COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
SEPTEMBER 16,1946
Regular Meeting of the Board of Commissioners September 16, 1946. Meeting
was called to order by Mayor Price, the roll was called and Commissioners Price,
Breon, Moore, Noyce and Simpson responded. City Attorney Clark absent.
The minutes of the Regular Meeting of September 91 1946 were read and
approved as read.
Pursuant to notice published in the Salina Journal bids werereceived for
the paving of:
WOODLAND AVENUE from Santa Fe Avenue to Seventh Street,
OAKDALE AVENUE from Johnstown Avenue to Ash Street,
KIRWIN AVENUE from Ninth Street to Santa Fe Avenue,
CLARK STREET from State Street to Walnut Street, and
ASH STREET from Missouri Pacific Right-ofway to U. S. Highway 81 By -Pass,
For the Curbing, guttering and paving of:

City Engineer's Estimate of Cost in the amount of 4124,100.00 was read.
Bids were tabulated by the City Engineer.
Commissioner Noyce moved that contract be awarded to H. J. Taylor Construction
Company, Salina, Kansas, as per bid submitted, in the amount of $123,856.10, and
that the Mayor be authorized to sign contract on behalf of the City of Salina for such
improvements, in accordance with such proposal and the form of contract and specifi-
cations attached thereto and referred to therein, and that checks be returned to the
unsiiccessful bidders. Motion adopted.
Applications for taxicab drivers license for the year 1946 received as
follows:

Commissioner Breon moved that taxicab drivers applications received from
C. N. Young, Chas. V. Gleason, Chester W. Caldwell and Earl L. Davis be approved
and license granted. Motion adopted.
Commissioner Moore moved that application received from Walter G. Wigleworth
be approved and license granted. Motion adopted.
Commissioner Moore moved that application received from Wm. E. Fishburn be
held over for investigation as to residence. Motion adopted.
Commissioner Moore moved that application received from Ben Partch be rejected
j by the Board of Commissioners. Motion adopted.

Application for taxicab license for the year 1946 received from Florence
Allington and Clyde B. Allington. Commissioner °reon moved that application be
rejected. Motion adopted.
Mrs. Ethel May Anstine asked permission to move a box -car to Lot 41 Block 14,
Riverside Park Addition (325 Des Moines ('venue). Matter was held over for investi-
gation.
M. F. Lippold asked for building permit to erect a building on Lots 3 and 4
Block 5, Beverly Manor. On motion of Commissioner Simpson same was held over
for investigation.
Larry Gutsch appeared before the Board of Commissioners requesting his peti-
tion for the inclusion of Morningside Addition in the Cit limits be withdrawn for
the present, and to return abstract and all papers to him. Request granted.
Mausoleum Deed for the sale of Crypt Number 151 in the Hillcrest Memorial
Mausoleum, to Robert N. Howard was presented, and on motion of Commissioner Simpson
approved by the Board of Commissioners. Motionadopted.

An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain land in the City of Salina in "C" Commercial
District, as defined by Section 5 of Ordinance No. 3188, and the exclusion of certain
additional land from "C" Commercial District, as defined by Section 5 of said ordinance
and the inclusion ti.ereof in the "D" Light Industrial District, as that district is
defined by Section 6 of said ordinance and providing for the proper uses of each
thereof."
On motion of Commissioner Simpson the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered 5185.
A resolution was introduced for first rreading entitled: 'tA resolution
relating tot he paving and grading of Lincoln Avenue from the east side of Tenth
Street tothe west side of Ninth Street." Resolution was referred to the Board
of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the concrete paving of Eighth Street from the south line of Woodland
Avenue to he south line of Pacific Avenue." Resolution was referred to the Board
of Commissioners.
A resolution was introduced for first reading entitled: "A resolution relating
tothe curbing, guttering, paving and grading of Pacific from the west side of Tenth
Street to a line 70 feet west of the west line of Ninth Street." Resolution was
referred to the Board of Commissioners.
Corporation Quit-Claiw.,Deed from the City of Salina to H. A. Scott covering
a tract of ground described as follows, was presented:
A tract of land in Block 11, Leavenworth Addition, Cit of Salina, Kansas,
more accurately described as follows: "Beginning at the point of intersection of
the north line of Walnut Street and the west line of Olive Street; thence west on
the north line of Walnut Street one hundred thirty-three (133) feet; thence north
t thirt -eight (38) feet tothe center line of original channel of Dry Creek; thence
in a northeasterly direction along the original center line of Dry Creek one hundred
eighty-two (182) feet more or less to a point on the west line of Olive street
seventy-eight (78-) feet to the point of beginning, containing .183 acres, more or
j less."
Commissioner Breon moved that Deed be approved by the Board of Commissioners.
Motion adopted.
A petition waspresented protesting against the unnecessary noise caused
by the Miniature Race Gars in Kenwood Park. Petition was referred to the City
Manager.

Drawings for the erection of an Auto Body Shop on Lot 20, Block 22,
E. M. I. Addition was presented from Milo Applebee. Referred to the City Plan-
ning Commission.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Breon the ordinance was read nd adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-3116.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of a certain claim."
On motion of CommissionerSimpson ttie ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-317.
A resolution was introduced entitled: "A Resolution relating to the issuance
of Temporary Note in the amount of $2556.71."
On motion of Commissioner Simpson the resolution was adopted as read and
on its final adoption t:e roll was called and the following vote was had;; Ayes:
Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved the reso-
lution and it is numbered 9117.
The above resolution is recorded in full on Page 335 Resolution Book
Number 3.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Noyce the ordinance was read and adopted by
sections and on its finaladoption t e roll was called and the following vote was had;
Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered A-318.
City Engineer submitted plans and specifications and estimate of cost for
the paving of the following described alleys:
Alley lying between Santa Fe Avenue and Fifth Street from Iron
Avenue to Walnut Street;
Alley lying between Fourth Street and Fifth ''treet from Walnut
Street to Iron -"venue; and
Alley lying between Santa Fe Avenue and Fifth Street from Ash
Street to east and west alley connecting Fifth
Street and Santa Fe Avenue.
On motion of Commissioner Simpson same were approved by the Board of
Commissioners and the City Glerk was instructed to advertise for bids to be
received up to and including Monday, September 30, 1916, at 7:30 o'clock P. M.
Motion adopted.
On motion of Commissioner Breon the Board of commissioners adjourned. I%
