05-15-1933 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. I ' COMMISSIONERS ROOM, SALINA, KANSAS. MAY 15, 1933. Regular meeting of the Board of Commissioners May 15, 1933. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Pafford, and Peters and City Attorney Norris responded. Commissioners Morey and Spaeth absent. The minutes of the Regular Meeting of May 8th, 1933; Special Meeting of May 8th, 1933; Regular Meeting of May 9th, 1933 ; and Kegular 'Meeting of May 10th, 1933s were read and approved as read. An ordinance was introduced entitled: "An ordinance allowing certain claims and making appropriations for the payment therefor." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ste venson, Pafford and Peters (3) Nays: (0) Commissioners Morey and Spaeth absent. Mayor approved the same and is. numbered 4262. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Pafford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Pafford and Peters (3) Nays: (0) Commissioners Morey and Spaeth absent. Mayor approved the same and is numbered 4263. The following recommendations were received from the Water Works Advisory Commission: A Special Meeting of the Waterworks Advisory Board was held in the City Managerts Office in the City Hall May 12, 1933 at 3:00 P.M. with the following members present. Roy F. Bailey, Chairman, Chas. Shaver, Leon Stevenson, F. D. Kastner, R. C. Gebhart and H. L. Brown, Secretary. Various matters pertaining to the operation and betterment of the Water Works Department were discussed. Among the more important being the advisability of extending the summer sprinkling rate over a period of five months instead of four as has been in effect during the past two years, and to increase the discount from 20% to 25%. Also to reduce the minimum penalty on bills not paid on or before due date from 25 cents to 10 cents and to reduce the hydrant rental to $35.00 per year per hydrant instead of $40.00 as is now being paid by the City to the Water Department. Much discussion was had on the advisability of remodeling of the present pumping station building and the erection of additional elevated storage. It was the opinion of the various members of the Board that it would be well to have Mr. Shaver draw pencil sketches of the proposed improvements of the building and that Mr. Lamme, City Engineer, secure estimates of cost of additional elevated storage and that such sketch and estimates be brought before the Board at a later date for their consideration. On motion of Mr. Kastner it was moved to extend the summer sprinkling rate one month longer beginning with the May reading of meters and ending with the October reading and that the discount be raised to 25% instead of 24%. This motion was seconded by Mr. Stevenson and the vote taken was unanimous. Mr. Shaver moved that the minimum penalty on bills not paid when due be out to a minimum of 10 cents instead of 25 cents as the ordinance now specifies. This motion was seconded by Mr. Kastner and the vote taken was unanimous. Mr. Gebhart made a motion that the hydrant rental be reduced from $40.00 per hydrant per year to $35.00 per year. This motion was seconded by Mr. Stevenson and the vote taken was unanimous. The sentiment of the Board in making the reductionin hydrant rental is that the rental charged the city for such service should be enough lower than what would be charged if the plant was privately owned to recompense the city fot the loss in taxes occasioned by municipal j ownership. The governing body -having ,_assemble.d__on. this date - for the purpose of passing on all claims—filed by any creditors of the City which were not included in the notife which was duly posted and published by the City Clerk pursuant to the requirements of House Bill No. 745 enacted byy the 1933 session of the Legislature.of the State of Kansas,.. the City Clerk reported that no additional claims had been filed by any creditor of the City, for any indebtedness existing prior to April 30, 1953s except the claims which were set forth and described in Ordinance No. 4262, adopted by the governing body at this meeting, all of which 1 were claims against funds of the City in which there is a sufficient balance in cash to pay the same, and by the terms of which ordinance money is appropriated out of such funds for the payment of all of ` I said claims in cash. i No additional claims were presented except as included in said ordinance; no claims are added to the list posted and published by the City Clerk, to be liquidated and refunded; no persons appear at the meeting to protest or object to the allowance or disallowance or any claim; and no persons appear at the meeting,to protest or object in any manner to the statement as posted and published under the require- ments of said House Bill o. 745, and no objections or protests of any i kind are made or filed, and the City Clerk reports that no objections i of any kind have heretofore been made or filed in his office.
