COMMISSIONERS PROCEEDINGS, REGULAR MEETING

if.egular Meeting of the Board of Commissioners March 31, 1947. Meeting was
called to order by Mayor Price, the roll was called and Commissioners Price, Breon,
Moore, Noyce and Stedham and City"torney Clark responded.
The minutes of the Regular Meeting of March 24, 1917 were read and approved
as read.
Applications for taxicab drivers license for the year 1917 presented as
follows:

Roy Gould
Commissioner Breon moved that applications be approved and license granted.
Motion adopted.
Application for taxicab Drivers license for the year 1947 presented as fol-
lows.
Carl A. Roberts
Commissioner Stedham moved that application be rejected by the Board of
Commissioners. Motion adopted.
Application for Cereal Malt beverage License for the year 1947 presented
as follows:

Commissioner Breon moved that application be approved and license granted.
Motion adopted.
A petition was presented asking for the curbing and guttering of Grand
Avenue from Santa Fe Avenue to Fifth Street, and curbing and guttering Fifth
Street from Grand Avenue to Woodland Avenue. Petition referred to the City Manager.
Electrician's Bond presented from A. A. Riker, d/b/a Electrical Appliance
and Equipment Company, and on motion of Commissioner Breon approved by the Board of
Commissioners.
A petition was presented asking for water line on Reynolds Street from Lincoln
Avenue to North Street. Petition referred to the City Manager.
A petition was presented asking for the extension of water and sewer to 620
North Fifth Street. Petition was referred to the City Manager.
A petition was presented from Ralph C. Bell, 812 State Street, asking for
the rezoning of Lot 27, State Street, University Addition. Petition was referred
to the City Planning Commission.
A resolution was introduced for first reading entitled: "A Resolution re-
lating to the curbing, guttering and grading of Fourth Street from the north line
of Pacific "-venue to the center line of Euclid Avenue." Resolution was referred
to the Board of Commissioners.
Application was presented from Aed Twi.bell for permanent disability benefits
from the Police Relief and Pension Fund, Salina, Kansas. Referred to the City
Attorney.
Oil and Gas Drillers Bond for Lowell Drilling Company, inc., in the amount
of $2500.00 was presented, and on motion of Commissioner Moore approved by the Board
of Commissioners.
Application was received from Lowell Drilling Company, Inc. for permit to
drill for oil and gas in the City of Salina, Kansas, well to be located east of
Dr. L. F. Raton property at 1901 East Iron Avenue. Commissioner Moore moved that
permit be granted by the Board of Co mmissioners. Motion adopted.

A resolution was introduced for second reading entitled: "A Resolution re-
lating to the curbing and guttering of the west side of Front Street from the
center line of Pacific Avenue to the center line of Forest Avenue."
On motion of Commissioner Stedham the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Price,
Breon, Moore, Noyce and Stedham (5) Nays: (0) Mayor approved the resolution and
it is numbered 975•
The above resolution is recorded in full on Page 363 Resolution Book Number 3.
A resolution was introduced for second reading entitled: "A ResolTition
relating to the curbing, guttering, paving and grading of Seventh Street from the
south line of Pacific .6 -venue to the south line of Woodland Avenue."
On motion of Commissioner Noyce the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Price,
Breon, Moore, Noyce and Stedham (5) Nays: (0) Mayor approved the resolution and
it is numbered 976.

An ordinance was introduced for first reading entitled: "An ordinance
creating and defining certain Main Sewer District in the City of Salina, designated
as Main Sewer District "U"; providing for the payment of the cost thereof and for
the levying of special assessments against the property in such district for the
payment of such cost, and for the issuing of bonds therefor." Ordinance was re-
ferred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining certain Main Sewer District in the City of Salina, designated
as Main Sewer District "T"; providing for the cost thereof and for the levying of
special assessments against the property in such district for the payment of such cost,
and for the issuing of bonds therefor." Ordinance was referred to the Board of
Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance creat-
ing and defining certain Lateral Sanitary Sewer Districts in the City of Salina
designated as Lateral Sanitary S ewer Districts No. 210, 211, 212 and 213, and
providing for the construction of Lateral Sanitary Sewers insaid Lateral Sanitary
Sewer Districts No. 210, 211, 212 and 213 so created, and providing for the pay-
ment of the cost thereof and for the levying of special assessments against the
property in said districts for the payment of the cost of such construction and for
the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board
of Commissioners.
Joe Addison presented petitions for miniature ra::e cars and airplanes in
Kenwood Park. Ordered filed.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Noyce the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Moore, Noyce and Stedham (5) Nays: (0) Mayor approved
the ordinance and it is numbered A-371.
On motion of Commissioner Breon the Board of Commissioners adjourned.
