05-05-1947 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MAY 5, 1947 Regular Meeting of the Board of Commissioners May 5, 1947. Meeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson responded. City Attorney Clark absent. The minutes of the Regular Meeting of April 28, 1947 and Special Meeting of April 28, 1947 were read and approved as read. Petition was referred to tl,e City Planning Commission. Mr. Frank L. Eberhardt, asked permission to move a building from Camp Phillips to Lots 127 and 129, Fourth Street, Original Town of Salina. Commissioner Price moved that permission be granted. Motion adopted. Mr. R. H. Burnett of the Burnett Bonded Vaarehouses appeared before the Board of Commissioners, asking permission to cut curb through a walk at 308-310 North Santa Fe Avenue. The matter was referred to the City Manager and City Engineer. Mr. Burnett also asked t1 -at a strip of land between the paved street and the sidewalk in front of a building located at 334-338, worth Fifth Street, be leased for parking space. Tabled to check. i,x . George Sawaya appeared before the Board of Commissioners regarding notice received from City Attorney Clark, in reference to revocation of his Beer License. Notice dated May 4th, 1947 (Sunday). Mr. Sawaya had no objection to error in date of notice. in absence of City Attoeney Clark the matter was held over. tar. Fred Haase appeared before the Board of Commissioners regarding City Dump, stating he would like to see the Commissioners do something about the looks. Mr. Harry H. Connell of the Wilson Engineering Company, appeared before the Board of Commissioners regarding designs for Water Softener. Commissioner Stephenson moved that the City get formal bids from companies on equipment for up -flow filters. Motion adopted. City Manager reported on $65,000.00 Park Bonds as follows: $47,000.00 Negro Recreation $ 6,000.00 Tennis Courts $ 8,000.00 Land for Recreation purposes $ 4,000.00 for Park Improvement Commissioner Price moved to approve report and instruct City Attorney to write legal proceedings for bond issue. Motion adopted. Commissioner Stedham moved the City receive bids for Park Bonds. Bidders to set interest rate in their bids. blotion adopted. Mr. Groves, and a delegation from the YkCA appeared before the Board of Com- missioners about lights for night softball, cost about 4250.00. On motion of Com- missioner Price the matter was referred to the City Manager to have lights installed if City has money for financing same. Motion adopted. A resolution was introduced for second reading entitled: "A Resolution re- lating to the paving and grading of a certain north and south public alley between Fifth Street and Fourth Street from Mulberry Street to VValnut Street." iOn motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) ivayor approved the resolu- tion and it is numbered 981. The above resolution is recorded in full on Page 3695 Resolution Book Number 3. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the paving and grading of a certain north and south public alley between Santa Fe Avenue and Seventh Street from Elm Street to a point 532 feet north of the north line of Elm Street." Resolution was referred to the Board of Commissioners. 94 An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving the alley lying between Santa Fe Avenue and Fifth Street from Iron Avenue to Walnut Street; alley lying between Santa Fe Hvenue and Fifth Street from Ash Street, thence north to the south line of a certain east and west public alley connecting Santa Fe Avenue and Fifth Street; and alley lying between Fourth Street and Fifth Street from Walnut Street to Iron•'venue, and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. Trust Deed, with a deposit of $50.00 was received from Carl G. Lenhard, for the perpetual care of the North 1/2 of the South 1/2 of Lot 20, Block 25, in the Gypsum Hill Cemetery. On motion of Commissioner Price Deed was approved by the Board of Commissioners and the City Treasurer was instructed to place the deposit in the Gypsum hill Cemetery Lot Owners Endowment Fund as provided by Ordinance No. 3530 of the City of balina, Kansas. Motion adopted. City Manager reported on letter from Planning Board asking for the vacation of ground east of Block 14$ Leavenworth Addition, stating he could find no reason for the vacation. Commissioner Stedham moved that report be accepted and street not vacated. Motion adopted. Commissioner Stephenson moved that W. C. Riggs be given permission to move a building from Camp Phillips to 1503 East iron, to be used for a chicken house. Building to be remodeled, roof regular composition, shingle and resided with new material for the purpose of making a presentable building. lotion adopted. Mr. James B. VanDuyne asked permission to move a building from the corner of Custer Street and Crawford Avenue to 360 North Columbia Avenue. Commissioner Price moved that permission be granted. Carried. City Manager reported tlat lease had been drawn and mailed by City Attorney to the owner of small train for use in Oakdale Park. City Manager reported, that the cost of constructing a suspension foot bridge crossing -the Smoky Hill River at Penn Avenue and Ohio Avenue would be about $5799.00. No provision made for same in 1947 Budget. Commissioner Stedham moved that matter be considered in 1948 Budget. Motion adopted. City ivanager reported on letter from City Planning Commission and recommended the rezoning of the North 60 feet of Lots 8 and 9, Block 15, Cunningham's Replat, from "A" Residential to "B" Residential. Commissioner Stedham moved to accept recommendation and the City Clerk was directed to give thirty days notice of intent to remove from "A" Residential to "B" hesidential the North 60 feet of Lots 8 and 9, Block 15, Cunningham's Replat. kotion adopted. Commissioner Stephenson moved that Ticker petitions be tabled for two weeks. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance fixing the salaries and wages of various city officers and employees of the City of Salina, Kansas, and empowering the City Manager of said City to employ such other employees as he deems necessary for the various departments of the said City, as now existing or hereafter created, and repealing certain ordinances, parts and sections thereof." Ordinance was referred to the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the ordinance and it is numbered A-376.
