09-03-1946 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA) KANSAS. SEPTEMBER 3, 194 Regular Meeting of the Hoard of Commissioners September 3, 1946. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Breon, Moore, Noyce and City Attorney Clark responded. Commissioner Simpson absent. The minutes of the Regular Meeting of August 26, 1946 were read and approved as read. Commissioner Breon moved that the City Manager be authorized to sell and cause to be conveyed to Howard Scott, land at the intersection of Walnut Street and By -Pass, and to procure lot at end of Spruce and Clark; also to convey land to Ho-kard Sbott by quit -claim deed for the amount of $350.00. Carried. A petition was presented asking for the curbing and guttering of Cedar Street from College Avenue west to Missouri Pacific Right -of -Way. Referred tot he City Manager. A resolution was introduced entitled: "A resolution providing for the acceptance of and directing the City Manager of Salina, Kansas, to execute a certain contract for and on behalf of the City of Salina." On motion of Commissioner Noyce, seconded by Commissioner Moore the reso- lution was adopt4d as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved the resolution and it is numbered 946. The above resolution is recorded in full on Page 334, Resolution Book Number 3. An ordinance was introduced for second reading entitled: "An ordinance providing for the construction of a certain storm sewer in the City of Salina, to b e designated as Storm Sewer No. 25, and providing for the letting of contract for such construction and for the payment of the cost thereof." On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5181. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of certain portions of Eighth Street and Teague Street in the City of Salina, and providing for the reservation of easements therein." On motion of Commissioner Breon t e ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5182. An ordinance was introduced for second reading entitled: "An ordinance providing for, authorizing and confirming the construction of a certain building so that it protrudes into Pacific Avenue in the City of Salina, Kansas, as that street is laid out and dedicated in said City." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5183. An ordinance was introduced for second reading entitled: "An ordinance providing for the paving and grading of a certain north and south public alley between Santa Fe Avenue and Fifth Street from the south line of Iron Avenue to the north line of Walnut Street, and for the paving and grading of a certain north and south public alley kvetween Santa Fe Avenue and Fifth Street from the north line of Ash Street, thence north tothe south line of a certain east and west public alley connecting Santa Fe Avenue and Fifth Street; and for the paving and grading of a certain norti and south public alley between Fourth Street and Fifth Street from the north line of Walnut Street to the south line of Iron Avenue J. and pro- viding for the cost thereof, how the cost thereof shall be assessed and the manner of payment thereof." On motion of Commissioner Breon t e ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5184. I� I J I� A petition was presented from Salina Concrete Products Company, asking for the rezoning of Lots 1 and 12, Surveyor's Plat 31, City of Salina, Kansas Referred to City Planning Commission. Application Number 740 for Building Permit for addition to building located on the East 43 feet of Lot 1, Block 1, Bond's Addition (215 West Crawford) was pre- sented from Roscoe Stith. Referred to City Planning Commission. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Breon the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, breon, Moore and Noyce (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered A-345. Commissioner Moore moved that the City Manager be irs tructed to investigate present Municipal Airport as to requirements to make it usable for commercial planes.
