COMMISSIONERS PROCEEDINGS,. SPECIAL MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS.
JULY 21, 1932.
Special meeting of the Board of Commissioners July 21st, 1932.
Meeting was called to order by Mayor Stevenson, the roll was called
and Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth
and City Attorney Norris responded.
Meeting was held for the purpose of acting on the appraisers
reports for the curbing Ind guttering north side of Republic Avenue ;
and for improving Ninth_ treat from Jewell Avenue to71 !dam rem`
The appraisers report for the curbing and guttering north side
of Republic Avenue from Ninth Street to Tenth street was taken up
and read as follows:

severally sworn according to law, each for himself, does hereby

to special assessment for the cost of curbing and guttering the
north side of Republic Avenue from the west line of Ninth treet to
the east line of Tenth treet as more particularly described and pro-
vided for in Ordinance No..4174 of the City of Salina, Kansas; and
that each of us will to the best of. our ,judgment and ability make a
true and impartial appraisement-of all the lots and pieces of ground
abutting on such respective street as above mentioned without regard
to the buildings or improvements thereon for the distance improved,
as set forth and designated by the Board of Commissioners in the
ordinance above mentioned. So help us God..

improving of certain portions of Ninth street from Jewell Avenue
to center line of Cloud street be adopted as read, and on its final

Regular meeting of the Board of Commissioners July 21st, 1932.
Meeting was called to order by Mayor Stevenson, the roll was called mad
Commissioners Stevenson, Benfield, Morey, Pafford and Spaeth and City
Attorney Norris responded.
An ordinance was introduced for second reading entitled: "An
ordinance ratifying and confirming a contract with H. J. Taylor Con-
struction Company for the construction of certain curbing, guttering
and paving Improvements on certain streets in the City of Salina, and
providing for the issuance of Temporary Notes to pay the cost thereof
pending.the issuance and sale of bonds."
On motion of Commissioner Spaeth the ordinance was read and
adopted by sections and on its.final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Benfield, Morey, Paf-
ford and Spaeth (5) Nays: (01 Mayor approved the same and is num-
bered 4186.
t An ordinance was introduced for second reading.entitled: "An
ordinance relating to and apportioning and levying special assessment*
on certain lots and pieces of ground in the City of Salina to pay
the cost of curbing and guttering the .south side of Jewell Avenue
between Tenth Street and Eleventh Street in the City or Salinas Kansas,
and relating to and,providing for the collection and payment of such
assessments."
On motion of Commissioner Benfield the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Aa: Stevenson,_ Bonfield, Morey, Paf-
.ford and Spaeth (5) Nays: (O Mayor approved the same and is num-
bered 4187.
An ordinance was introduced for first reading entitled: "An
ordinance relating to and apportioning and levying special assessments
on certain lots and pieces of ground in the City of Salina to pay the
cost of curbing, guttering and paving Front Street from the south line
f Walnut Street, south to the Smoky gill River in -the City of Salina,
ansas, and relating "to and providing for the collection and payment
of such assessments.
On motion of.Commissioner Spaeth same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance relating to and apportioning and levying special assessments
on certain lots and pieces of ground in the City of Salina to pay the
cost of curbing and guttering the north side of Republic Avenue from
the west line of Ninth street to the east line or Tenthree the
City of Salina, Kansas, and relating to and providing: for the collection
and payment of such assessments."
On motion of Commissioner Morey same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance relating to and apportioning and levying special assessments
on certain lots and pieces of ground in the City of Salina to pay the
cost of improving certain portions of Ninth Street from the south line
of Jewell Avenue to center line of Clo-ud-ST-r-ee-f-M-The City of Salina,
Kansas, and relating to and providing for the collection and payment
of such assessments."
On motion of Commissioner Pafford same was referred to the
i Board of Unr issioners.
i An ordinance was introduced for first reading entitled: "An
ordinance repealing.Ordinance Number 4178 of the City of Salina."
On motion of Commissioner Benfield same was referred to the
f� Board of Commissioners.
I City Engineer filed final estimate for curbing and guttering
north side of Republic Avenue from Ninth street to Tenth Street; and
for improving certain portions of Ninth Street from Jewell Avenue to
i center line of Cloud Street, and on motion of Commissioner Spaeth
same were approved by the Board of Ccsmnissioners.
Taxicab application and policy received from S. H. Buell.

Commissioner Benfield moved that license be granted and policy
approved by the Board of Commissioners, and on its final adoption the

The following communications were received from the City
Planning Commission:
Salina, Kansas. July 14, 1932.
The City Planning,Commission met in regular session in the
Chamber of Commerce rooms at 5:00 P. M. i
Members present: Frank Dyar, Chas. Bron, Goo, Robb, Ben
fByrnes and F. L. Reynolds.
Members absent: A. F. McCarty and W. R. Leighton.

Mr. Johnson appeared before the Commission making inquiry
as to the type of building required for a filling station on the
Dr. Harvey corner of Santa Fe and South Street. He was advised
somewhat alto the type of the structure that would be required for
j I this corner and it was suggested to him that he prepare and present
to the commission plana and specifications for the station he proposes
to build on this location.
j In response to a petition from Mr* Miller requesting the
changing of zoning. of Lot No. 9, Plat "A" on the corner of 9th and
Walnut.. from Residential zoning to Commercial Zoning "C"; the Plan- i
i Hing Commission recommends to the City Commissioners that this re-
quest be granted and this zoning changed in accordance with the
j petition.

The City Planning Comudssion met in regular session in the
Chamber of Commerce rooms at 5:00 P. M.•

In response to a petition from Mr. Geo. Bogue for extending
the commercial zone from its present southern boundary in the 1300
block South Santa Fe, on the east side of the street to Jewell
Street, including the south 1/2 of Lot 46 and all of lot 48 Kansas
Wesleyan Addition. The Plan Crim ission recommends to the City Com-
missioners that this Commercial zoning be extended to Jewell on the
south as petitioned.
Commission adjourned at 6:30 P. M.

City Clerk was instructed to publish notice of public hearing
to be held in the Commissioners room at the City Hall, August 29th,
i 1932 at 5:00 for the following changes -in the zoning ordinance:
L Avenue in the Grounds _
Placing Lots 4, 46, and 48 on Santa Fe
of Kansas Wesleyan university in the "C" Commercial District, and }
removing the same from the "A" Residence District.
Placing 1'ot 9 in Surveyors Plat "A" located at the southwest
corner of Ninth and Walnut Streets in the "C" Commercial District
j and removing the same from the "B" Residence District.
Establishing a set back line of thirty feet from the property
j
line on Santa Fe Avenue and twenty feet from the property line od
Fifth Street in that part of the B" Residence District, which is
located within the block bounded by Santa Fe Avenue, Fifth Street,
South Street and Prescott Avenue.

By providing that the lot area per family in apartment build-
ings erected in the "B" District, be changed to 1000 square feet
per family for each floor of any such apartment building, and by
providing that where apartment buildings are of the court type, the
rear yard area requirements shall not apply."
On motion of Commissioner Corey the Board of Commissioners
adjourned.
