04-28-1947 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIOahm ROOM, SALIVA, KANSAS. APRIL 28, 1947 Regular Meeting of the Board of Commissioners April 28, 1947. Meeting was called to order by Mayor Noyce, the roll was called and Commissioners Noyce, Lindgren, Price, Stedham and Stephenson and City Attorney Clark responded. The minutes of the Regular Meeting of April 21, 1917 were read and approved as read. Applications for taxicab drivers license for the year 1947 received as follows: Thomas Huiett Bart W. Schmidt Commissioner Price moved that applications be approved and license granted. Motion adopted. Oil and Gas Drillers Bond for Grover M. Simpson, in the amount of x$2500.00 was presented, and on motion of Commissioner Price approved by the Board of Commis- sioners. Application was received from Grover &. Simpson, for permit to drill for oil and gas in the City of Salina, Kansas, well to be located on West 769 feet Lot 1, Surveyor's Plat 34; and all of Lot 2, Surveyor's Plat 18; and the west 261 feet of Lot 4, Surveyor's Plat 18, in the City of Salina, Kansas. Commissioner Price moved that permit be granted subject to filing of contract and City Attorney's approval. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina in "C" Commercial District, as that district is defined by Section 5 of Ordinance No. 3188 and providing for the proper use thereof." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Layor approved the ordinance and it is numbered 5213. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and otherwise improving of Fifth Street from the north line of Grand tivenue to the center line of Woodland Avenue." On motion of Commissioner Stedham the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Pvoyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the resolution and it is numbered 979. The above resolution is recorded in full on Page 367, Resolution Book Number 3. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and otherwise improving of Grand -venue on the north side, from the east line of Santa Fe to the east line of Fifth Street, and on the south side from a point 78 feet east of the east line of Santa Fe to the east line of Fifth Street." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Noyce, Lindgren, Price, Stedham and Stephenson (5) Nays: (0) Mayor approved the resolution and it is numbered 980. Lotion adopted. 1 1 C7 1 1 [1 8 A petition was presented asking for the repeal of Ticker Ordinance Number 5203. Commissioner Stephenson moved that petition be filed for next meeting. Motion adopted. A petition was presented asking for more cement tennis courts. Referred to City Manager and Commissioners Stephenson and Stedham. A letter was presented from the City Planning Commission regarding petition asking for the vacation of ground east of Block 14, Leavenworth Addition, stating it was the consensus of opinion that the Zoning and Planning Commission should not pass on matters of that kind without a recommendation from the City kanager and City Engineer. Commissioner Stedham moved that the matter be referred to the City kanager and City Engineer. City Planning Commission recommended the North 25 feet of Lot 27, State Street, in University Addition be rezoded from "A" Residential to "C" Commercial. Commissioner Stedham moved to accept recommendations of the Planning Commission, and the City Clerk was directed to give thirty days notice of intent to remove from "A" Residential to "C" Commercial certain property to -vi -it.- The Aorth 25 feet of Lot 27, State Street, in University Addition. Motion adopted. City Planning Commission recommended that Lot 19, Block 4, Pacific Addition, be rezoned from "A" Residential to "C" Commercial. Commissioner Price moved to accept recommendations and the City Clerk was directed to give thirty days notice of intent to remove from "A" Residential to "C" Commercial certain property to -wit: Lot 19, Block 4, Pacific Addition. Motion adopted. City Planning Commission recommended the rezoning of the North 60 feet of Lots 8 and 9, Block 15, Cunningham's Replat, from "A" Residential to "i3" Residential, providing duplex is in line with adjoining properties. Referred to City Manager to check location on lot. City Engineer filed plans and specifications for the construction of Lain Sewers "T" and "U" and Lateral Sanitary Sewers 210, 211, 212 and 213. Approved by the Board of Commissioners and on motion of Commissioner Lindgren, City Clerk was directed to give notice in the official City paper that bids for such work will be received konday, May 19th, 1947 at 7:30 P. M. Motion adopted. A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of a certain north and south public alley between Fifth Street and Fourth street from liulberry Street to Y+alnut Street." Referred to the Board of Commissioners. Commissioner Stedham moved that the City Manager work out the best deal possible on small train for Oakdale Park. Motion dopted. City Manager reported that the Kansas Power & Light Company would repair, the Smoky Hill River dam near the Western Star Mill, if the City would take over the maintenance of the dam. Commissioner Price moved that agreement be approved by the Board of Commissioners. Motion adopted. No one appeared to protest against the rezoning of Lot 1, Plat "C" from Class "B" Residential to Class "C" Commercial. On motion of Commissioner Price the Board of Commissioners adjourned.
