Regular Meeting of the Board of Commissioners August 19, 1946. Meeting
was called to order by Mayor Price, the roll was called and Commissioners Price ,
j Moore, Noyce and Simpson and City Attorney Clark responded. Commissioner Breon
absent.

12, 1916, August 15, 1946 and
II August 16, 1916 were read and approved as read.
The City Planning Commission reported favorably on petition presented from
the Kansas Wesleyan University asking for the rezoning of Lots 9, 11, 13, 15, 17
and 19, on Kirwin Avenue in the Grounds of the Kansas 4Yesleyan University, from
Class "A" Residential to Class "B" Emergency.
Rev. H. J. Root and L. M. Cooke were present and discussed the above
` proposition with the Commissioners.
Commissioner Noyce moved that report be accepted by the Board of Commission-
ers, and that the City Clerk give notice in the official City paper tL at a public
hearing will be granted to any persons interested ins aid proposed changes or amend-
ments at 7:30 o'clock P. M. Monday, September 23, 1946, in the Commissioners'
Meeting Room, City Hall, Salina, Kansas, at which time written protests as provided
by law will be considered by the Board of Commissioners. Motion adopted.
Application Number 670 asking for building permit was presented and tabled
to some future date.
I A petition was presented asking for the curbing and guttering of Hancock
i� Street from Venango Street to Republic Avenue. Referred to the City Manager.
An ordinance was introduced for second reading entitled: "An ordinance
making a levy of taxes for general revenue and other purposes by the City of Salina,
Kansas, for the year 1947."
On motion of Commissioner Noyce the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Moore, Noyce and Simspon (4) Nays: (0) Commissioner Breon absent.
Mayor approved the ordinance and it is numbered 5170.
An ordinance was introduced for second reading entitled: "An ordinance
levying special assessments against certain property to pay the cost of cutting
weeds on certain lots and part of lots, and the parkways abutting thereon in the
City of Salina."
On motion of Commissioner Simpson t e ordinance was read and adopted by
sections and on its f-inal adoption the roll was called and the following vote was
had; Ayes: Price, Moore, Noyce and Simpson (4) Nays: (0) Commissioner Breon
absent. Mayor approved the ordinance and it is numbered 5171.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with Brown and Brown Construction Compaany,
Inc., for the paving of certain public alleys in the City of Galina, and providing
for the issuance of temporary notes to pay the cost thereof pending the issuance
f amd sale of bonds."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Moore, Noyce and Simpson (4) Nays: (0) Commissioner Breon

A resolution was introduced for second reading entitled: "A resolution
relating to the curbing, guttering and paving of Minneapolis Avenue from the east
line of Osborne Street to 125 feet east."
On motion of Commissioner Noyce the resolution was read and on its final
adoption the roll was called and the following vote was had; Ayes: Price, Moore,
Noyce and Simpson (4) Nays: (0) Commissioner Breon absent. Mayor approved the
resolution and it is numbered 942.

Three.
A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing and guttering and grading of Franklin Street from the
east line of Custer Street to he west line of Sherman Street."
On motion of Commissioner Noyce the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes:
Price, Moore, Noyce and Simpson (4) Nays: (0) Commissioner Breon absent. Mayor
approved the resolution and it is numbered 943.

A resolution was introduced for second reading entitled: "A resolution
relating to the curbing and guttering of Osborne Street from the south line of
Republic Avenue to the north line of Cloud Avenue; and relating to the curbing
and guttering of Ellsworth Avenue from the east line of Osborne Street to 125
feet East; and relating to the curbing and guttering of the south side of Kirwin
Avenue from the east side of Osborne to the west side of Fourth Street, and
both sides of Kirwin Avenue from the east line of Osborne Street to 260 feet
East."
On motion of Commissioner Simpson the resolution was adopted as read and
on its final adaption the roll was called and the following vote was had; Ayes:
Price, Moore, Noyce and Simpson (4) Nays: (0) Commissioner Breon absent.
Mayor approved the resolution and it is numbered 944.

Commissioner Moore moved that 51% of propert- owners sign petition for
the curbing and guttering and paving of Pacific Street, west of intersection of
Pacific and Tenth Street, before any action is taken by the Board of Commissioners.
Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance --
providing for the grading and paving of Woodland Avenue from the west line of
Santa Fe Avenue to the east line of Seventh Street; for the grading and paving of
Oakdale Avenue from the south line of Johnstown Avenue to the south line of
Ash Street; for the grading and paving of__Kirwin Avenue from the east line of
Ninth Street to the west line of Santa Fe Avenue; for the grading and paving of
Clark Street from the south line of State Street to the north line of Walnut
Street; for the grading and paving of Ash street from the east line of Missouri
Pacifkc Railroad Right-of-way to the east right-of-way line of U. S. highway 81
By -Pass; and providing for the cost thereof, and kdaw the same shall be assessed,
and the manner of payment thereof."
On motion of Commissioner Noyce the ordinance was read and adopted by
sections and on its final a doption the roll was called and the following vote was
had; Ayes: Price, Moore, Noyce and Simpson (4) Nays: (0) Commissioner Breon
absent. Mayor approved the ordinance and it is numbered 5173•
An ordinance was introduced for second reading entitled: "An ordinance
providing for the curbing, guttering, paving and grading of_Oakdale Avenue from the
north line of Iron Avenue to -,he south dine of Johnstown Avenue; for the curbing,
guttering, paving and grading of Front Street from the south line of North street
to the north line of Lincoln Street; for the curbing, guttering, paving and grading
of Urand Avenue from the west line of Santa Fe Avenue to the west line of Eighth
Street; for the curbing, guttering, paving and grading of Twelfth Street from the
south line of Morrison Avenue to the north line of Washington Avenue; for the
curbing, guttering, paving and grading of Woodland Avenue from the east line of
Seventh Street to the east line of Ninth Street; forrthe curbing, guttering, paving
and grading of Walnut Street from the east line of Missouri Pacific Right-of-way
or end of existing paving, thence west across said railway tracks to the west line of
Clark Street running north from Walnut Street; for the curbing, guttering, paving
and grading of Gypsum Avenue from the east line of Delaware Avenue to the east

nance and it is numbered 5176.
An ordinance was introduced for first reading entitled: "An ordinance
authorizing and providing for the issuance of Improvement Bonds of the City of
Salina, Kansas in the sum of $5,475.41, to pay the cost of improving certain streets
ins aid City to be designated as Series P-134." Ordinance was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for and authorizing the issuance of Improvement Bonds of the City of
Salina, Kansas, in the sum of $11,343-44 to pay the cost of constructing certain
lateral sanitary sewers in the City of Salina, Kansas, which bonds shall be desig-
nated as Series No. S-135." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first' reading entitled: "An ordinance
aut orizing and providing for the issuance of Improvement Bonds of the `pity of
Salina, Kansas, in the sum of $28,934.70 to pay the cost of improving certain streets
in said City to be designated as Series No. P-136." Ordinance was referred to
the Board of Commissioners.
I An ordinance was introduced for first reading entitled: "An ordinance
providing for and autiorizing the issuance of Improvement Bonds of the City of
Salina, Kansas, in the sum of $14,220.23 to pay the cost of constructing a main
sanitary sewer and certain lateral sanitary sewers in the City of 0alina, Kansas,
which bonds shall be designated as Series No. 5-137." Ordinance was referred
to the Board of Commissioners.
A communication was presented from M. A. Dawson requesting the City to
transfer his Airport Lease to C. I. Aspegren and C. A. Tate.
A communication was presented from C. I. Aspegren and C. A. Tate inform-
ing the City of their negotiation for the purchase of the airplane business owned
by M. A. Lawson, which is being conducted on the Munic pal Airport.
On motion of Commissioner Simpson the City Manager was instructed to
draw up a lease witri Aspegren and Tate, to be presented at the next meeting of the
Board of Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson t e ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had:
Ayes: Price, Moore, Noyce and Simpson (4) Nays: (0) Commissioner Breon
absent. Mayor approved the ordinance and it is numbered A-342.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claim."
