05-31-1932 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MAY 31st, 1932. Regular meeting of the Board of Commissioners May 31st, 1932. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Morey, Benfield, Pafford and Spaeth and City Attorney Norris responded. The minutes of the Regular Meeting of May 23rd, 1932 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance modifying the contract entered into between the City of Salina, and The United Power and Light Corporation, relating to the furnishing of electric current for street lighting in the City of Salina, and the charges to be paid by the City of Salina therefor." On motion of Commissioner Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 4160, On motion of Commissioner Morey permission was granted for the operation of an ice station at Santa Fe Avenue and Beloit Avenue; also at Ninth Street and State Street, and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford and Spaeth (5) Nays: (0) Bids for the curbing, guttering and paving of certain streets as advertised for received from: Koss Construction Company, Des Moines, Iowa; Busboom & Rauh, Salina, Kansas; Peterson Construction Company, Salina, Kansas; Reed & Wheelock, Clay Center, Kansas; Stamey Construction Company.. Hutchinson, Kansas; Geiger Sc Rutherford, Leavenworth, Kansas; H. J. Taylor Construction Company, Salina, Kansas. i City Engineers estimate of cost for the above named improvements was read. All bids were tabulated by the City Engineer. Commissioner Spaeth moved that the contract for curbing and guttering: Ohio Street from Iron Avenue to Gypsum Avenue; Chicago Street from Walnut Street -to State Street, be awarded to the H. J. Taylor Construction Company for concrete combined curb and gutter as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried and on roll call was declared adopted. I Commissioner Spaeth moved that the contract for curbing, gutter- ing and paving: Kirwin Avenue from Santa Fe Avenue to Fourth Street; Front Street from Walnut Street south to Smoky Hill River; Jewell Avenue from Tenth Street to Eleventh Street; Orth Street from Fifth Street to Santa Fe Avenue, be awarded to H. J. Taylor Construction Company for 6 -inch reinforced concrete paving; except North Street which is to be 3 -inch Brick Paving on 6 -inch concrete base as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried and on roll call declared adopted. 1 1 u� 1 1 1 'J 1 Commissioner Spaeth moved that the contract for paving: Highland Circle from Ellsworth Avenue to Beloit Avenue; Sunset Drive from Highland Circle to Pershing Street; Jewell Avenue from Ninth Street to Tenth Street; be awarded to H. J. Taylor Construction Company for 6 -inch reinforced concrete paving as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried, and on roll call declared "adopted. Commissioner Spaeth moved that the contract for paving on Ash Street at intersection of Ash Street and Ohio Street, and on Ash Street east of Penn Avenue, be awarded to H. J. Taylor Construction Company for 3 -inch brick paving on 5 -inch reinforced concrete base as per his bid submitted, and that certified checks be returned by the City Clerk to the unsuccessful bidders, and that Mayor be authorized to sign contract on behalf of the City for such work with H. J. Taylor Construction Company. Said motion was duly seconded and carried and on roll call declared adopted. Pool Hall application and bond for first half of 1932 received from C. M. Allen and on motion of Commissioner Morey same was approved by the Board of Commissioners. Pool Hall application and bond for the first half of 1932 re- ceived from Lorin 0. Wilhelm (White Way Smoker), and on motion of Commissioner Pafford same was approved by the Board of Commissioners. Combination Gas Fitters and Excavation Bond received from The Kansas Power and Light Company, and on motion of Commissioner Morey same was approved by the Burd of Commissioners. A request was received from the Fidelity & Deposit Company asking for the cancellation of Bond No. 3656761 written for the Lyon & Gustafson Plumbing Company. Commissioner Pafford moved that the City Clerk notify said Bond- ing Company of the cancellation of the above mentioned bond. A resolution was introduced from the State Highway Commission of Kansas and the United States Bureau of Public Roads relating to the construction of U. S. Highway No. 810 known as Project No. 81-18 FA44C. On motion of Commissioner Pafford the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Benfield, Morey, Pafford and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 536. The above resolution is recorded in full on Pages numbered 193 and 194 of Resolution Book Number 2. Commissioner Spaeth moved that J. W. Sprout be granted permission to construct a garage building at 916 North Santa Fe Avenue. Motion carried. Mayor Stevenson appointed John Frederick, L. W. Carl and E. D. Martin as appraisers to appraise certain lots and pieces of ground lia- ble to special assessment for the improving of: Ohio Street from Iron Avenue to Gypsum Avenue; Chicago Street from Walnut Street to State Street; Highland Circle from Ellsworth Avenue to Beloit Avenue; Sunset Drive from Highland Circle to Pershing Street; North Street from Fifth Street to Santa Fe Avenue; Jewell Avenue from Ninth Street to Eleventh Street; Kirwin Avenue from Santa Fe Avenue to Fourth Street; Front Street from Walnut Street south to Smoky Hill River. On motion of Commissioner Pafford the appointments were confirmed by the Board of Commissioners. Commissioner Spaeth moved that a special permit be granted to the Kinney Shoe Store for thirty days for the erection of a cloth sign in front of their place of business at 115 North Santa Fe Avenue. W 4 - City Engineer submitted bids on grit chamber at the Sewage Disposal Plant. Commissioner Morey moved that the matter be re- ferred to the City Manager and City Engineer for final action. Motion carried* A claim was presented from the Putnam Sand Company for sand used by R. C. Snyder in the construction of sewers in the City of Salina. Same was referred to the City Att orney.
