COMMISSIONERS PROCEEDINGS, SPECIAL MEETING.
COMMISSIONERS ROOM,

DECEMBER 18, 1933.
Special meeting of the Board of Commissioners December 18, 1933.
Meeting was called to order by Mayor Stevenson, the roll was called and
Commissioners Stevenson, Morey, Pafford, Peters and Spaeth and City
Attorney Norris responded.
The appraisers report for the construction of Lateral Sanitary
Sewer No. 168 was taken up and read as follows.-

We. John Frederick, L. W. Carl and E. D. Martin, being duly
and severally sworn according to law, each for himself, does hereby
solemnly swear that he is disinterested in any of the property liable
to special assessment for the cost of constructing Lateral Sanitary
Sewer No. 168 , as more particularly described and provided for in
Ordinance No. 4312 of the City of Salina, Kansas; and that each of us
will to the best of ourmjudgment and ability make a true and impartial
appraisement of all the lots and pieces of ground abutting on such
street as above mentioned, without regard to the buildings or improve-
ments thereon, for the distance improved as set forth and designated
by the Board of Commissioners in the ordinance above mentioned. So
help us God.

We, the undersigned appraisers duly appointed for the purpose
of appraising the property liable to special assessment for the cost
of constructing Lateral Sanitary Sewer No. 168,_as more particularly
described and provided for in Ordinance No. 4312 of the City of Salina,
Kansas, have appraised the properties hereinafter mentioned at the

Commissioner Pafford moved that the appraisers report for
the construction of Lateral Sanitary Sewer No. 168 be adopted as
read and on its final adoption the roll was called and the following
vote was had; Ayes: Stevenson, Morey, Pafford, Peters and Spaeth
(5) Nays: (0)
On motion of Commissioner Peters the Board of Commissioners
adjourned.

Regular meeting of the Board of Commissioners December 18,
1933. Meeting was called to order by Mayor Stevenson, the roll was
i called and Commissioners Stevenson, Morey, Pafford, Peters and Spaeth

The minutes of the Regular Meeting of December 11, 1933 and

Regular Meeting of December 13, 1933, were read and approved as read.
j Commissioner Morey moved that the Waterworks Department be
authroized to sell to the United Life Insurance Company, Bonds No.
6 and 7 and 8 in the amount of $2300.00 each, at par and accrued inter-

! est. Motion adopted.
An ordinance was introduced entitled: "An ordinance appropriat-
Ing and transferring certain money from the City Clerk's Revolving Fund
to the General Fund."

On motion of Commissioner Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters
and Spaeth (5) Nays: (0) Mayor approved the same and is numbered
4333.
An ordinance was Introduced entitled: "An ordinance appropriat-
ing and transferring certain monies from the Unexpended Balance Account
in the General Fund of the City of Salina to certain other funds."
On motion of Commissioner Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters
and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 4334.'
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Spaeth the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Stevenson, Morey, Pafford,
Peters and Spaeth (5) Nays: (0) Mayor approved the same and is num-
bered 4335.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Commissioner Morey the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Morey, Pafford, Peters
and Spaeth (5) Nays: (0) Mayor approved the same and is numbered
4336.
An ordinance was introduced for second reading entitled: "An
ordinance approving a certain Grant Agreement between the City of
Salina, Kansas and the United States of America, known as Public Works
Administration Docket No. 2739 relating to the construction of certain
improvements to the Waterworks System of the City of Salina and author-
izing the Mayor and City Clerk to execute and attest the execution of
said Agreement."
On motion of Commissioner Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called and

and Spaeth (5) Nays: (0) Mayor approved the same and is numbered
4337.

An ordinance was introduced for second reading entitled: "An

ordinance creating certain funds to be known as "Public Works Administra-'
tion Docket No, 2739 Contract Account Fund" and "Public Works Adminis-
tration Docket No. 2739 Force Account Fund"; authorizing the appropria-
tion and transfer of certain money from the Waterworks Department Fund

to said funds so created; designating certain bnaks as deposiataries for
the monies placed in and to be acquired by such funds and providing for
the manner in which the monies deposited in such special accounts shall
be accounted for and used."
On motion of Commissioner Morey the ordinance was read and

adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Stevenson, Morey, Pafford, Pete s
and Spaeth (5) Nays: (0) Mayor approved the same and is numbered
4338.

City Engineer submitted Final Estimate of cost for the con-
struction of Lateral Sanitary Sewer No. 168, and on motion of Commis-
sioner Peters same was approved by the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An
ordinance relating to and apportioning ans levying special assessments
i on certain lots and pieces of ground in the City of Salina, Kansas, to
pay the cost of constructing lateral sanitary sewer No. 168 and relat-
ing to and providing for the collection and payment of such assessments."
On motion of Commissioner Morey same was referred to the Board of
Commissioners.
Notice was received from the Mercer Casualty Company in refer-
ence to cancellation of Automobile Policy No. 17884 issued to Roy Fowler,
notifying the City that said policy will be cancelled and all liability
of The Mercer Casualty Company under said Policy will cease at and from
midnight December 22, 1933. City Clerk was instructed to notify Mr. j
Fowler of such cancellation.
Combination Plumbers and Gas Fitters Bond received from the
Kansas Power & Light Company (Natural Gas Division), and on motion of
Commissioner Spaeth same was approved by the Board of Commissioners.
A resolution was presented from the Board of Commissioners
' of Saline Countyin reference to House Bill Number 49 of the Special
Session Laws of the State of Kansas for 1933'. On motion, same was
ordered filed.

An ordinance was introduced for first reading entitled: "An
ordinance amending Section 2 of Ordinance No. 1976 amended by Ordinance
No. 2949 relating to the registration of dogs and payment of registra-
tion fee therefor."

On motion of Commissioner Peters same was referred to the
Board of Commissioners.
An'ordinance was introduced for first reading entitled: "An
ordinance amending Section 3 of Ordinance No. 4295 relating to lieen-
sing of certain beverages and payment of a license tax therefor and
repealing said original Section of said ordinance."
On motion of Commissioner Pafford same was referred to the
Board of Commissioners.
