09-30-1946 MinutesCOMMISSIONIRS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. SEPTEMBLR 30, 1946 I Regular Meeting of the Board of Commissioners September 30, 1946. Meeting was called to order by Mayor price, the roll was called and Commissioners Price, Moore, and Noyce and City Attorney Clark responded. Commissioners Breon and Simpson absent. The minutes of the Regular Meeting of September 23, 1946 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the paving of: Alley lying between Santa Fe Avenue and Fifth Street from Iron Avenue to Walnut Street; Alley lying between Fifth Street and Fourth Street from Iron Avenue to Walnut Street; and Alley lying between Santa Fe -"venue and Fifth Street from Ash Street, North to existing east and west alley, as follows: L. W. Rexroad & Son, Salina, Kansas $14,784.00 H.J.Taylor Construction Company, Salina, Kansas, $13,908.00 Brown & Brown, Inc., Salina, Kansas, $13,501.10 City Engineers estimate of cost in the amount of $133947.80 was read. Bids were tabulated by the City Engineer. Commissioner Moore moved that contract be awarded to Brown & Brown, Inc., i Salina, Kansas, as per bid submitted in the amount of $13,501.10, and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein, and that checks be returned to the unsuccessful bidders. Motion adopted. Applications for taxicab drivers license for the year 1946 received as fol- lows: John B. Brown Wm. H. Mansfield Eddie Kauniker Commissioner Moore moved that applications be approved and license granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance amend- ing Ordinance No. 3188 of the City of Salina, and creating, regulating and restricting the location, erection, alteration and repair of buildings designed for the specified use; and regulating and restricting tie use of land with said temporary zone, and establishing regulations relating t ereto, and temporarily excluding certain land from Class "A" Residential District, as defined by Ordinance No. 3188, and including said land in said temporary zone, and prescribing a penalty for the violation of its terms." On motion of Commissioner Moore the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore and Noyce (3) Nays: (0) Commissioners Breon and Simpson absent. Mayor approved the ordinance and it is numbered 5186. II An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with H. J. Taylor Construction Company for the con- struction of certain curbing, guttering and paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance andsale of bonds." A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Cedar Street from the west line of College Street to the east right-of-way line of Missouri Pacific Railroad." On motion of Commissioner Noyce the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore and Noyce (3) Nays: (0) Commissioners Breon and Simpson absent. Mayor approved the resolution and it is numbered 951. The above resolution is recorded in full on Page 339 Resolution Book Number 3. A resolution was introduced entitled: "A Resolution providing for the appropriation of certain real property for public use." On motion of Commissioner Moore the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore and Noyce (3) Nays: (0) Commissioners Breon and Simpson absent. Mayor approved the resolution and it is numbered 952. The above resolution is recorded in full on Page 340 Resolution Book Number 3. City Engineer reported that he had made a survey, description and plat of the land referred to in Resolution No. 952, providing for the extension of storm sewer system. An ordinance was introduced for first reading entitled: "An ordinance providing for the condemnation of certain land for public use in tLe extension of the storm sewer system of the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claim." On motion of Commissioner Noyce the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore and Noyce (3) Nays: (0) Commissioners Breon and Simpson absent. Mayor approved the ordinance and it is numbered A-349. A resolution was introduced entitled. "A Resolution relating to the issuance of Temporary Note in the amount of $3435.41." On motion of Commissioner Moore the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore and Noyce (3) Nays: (0) Commissioners Breon and Simpson absent. Mayor approved the resolution and it is numbered 953• The above resolution is recorded in full on Page 3411 Resolution Book Number 3- A petition was presented asking for the location of a street light on Seventh Street between Walnut Street and Mulberry Street. Petition was referred to the City Manager. Application for Cereal Malt Beverage License was presented as follows: _ GENERAL RETAILER CLASS_"B" INDIVIDUAL __ Application No. Name of Applicant Name and Locaition of Place of Business 66 Andrew Chrisbens Hill's Buffet 217 North Santa re Avenue. Commissioner Moore moved that application be approved and license granted. Motion adopted. D 1 1 1 u City Engineer submitted his approval for the paving of the alley lying east of Eighth Street from Iron Avenue to Ash Street, and the alley lying east.of Eighth Street from Walnut Street to 520 feet north of Walnut `'treet, as follows: Salina, Kansas September 24, 1946 To the Hon. Mayor, and Board of City Commissioners, City of Salina, Kansas. Gentlemen: The excavation, paving and otherwise improving the alley east of Eighth Street from Iron to Ash and the alley east of Eighth Street from Walnut to 520 feet north, both known as contract Job 225, constructed by Brown and Brown, Inc. Salina, Kansas, under contract dated July 15, 1946 has been completed and final inspection made by this office. I have found the work has been performed in com- pliance with the plans and specifications of said contract, and 1 therefor recommend that the work be accepted. Respectfully submitted, H. F. Harper City Engineer. Commissioner Noyce moved that work be accepted by the Board of Commissioners. Motion adopted. City Engineer submitted Final Estimate for the paving of the alley lying east of Eighth Street from Iron Avenue to Ash street, and alley lying east of Eighth Street from Walnut `'treet, 520 feet north of Walnut Street. Commissioner Noyce moved that same be approved by the Board of Commissioners. Motion adopted. Perry H. Fyffe asked permission to transfer his Beer License Number 8521 from 219 North Santa Fe Avenue to 121 South Fifth Street. Commissioner Moore moved that permission be granted subject to approval of Health Officer. motion, adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore and Noyce (3) Nays: (0) Commissioners Breon and Simpson absent. Mayor approved the ordinance and it is numbered A-350. Commissioner Noyce moved that the Board of Commissioners meet October 8, 1946 instead of October 7, 1946. Motion adopted.
