COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
DECEMBER 91 1946
Regular Meeting of the Board of Commissioners December 91 1946. Meeting
was called to order by payor Price, the roll was called and Commissioners Price,
Breon, Moore and Noyce and City Attorney Clark responded. Commissioner Simpson
absent.
The minutes of the Regular Meeting of December 2, 1946 were read and approved
as read.
Pursuant to notice published in the Salina Journal bids were received for
the sale of the following City of Salina Improvement Bonds:
jCurb and Gutter Issue $5475.41 Series P-134, dated
September 13 1946, bearing 14 per cent interest;
Sewer Issue $11,343.44, Series S-135, dated September
1st, 1946, bearing 14 per cent interest;
Curb, Gutter and/or Paving Issue $28,934.70 Series P-1361
dated September 1, 1946, bearing 14 per cent
interest;
Sewer Issue $142220.232 Series S-137, dated September
lst, 1946, bearing 14 per cent interest.
Bids receivedfrom :

Commissioner Noyce moved that the bid of Beecroft, Cole and Company, of
Topeka, Kansas, for par, accrued interest and a premium of 45.30 per thousand be
accepted, and that Mayor and Oity clerk be authorized to sign contract on behalf
of the City of Salina, Kansas. Checks to be returned to unsuccessful bidders.
Lotion adopted.
A resolution was introduced entitled: "AResolution providing for the
conveyance of certain real property by the Mayor of the City of Salina on behalf of
said City and reserving easement therein."
On motion of Commissioner Breon the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Price,
Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved
the resolution and it is numbered 956.
The above resolution is recorded in full on Page 344, Resolution Book Number
Three.

Commissioner Moore moved that applications be approved and license granted.

An ordinance was introduced for second reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of paving the alley
lying between Seventh Street and Eighth Street from Walnut Street, north 589 feet;
and alley lying between Seventh Street and Eighth Street from Iron Avenue to Ash
Street, and relating to and providing for the collection and payment of such assess-
ments."
On motion of Commissioner Breon the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Oimpson absent.
Mayor approved the ordinance and it is numbered 5198.
An ordinance was introduced for first reading entitled: "An ordinance
providing for a license as a condition precedent to the sale of fireworks, blank
cartridges, pistols or other devices, or other devices from which blank cartridges
may be fired and providing for the repeal of Section 2 of Ordinance No. 4950 aria
enacting a new Section 2 in lieu thereof." Ordinance was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
classifying persons, firms and corporations to be licensed to retail Cereal Malt
Beverages, and levying an occupation and license tax therefor and amending sub-
divisions (g),, (h) and (i) of Section 1 and all of Section 3 of Ordinance No,
4741, and repealing said sub -divisions (g), (h) and (i) of Sedtion 1 and all of
Section 3 of said Ordinance No. 4741." Ordinance was referred to the Board of
Commission-rs.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the levying of an occupational and license tax upon certain callings
and providing for the repeal of sub -division Nineteen (19) of erection Two (2) of
Ordinance No. 5042, and enacting a new sub -division Nineteen (19) of Ordinance
No. 5042 in lieu thereof." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for second reading entitled: "An ordinance
providing for compensation to be paid the City of Salina by Southwestern Bell
Telephone Company and amending Ordinance No. 4997, by repealing Sections 8 and 10
of Ordinance No. 4997, and enacting in lieu thereof a new Oection 8 and Section 10.11
On motion of Commissioner Moore the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Nreon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent.
Mayor approved the ordinance and it is numbered 5199.
A resolution was introduced for second reading entitled: "A resolution
relating to the curbing, guttering and grading of Hancock Street from the north line
of Venango to the north line of Republic."
On motion of Commissioner Noyce the resolution was adopted as read and on
its final a doption the roll was called and the following vote was had; Ayes:
Price, hreon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor
approved the resolution and it is numbered 955.
The above resolution is recorded in full on Page 343 Resolution Book Number
Three.
Application was presented from H. S. Currier and E. A. Keys for permission
to drill for oil and gas in the City of Salina, Kansas, well to be on the Northeast
Quarter of Section 18, Township 14, Range 2 West, Saline County, Kansas. On
motion, application was approved subject to filing of Bond to be approved by the
City Attorney. Motion adopted.
City Engineer submitted Partial Estimate of Cost in the amount of $$16,994.47
to H. J. Taylor Construction Company for the cors truction of Woodland Avenue Storm
sewer. On motion of Commissioner Breon approved by the Board of Commissioners.
Motion dopted.
A petition was presented asking for the curbing and guttering of Grand
Avenue from Tenth Street to Eleventh Street. Referred to the City Manager.
Trust Deed, with a deposit of ;$100.00 was presented from Charles A. Lotz,
for perpetual care of Lot 31, Block 9, in the Gypsum Hill Cemetery of Salina, Kansas.
On motion of Commissioner "neon Deed was approved by the Board of Commis-
sioners and the City Treasurer was instructed to place the deposit in the Gypsum Hill
Cemetery Lot Owners' Endowment Fund as provided by Ordinance No. 3530 of the City of
Salina, Kansas. Motion a dopted.
On motion of Commissioner Sreon the Board of Commissioners adjourned.
