08-26-1946 Minutes5 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 26, 1946 Regular Meeting of the Board of Commissioners August 26, 1946. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Breon, Moore, Noyce and Simpson and City Attorney Clark responded. The minutes of the Regular Meeting of August 19, 1946 were read and approved as read. Applications for taxicab drivers license for the year 1946 received as fol- lows: James H. Bagley, Jr., Jim J. Fairbanks Commissioner Noyce moved that application received from James H. Bagley, Jr., be approved and license granted. Motion adopted. Commissioner Moore moved that application received from Jim J. Fairbanks be approved and license granted. Motion adopted. Lease was entered into between the City of Salina, Kansas, and Clark A. Tate and C. I. Aspegren, d/b/a Salina Aircraft Sales and Flight Service. Commissioner Moore moved that Mayor be authorized to sign Lease on behalf of the City of Salina. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $5,475.41 to pay the cost of improving certain streets in said City, to be designated as Series P-134." On motion of Commissioner Breon the ordinance was read and adopted by sections I and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved the ordi- nance and it is numbered 5177. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $11,343.44 to pay the cost of constructing certain lateral sanitary sewers in the City of Salina, Kansas, vhich bonds shall be designated as Series No. S-135." On motion of Commissioner Simpson the ordinance wasread and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Moore, Breon, Noyce and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5178. I An ordinance was introduced for second reading entitled: "An ordinance author- izing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $28,934.70 to pay the cost of improving certain streets in said City to be designated as Series No. P-136." On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore) Noyce and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5179. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $14,220.23 to pay the cost of constructing a main sanitary sewer and certain lateral sanitary sewers in the City of Salina, Kansas, which bonds shall be designated as Series No. S-137." On motion of Commissioner Noyce the ordinance was read and adopted by secti6ns and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5180. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the construction of a certain storm sewer in the City of Salina, to be designated as Storm Sewer No. 25, and providing for the letting of contract for such construction and for the payment of the cost thereof." Ordinance was referred to the Board of Commissioners. A petition was presented asking for the rezoning of the West 125 feet of Lots 7 and 91 Block 1, Replat of Beebe's Addition from "A" Residential to "B" Residential. Referred to the City Planning Commission. T Application Number 727 for Building Permit was presented from Milo Applebee for -Cie erection of a building on Lot 20, Block 225 E. M. I. Addition. Referred to the City Planning Commission. Acceptance of City Planning Commission's letter for vacation of a portion of Eighth Street and Teague Street, with easement for utilities. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the vacation of certain portions of Eighth Street and Teague ��Street tr n thee City of Salina, and providing for the reservation of easements therein. was referred to the Board of Commissioners. A petition was presented asking for the construction of a sidewalk on the east side of Eleventh Street from Wilson Street to Republic Avenue. Referred to the City Manager. Permitting encroachment of eighteen inches on Pacific Street (Lot 1, Block 5, Woodland Addition). An ordinance was introduced for first reading entitled: "An ordinance providing for authorizing and confirming the construction of a certain building so that it protrudes into Pacific Avenue in the City of Salina, Kansas, as that street is laid out and dedicated insaid City." Ordinance was referred to the Board of ` Commissioners. City Engineer submitted plans and specifications and estimate of cost for the grading and paving of: Woodland Avenue from Santa Fe Avenue to Seventh Street, Oakdale Avenue from Johnstown Avenue to Ash Street, Kirwin Avenue from Ninth Street to Santa Fe Avenue, Clark Street from State Street to 6alnut Street, Ash Street from Wissouri Pacific R%W to U. S. Highway 81 By -Pass. On motion of Commissioner Breon same were approved by the Board of Commis- sioners and the City Clerk was instructed to advertise for bids to oe received up to and including Monday, September 16, 1946 at 7:30 o'clock P. M. City Engineer submitted plans and specifications and estimate of cost for the curbing and guttering of: Frost Street from Ninth Street to Tenth Street, Seventh Street from Grand Avenue to Woodland Avenue, Franklin Street from Merrill Street to Hancock Street, Woodlawn Avenue from Ninth Street to west City limits, Eleventh Street from Claflin Avenue to Cloud Street, North side of Cloud Street from Ninth Street to west city limits, West side of South Court Place from Ellsworth Avenue to Jewell tivenue, Wilson Street from Tenth Street to Eleventh Street, Penn Avenue from Smoky Hill Drive to Gypsum tivenue, North side of Franklin from Eleventh Street to Sherman Street, Illinois Street from Sherman Street to Sheridan Street, North Street from Second Street to Front Street, Third Street from Pacific Avenue to Forest Avenue, Twelfth Street from Lincoln avenue to Grand tivenue, Lincoln Avenue from Twelfth Street to Thirteenth Street, Tenth Jtreet from Harsh Street to Hamilton Avenue, Funston Avenue from Ellsworth Avenue to Jewell tivenue, North Street from Fourth Street to Second Street, and Eighth Street from Otis Avenue to Antrim avenue, On motion of Commissioner Moore same were approved by the Board of Com- missioners and the City Clerk was instructed to advertise for bids to e received up to and including Monday, September 16, 1946 at 7:30 o'clock P. M. Motion adopted. t 1 1 U 1 An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the paving and grading of a certain north and south public alley between Santa Fe Avenue and Fifth Street from the south line of Iron Avenue to the north line of 6 al nut Street and for the paving and grading of a certain north and south public alley between Santa Fe Avenue and Fifth Street from the north line of Ash Street, thence north to the south line of a certain east and west public alley connecting said Santa Fe 'venue and Fifth street; and for the paving and grading of a certain north and south public alley between Fourth Street and Fifth Street from the north line of Walnut Otreet to the south line of Iron moven ue, and providing for the cost thereof, how the cost thereof shall be assessed and the manner of payment thereof." Ordinance was referred to the Board of Commissiom rs. Commissioner Moore moved that Well Driller drillvell close to oil well west of City and case it up and make test as to purity, softness and vblume. City Manager to make report on costs, etc. Motion adopted. Commissioner Simpson moved that the City Manager meet the Payroll of August 31, 1946. Motion adopted. D. N. Turner filed his Audit Report for the year 1915. On motion of Commissioner Breon the Board of Commission rs adjourned to meet in regular session, Tuesday, September 3, 1946 on account of Monday, September 2nd, being Labor Day. City Clerk
