COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
DECEMBER 16, 1946
Regular Meeting of the Board of Commissioners December 16, 1946.
Meeting was called to order by Mayor Price the roll was called and Commissioners
Price, Breon and Moore and City Attorney Clark responded. Commissioners Noyce
and Simpson absent.
The minutes of the Regular Meeting of December 9, 1946 were read and
approved as read.
An ordinance <was introduced for second reading entitled: "An ordinance
classifying persons, firms and corporations to be licensed to retail Cereal Malt
Beverages, and levying an occupation and license tax therefor and anending sub-
divisions (g), (h) and (i) of Section 1 and all of Section 3 of Ordinance No.
4741, and repealing said sub -divisions (g), (h) and (i) of Section 1 and all of
Section 3 of said Ordinance Number 4741."
On motion of Commissioner Moore the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Breon and Moore (3) Nays: (0) Commission rs Noyce and Simpson
absent. ,Mayor approved the ordinance and it is numbered 5200.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the levying of an occupational and license tax upon certain callings
and providing for the repeal of sub -division Nineteen (19) of Section Two (2) of
Ordinance No. 5042 and enacting a new sub -division Nineteen (19) of Ordinance No.
5042 in lieu thereof."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Lreon and Moore (3) Nays: (0) Commissiorm'rs Noyce and
i Simpson absent. Mayor approved the ordinance and it is numbered 5201.
An ordinance was introduced for second reading entitled: "An ordinance
providing for a license as a condition precedent to the sale of fireworks, blank
cartridges, pistols or other devices, or other devices from which blank cartridges
may be fired and providing for the repeal of Section 2 of Ordinance No. 4950 and
enacting a new Section 2 in lieu thereof. "
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following rote was
had; Ayes: Price, Breon and Moore (3) Nays: (0) Commissioners Noyce and Simp-
son absent. Mayor approved the ordinance and it is numbered 5202.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the regulation of places of business wherein cereal malt beverages
are sold at retail for consumption on the premises and providing for the revoca-
tion of the license of any firm, person, partnership, assocation or any other
licensee for the violation tt,ereof nd amending Ordinance No. 4741 of the City of
Salina by enactment of new sections, being Sections 21 and 22 to be added thereto."
Ordinance was referred to the Board of Commissioners.
No one appeared to protest against the rezoning of Lot Sic (6) tLess 25
square feet thereof for Historical Marker, Surveyor's Plat 7, and Lots 1 to 11
inclusive Block 4, Stack Place in the City of Salina, Kansas, from Class "A" Resi-
dential to Class "Ell heavy Industrial District."
A request from Guy E. DeJ`yar to erect a garage apartment building at 1720
South Ninth Street was presented. On motion, City Tanager was instructed to
notify Mr. UeWar to set the building back or purchase additional ground so the
same will comply with the City Ordinance. Motion adopted.

An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Breon and Moore (3) Nays: (0) Commissiom rs Noyce and
Simpson absent. Mayor approved the ordinance and it is numbered A-357.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Moore the ordinance was read and adopted by sec-
tions and on its final adoption t e roll was called and the following vote was had;
Ayes: Price, Breon and Moore (3) Nays: (0) Commissioners Noyce and Simpson
absent. Mayor approved the ordinance and it is numbered A-358.

On motion of Commissioner Breon the Board of Commissioners adjourned.
