02-27-1933 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINAI KANSAS. FEBRUARY 27, 1933. Regular meeting of the Board of Commissioners, February 27, 1933. Meeting was called to order by Mayor Stevenson, the roll was called and Commissioners Stevenson, Korey;., Pafford, Paulsen and Spaeth and City Attorney Norris responded. The minutes of the Regular Meeting of February 20th, 1933; Regular Meeting of February 21st, 1933 and Regular Meeting of Febru- ary 24th, 1933, were read and approved as read. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford, Paulsen and Spaeth (5) Nays: (0) Magor approved the same and is numbered 4237. A resolution was introduced for second reading entitled: "A resolution relating to Whiteway lights on Santa Fe Avenue." On motion of Commissioner Pafford the resolution was adopted as read and on its final adoption the roll was called and the following vote was had;.Ayes: Stevenson, Morey, Pafford, Paulsen and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 558. A resolution was introduced entitled: "A resolution accepting trust proposal of the Governor of Kansas for the establishment and operation of an emergency relief fund from federal emergency relief funds,for the payment of work relief wages on Work Relief Project No. 14-5 entitled, "Tree Trinming." On motion of Commissioner Spaeth the resolution wasadopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Stevenson, Morey, Pafford, Paulsen and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 559. The above resolution is recorded in full on Page 219 of Reso- lution Book Number 2. A resolution was introduced entitled: "A resolution accepting trust proposal of the Governor of Kansas for the establishment and operation of an emergency relief fund from federal emergency relief funds, for the payment of work relief wages on Work Relief Project No. 14-9 entitled, "Resurfacing Park Drives." On motion of Cominissioner Paulsen the resolution was adopted as read and on its final adoption the roll was called and the follow- ing vote was had; Ayes.: Stevenson, Morey, Pafford, Paulsen and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 560. A resolution was introduced entitled: "A resolution accepting trust proposal of the Governor of Kansas for the establishment and operation of an emergency relief fund.from federal emergency relief funds, for the payment of work relief wages on Work Relief Project No. 14-15, entitled, "Municipal Airport Grading and Drainage." On motion of Commissioner Morey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes:. Ste venson, Moreyp Pafford, Paulsen and Spaeth (5) Nays: (0) Mayor approved the same and is numbered 561. The above resolution is recorded in full on Page 221 of Resolu- tion took Number 2. A damage claim of Francis Smith in the amount of 42500.00 was received and ordered filed. Commissioner Pafford moved that the traffic light system on Santa Fe Avenue be not changed. Motion carried. 11 1 1 1 4 j Application No. 85, asking for the erection of a sign on front of Gibbs Clothing Store was received, and on motion of Commis- sioner Spaeth same was approved by the Board of Commissioners. The following applications for Taxi Cab Licenses for the year 1933, with Liability Insurance Policies covering the vehicles de- scribed in the applications, were presented for approval, with E certificates of the License Inspector showing approval of the condition of said cabs, and the City Attorney reported that he had examined and approved the applications and the insurance policies. Commissioner Pafford moved that said applications be approved and that the following licenses be issued, upon due payment of the license:: and inspection fees required by ordinance, such license to be cancelled if approved insurance liability policies are not at all times kept in force, to -wit: I _ License No. 18, for Chevrolet Coach, Serial No. 5-AC54083, Motor Number 1249202, to Independent Cab Company, Operator and W. H. Pickett Owner, covered by Liability Insurance Policy No. 150990 issued i by The Mercer Casualty Company, expiring February 15, 1934. License No. 26, for Whippet Sedan, Serial No. 115494, Motor No. { 115826 to Red Top Cab Company, Operator and S. H. Buell, Owner covered i r by Liability Insurance Policy No. 110208 issued by The Mercer 6asualty j Company, expiring August 5th, 1933. { { License No. 22, for Whippet Sedan, Serial No. 351779, Motor I c Number 253549 to Red Top Cab Company, Operator and S. H. Buell, Owner, covered by Liability Insurance Policy No. 109282 issued by The Mercer Casualty Company, expiring February 6th, 1934. Motion was seconded.by Commissioner Morey and duly carried. i Notice of cancellation of Insurance Policy No. 67313 covering taxicab of W. B. McMickle (application No. 8) recived from The Mercer Casualty Company, effective March 6th, 1933. City Clerk was instruct ed to notify Mr. McHickle of such cancellation. Application for Pool Hall license for first half of 1933, received from the Rex Smoker. On motion, license was granted and City Clerk was authorized to accept the license fee less 10%. i Mayor Stevenson submitted the name of Clifford Gross as a member { of the Board of Trustees of the Salina Municipal Band, for a term of three years from January 1st, 1933; and on motion of Commissioner { f Pafford the appointment was confirmed by the Board of Commissioners. Mayor Stevenson submitted the name of Roy F. Bailey as a member of the Water Works Advisory Board, for a term of three years from j January 1st, 1933; and on motion of Commissioner Spaeth the appoint- ! ! meet was confirmed by the Board of Commissioners. Mayor Stevenson submitted the names of Chas. E. Banker and M. C. Stevenson, as members of the Cemetery Board, for a term of three years from January lst, 1933; and on motion of Commissioner Paulsen the { appointments were confirmed by the Board of Commissioners. i a ! Mayor Stevenson submitted the names of Chas. L. Schwartz, Cleve D. Miller and Chas. F. Dodds, as members of the Board of Public Works j for a term of two years from December 8th, 1932; and on motion of Com- missioner Spaeth the appointments were confirmed by the Board of Com- missioners. i Mayor Stevenson submitted the names of Mrs. H. N. Moses and Mrs. j May Belleville Brown, as members of the Library Board, for a term of four years from February 1st, 1933; and on motion of Commissioner I Paulsen the appointments were confirmed by the Board of Commissioners. On motion of Commissioner Pafford the Board of Commissioners adjourned. City Clerk
