09-09-1946 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. SEPTEMBER 9, 1946 Regular Meeting of the Board of Commissioners September 9, 1946. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Breon Moore, Noyce and Simpson and City Attorney Clark responded. The minutes of the Regular Meeting of September 3, 1946 wereread and approved as read. Vohn Ohlemier appeared before the Board of Commissioners and stated that he could not get a Mgster Plumbers License through the Plumbers Examining Board. Mayor told him the Board of Commissioners would check the matter. Meadows The Viceroy 347 North Seventh Street Commissioner Noyce moved that application be rejected by the Board of Commis- sioners. Motion adopted. Partial estimate in the amount of $2556.71, for Brown and Brown Construction Company, Inc., for the paving of alley east of Eighth Street from Ash Street to Iron Avenue, and alley east of Eighth Street from Walnut Street north 589 feet was pre- sented, and on motion of Commissioner Simpson approved b; the Board of Commissioners. Motion adopted. City Planning Commission recommended the rezoning of Lots 1 and 12, Surveyors Plat 31, from "A" Residential to "E" Heavy Industrial District. Commissioner Noyce moved that report be accepted by the Board of Commissioners. Motion adopted. City Planning Commission recommended that a permit be issued to Milo Applebee to erect an auto body shop on Lot 20, Block 22, E. M. I. Addition, if building to be erected will be of residential type. Action on report held over. City Planning Commission recommends ti.at a building permit be issued to Roscoe Stith to add to the store building at 215 West Crawford Avenue if he makes the addition as near as possible to residential appearance. Commissioner Noyce moved that recommendation be accepted by the Board of Commissioners. Motion adopted. A petition was presented asking for the paving of Lincoln Street from Ninth Street to Tenth Street. Referred to the City Manager. A petition was presented asking for the curbing, guttering and paving of Pacific Street from Tenth Street to alley lying between Ninth and Tenth 6treets. Referred to the City Manager. A petition was presented asking for the paving of Eighth Street from Woodland Avenue to Pacific Avenue. Referred to the City Manager. Trust Deed, wits a deposit of $75.00 was presented from L. F. Beil, Agent for Warren P. Godfrey, for the perpetual care of the South 1/2 of Lot 23, Block 11 Gypsum Hill Cemetery, Salina, Kansas. Commissioner Simpson moved that Deed be approved by the Board of Commissioners and that the City Treasurer be instructed to place deposit in the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of Salina, Kansas. Motion adopted. No one appeared to protest against the rezoning of Lots 7 and 9. Block 3, Pacific Addition from "A" Residential to "C" Commercial District; and for the rezoning of Lots 1, 3, 5, 7, 9, 11, 13, 15, 17, 19 and 21, Block 3, North Park Addition from "C" Commercial to "D" Light Industrial District. An ordinance was introduced for first reading entitled: "An ordinance providing for the inclusion of certain land in the City of Salina in "C" Commercial District, as defined by Section 5 of Ordinance No. 3188, and the exclusion of certain additional land from "C" Commercial District, as defined by Section 5 of said ordinance and the inclusion tiereof in the "D" Light Industrial District, as that district is defined by Section 6 of said ordinance and providing for the proper uses thereof." Ordinance was referred to the Board of Commissioners. 1 1 It City Engineer submitted plans and specifications and estimate of cost for the construction of Storm Sewer Number 25. On motion of Commissioner Noyce same were approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids for such work to be received up to and including Monday, October ! 14, 1946 at 7:30 o'clock P. M. Motion adopted. Commissioner Moore moved that Layne -Western Company drill a well on the Beil farm west of town. Motion adopted. Mayor Price appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser, Jr., i to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of the following improvements: j For the paving of the following streets: WOODLAND AVENUE from Santa Fe Avenue to Seventh Street, OAKDALE AVENUE from Johnstown Avenue to Ash Street, KIRWIN AVENUE from Ninth Street to Santa Fe Avenue, CLARK STREET from State Street to Walnut Street, ASH STREET from Missouri Pacific Right -of -Way to U. S. Highway 81 By -Pass, For the curbing, guttering and paving the following Streets: OAKDALE AVENUE from Iron Avenue to Johnstown Avenue, FRONT STREET from North Street to Lincoln Avenue, GRAND AVENUE from Santa Fe Avenue to Eighth Street, TWELFTH STREET from Morrison Avenue to Washington Avenue, WOODLAND AVENUE from Seventh 'Itreet to Ninth Street, WALNUT STREET from Missouri Pacific Right -of -Way to Clark Street, GYPSUM AVENUE from Delaware Avenue to Missouri Avenue. ALLEY lying between Fourth Street and Fifth Street from Walnut Street to Iron Avenue. On motion of Commissioner Dreon appointments were confirmed by the Board of Commissioners. Motion adopted. 1 Commissioner Simpson moved that City Manager be authorized to meet the Payroll of Jeptember 15, 1946. Motion adopted.
