Meeting was c alled to order by Mayor Price, t e roll was called and Commissioners Price, Breon, Moore and Noyce and City Attorney Clark responded. Commissioner Simpson absent. The minutes of the Reg lar Meeting of September 16, 1946 were read and ap- proved as read. lows: Application for taxicab drivers license for the year 1946 received as fol - Lawrence Phillips On motion of Commissioner Breon application was rejected by the Board of Commissioners. Motion adopted. Commissioner Breon moved that application of M. F. Lippold for building permit to erect a residence of Lots 3 and 4, Block 5, Beverly Manor be granted, providing he makes the garage a part of the house. Motion adopted. T. A. Williams was granted permission to move a house across the Iron Avenue Bridge. House being moved from the country to 117 East Ellsworth Avenue in the City of Salina and belongs to W. R. Johnson. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Lincoln Avenue from the east side of Tenth Street to the west side of Ninth Street." On motion of Commissioner Breon the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Price, Breon, Noyce and Moore (4) Nays: (0) Commissioner Simpson absent. Mayor approved the resolution and it is numbered 948• The above resolution is recorded in full on Page 336 Resolution Book Number 3. A Resolution was introduced for second reading entitled: "A Resolution relating to the concrete paving of Eighth Street from the south line of Woodland Avenue to the south line of Pacific Avenue." On motion of Commissioner Breon the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: k0) Commissioner Simpson absent. Mayor approved the resolution and it is numbered 949. The above resolution is recorded in full on Page 337 Resolution Book Number 3. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Pacific from the west side of Tenth Otreet to a line 70 feet west of the west line of Ninth Street." On motion of Commissioner Breon the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mausoleum Deed for the sale of Companion Crypt Number 4-E to Maude Housel was presented, and on motion of Commissioner Moore approved by the Board of Commission- ers. Motion adopted. Airport Lease was entered into between the City of Salina, Kansas, and Clark A. `Pate, C. I. Aspegren, Muriel M. Aspegren and Elizabeth B. Tate. On motion, the Mayor was authorized to sign Lease on behalf of the City of Salina. -- No one appeared to protest against the rezoning of Lots 7, 9, 11, 13, 15, 17 and 19 on Kirwin Avenue, in the Grounds of Kansas Wesleyan University Addition from Class "A" Residential to Class "B" Emergency." An ordinance was introduced for first reading entitled: "An ordinance amending Ordinance No. 3188 of the City of Salina, and creating, regulating and restricting a temporary zone and regulating and restricting the location, erection, alteration and repair of buildings designed for the specified use; and regulating and restricting the use of land with said temporary zone, and establishing regulations relating thereto,acid temporarily excluding certain land from Class "A" Residential District as defined by Ordinance No. 3188, and including said land in said temporary zone, and prescribing a penalty for the violation of its terms." Ordinance was referred to the Board of Commissioners. Commissioner Breon moved that Audit Contract for the year 1946 be awarded to D. N. Turner, providing that work be completed not later than May 1, 1947. Motion adopted. City Manager reported favorably on petition asking for the curbing and guttering of Cedar Street from College Avenue to the right-of-way line of Missouri Pacific Railroad. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Cedar Street from the west -- line of College street to the east right of -way line of Ylissouri Pacific Railroad." Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Cors truction Company, for the construction of certain curbing, guttering, paving and grading improvements on certain streets in the City of Salina, and providing for the issuance of temporary Notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance w4s referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering, paving and gradin; improvements on certain streets in the City of Salina, and providing for the issuance of tem- porary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirmirg a contract with the H. J. Taylor Construction Company for the construction of certain curbing, guttering and grading improvements on certain streets in the City of Salina, and providing for the issuance of tempo- rary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. Delegation appeared before the Board of Commissioners regarding noise of miniature racing cars in Kenwood Park. The matter was referred to the City Manager to work out reconciliation for all parties concerned. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
