Meeting was called to order by Mayor Price, the roll was called and Commissioners Price , Breon and Noyce and City Attorney Clark responded. Commissioners Moore and Simpson absent, as read, The minutes of the Regular Meeting of October 8, 1946 were read and approved Pursuant to notice published in the Salina Journal bids were received for the construction of Storm Sewer Number 252 (Antrim Avenue Storm Sewer) as follows: Rhoades Construction Company, Newton, Kansas $132,643.50 Carrothers Construction Company, Paola, Kansas 131,705.00 L.W.Rexroad & Son, Salina, Kansas 133,951.50 H.J.Taylor Construction Company, Salina., Kansas 125,703.00 City Engineers Estimate of Cost in the amount of $131,2bl.10 was read. Bids were tabulated by the City Engineer. Commissioner Breon moved that contract be awarded to H. J. Taylor Con- struction Company, Salina, Kansas, as per bid submitted in the amount of $125,703.00, and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein, and that checks be returned to the unsuccessful bidders. Motion adopted. lows: Applications for taxicab drivers license for the year 1946 received as fol - Mildred M. Kessler Commissioner Breon moved that application be approved nd license granted for day driving only. Motion adopted. Fred A. Moran Commissioner breon moved that application be rejected by the Board of Com- missioners. Notion adopted. Commissioner Breon moved that application received from J. B. uerkley, October 8, 1946, asking for Cereal Malt Beverage License be approved by the Board of Commissioners and license granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Brown and Brown Construction Company, Inc., for the construction and installation of certain paving and grading improvements on certain public alleys in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion bf Commissioners Noyce the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon and Noyce (3) Nays: (0) Commissioners Moore and Simpson absent. Mayor approved the ordinance and it is numbered 5191. An ordinance was introduced for second reading entitled: "An ordinance limiting the time of parking of vehicles on the north side of Iron avenue between Eighth Street and Ninth street and providing penalties for the violation thereof." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon and Noyce (3) Nays: (0) Commissioners Moore and Simpson absent. Mayor approved the ordinance and it is numbered 5192. No one appeared to protest against the rezoning of Lots 1 and 12, Surveyors Plat 31, (except the south 80 feet of East 59 feet Lot 12,) from Class "All Residential to "ETM Heavy Industrial District. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain land in the City of Salina in "E" Heavy Industrial District, as defined by Section 7 of Ordinance Number 3188, as that district, and providing for the proper uses thereof." Ordinance was referred to the Board of Commissioners. 1 1 11 1 1 93 An ordinance was intrdduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas) to pay the cost of curbing and gut- tering Arthur Avenue from the north line of North Street to the south line of Lincoln Avenue; Charles Street from the west line of Twelfth Street to the east line of Phillips Street; Charles Street from the west line of Phillips Street tot he east line of Montrose venue; Eikhth Street from the north line of Hamilton Street to the south line of Antrimstreet; Garfield Avenue from the north line of North Street to the south line of Lincoln Avenue; Grantvenue from the north line of North Street to .he south line of Lincoln Avenue; Lincoln venue from the east line of Grant Avenue to the gest line of Arthur Avenue; North treet from the east line of Front Street to the west line of Arthur avenue; Seventh Street from the north line of Lincoln Avenue to the south line of Decatur treet; Seventh Itreet from the south line of j Hamilton Avenue to the north line of Otis avenue; and relating to and providing for the collection and payment of such assessments." I On motion of Commissioner Noyce the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon and Noyce (3) Nays: (0) Commissioners Moore and Simpson absent. Mayor approved the ordinance and it is numbered 5193. Commissioner Breon moved that the City Manager meet the Payroll of October 15, 19116. Motion adopted. I A petition was presented asking for the paving of the alley east of Seventh Street from Elm Street to 500 feet north. Petition was referred to the City Manager.
