue
from the east line of Twelfth Street to the west line of PhillipsStreet." Resolu-
tion was referred to the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance
providing for the curbing, guttering and grading of Franklin Street _from the east
line of Custer Street to the west line of Sherman Street; for the curbing, guttering
and grading of Cedar Street from the west line of College Street to the east line of
the right-of-way of the Missouri Pacifkc Railroad; for the curbing, guttering and
grading of Hancock Street from the north line of Venango Street to the north line of
Republic Avenue; for the curbing, guttering and grading of Grand Avenue from the
west line of Eighth Street to the west line of idinth Street; for the curbing, gutter-
ing and grading of Tenth Street from the south line of Hamilton Street to the north
line of Antrim Avenue; for the curbing, guttering and grading of the south side of
Kirwin Avenue from the west line of Fourth Street to the west line of Osborne Street;
for the curbing, guttering and grading of Kirwin Avenue from the west line of
Osborne Street to a point 127 feet east of the east line of Osborne Street; for the
curbing, guttering and grading of Second Street from the south line of Forest Street
to the south line of Pacific Street; for the curbing, guttering and grading of
Woodland Avenue from the east line of Santa Fe "venue to the center line of Front
Street; for the curbing, guttering and grading of Fourth Street from the center line

grading of Eleventh Street from the center line of harsh Avenue to the center line

the cost thereof, and how the same shall be assessed and the manner of payment
thereof." Ordinance was referred to the Board of Commissioners.

providing for the grading and paving of Chicago Street from the southiine of
State Street to the north line of Walnut Street; for the grading and paving of
Ohio Street from the southline of Iron Avenue to the north line of Gypsum Avenue;
for the grading and paving of North Street from the east line of Fourth Street
to the east line of Arthur Street; and grading and paving of Lincoln Avenue from
the east line of Tenth Street to the west line of Ninth Street; for the grading
and paving of Eighth Street from the south line of Woodland Avenue to the south
line of Pacific Avenue; for the grading and paving of Republic -venue from the
east line of Third Street to the east line of Osborne Street; and providing for the
payment of the cost thereof, and how the cost t ereof shall be assessed, and the
manner of payment thereof." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-

west line of Tenth Street to a line 7J feet west of the west line of Ninth Street;
and for the curbing, guttering, paving and grading of Ellsworth Avenue from the west
line of Osborne Street to 260 feet east of the east line of Osborne Street; and the
grading and paving of Ellsworth Avenue from the west line of Fourt', 'street to the
west line of Osborne Street; and the curbing, guttering, paving and gradin- of
Ldmeapolis Avenue from the west line of Osborne Street to 125 feet east of the
east line of Osborne Street; and the curbing, guttering and paving and grading of
Osborne Street from the South line of Republic Avenue to the south line of city
limits; and the curbing, guttering, paving and grading of Seventh Street from the
south line of IJacific Avenue to the south line of Woodland Avenue; and providing for
the payment of the cost thereof, how the same shall be assessed and the manner of
payment thereof." Ordinance was referred to the Board of Commissioners.
City Engineer submitted his approval for the construction of Lateral Sanitary
Sewer 'vumber 209, as follows:

Gentlemen:
The trenching and backfilling, laying of pipe and
other construction incidental thereto, of Z)anitary Sewer Lateral
#209 constructed by the H. J. Taylor Construction Company under
contract dated June 26, 19.6, has been completed and final
inspection made by this office.
I have found that the work has been completed in
compliance with plans and specifications of said contract
and therefore recommend that the work be accepted.

Commissioner Price moved that work be accepted by the Board of Commissioners.
Motion adopted.
City Engineer submitted Final Pay Estimate in the amount of $1411.80 to
H.J. Taylor Construction Company, for the construction of Lateral Sanitary Sewer
Number 209. On motion of Commissioner Price approved by the Board of Commissioners.
City Engineer submitted Final Estimate of Cost for the construction of Lateral
Sanitary Sewer 209. On motion of Commissioner Price approved by the Board of Commis-
sioners. lvlotion adopted.
City Engineer submitted Partial Estimate in the amount of q'P'11,594.85 to
H. J. Taylor Construction Company, for the curbing and guttering of certain streets
in the City of Salina, Kansas, under contract dated September 16, 1946. On motion
of Commissioner Price approved b- the Board of Commissioners.
City Engineer submitted Partial Estimate in the amount of 00, 238.96 to
H. J. Taylor Construction Company for the construction of Antrim Avenue Storm Sewer.
On motion of Commissioner Stedham approved b,,, the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance pro-
viding for the inclusion of certain lands in the City of Salina in "C" Commercial
District, as that district is defined by Section 5 of Ordinance No. 3188 and provid-
ing for the proper use thereof." Ordinance was referred to the Board of Commis-
sioners.
A petition was presented asking for the curbing and guttering of Antrim from
Santa Fe Avenue to Third Street. Referred to City Manager and City Engineer.
A petition was presented asking for the construction of a sanitary sewer
on Elm Street from Front street east to river. Referred to City Lanager and City
Engineer.
A petition was presented askin, for water main on Nort Ohio from Elm Street
to North Street or Missouri Pacific Railroad tracks. Referred to the City Ivianager.
A petition was presented asking for the vacation of alley between Santa Fe
Avenue and Seventh Street from Woodland Avenue north 200 feet to north line of
Follow -the -Swallow Court. Referred to the City Planning Commission.
George Sawaya appeared before the Board of Commissioners regarding notice
sent him by City Attofney Clark, in reference to revocation of his Beer License.
Commissioner Stephenson moved lie get a statement from the Vestern Union to show
Ticker was installed in error and that action on revocation bf Beer License be held
over to May 19, 1917. Lotion adopted.
John Pyle, et al., presented a petition asking the Board of Commissioners to
deny any more permits for operation of Beer Parlors in the 100 block on North Sev-
enth Street. Ordered filed.
City 14anager recommended t1at R. H. Burnett of the Burnett Bonded irarehouses
be given permission to cut curb through a walk at 308-310 North Santa Fe "venue,
according to ordinance. kotion adopted.
Commissioner Price moved that permission not be granted to Mr. Burnett for
parking space between the paved street and the sidewalk in front of building located
at 334-338 North Fifth Street. 1viotion adopted.
City Attorney was instructed to check up and report regarding motor boats
in Oakdale Park.
Commissioner Stedham moved that City Attorney prepare an ordinance calling
Special Bond Election on Airport. bAotion adopted.
On motion of Commissioner Price the Board of Commissioners adjourned.

The Recreational Levy passed by the voters at the City Llection of April 1, 1)47,
was discussed, and it was agreed to hold another meeting on June 2, 1917, at which
time the Board of Lducation would recommend two names, and the City Commissioners
would recommend two names for a Supervised Recreation Board or Commission, the fifth
member to be chosen by the four members appointed by the two Boards.
