Meeting was called to order by Mayor Pafford, the roll was called and Commissioners Pafford, Spaeth, Morey, Peters and Surface and City Attorney Norris responded. t The minutes of the Regular Meeting of December 10, 1934, were read and approved as read. Pursuant to notice published in the Salina Journal $39,000 par value of Refunding Bonds of the City of Salina of the issue of $782000'for delivery on or about January 1, 1935 were placed on sale. Offers for said bonds were received from: City National Bank & Trust Company, Kansas City, Missouri. Stern Bros., Kansas City, Missouri. Alegander-McArthur, Kansas City, Missouri. Brown-Crummer & Branch-Middlekauff, Wichita, Kansas. Small -Millburn, Topeka, Kansas. Columbia Securities Corporation, Topeka, Kansas. National Bank of America, Salina, Kansas. The highest bidder for said $39,000 of bonds was made by City National Bank & Trust Company of Kansas City, Missouri, at par and accrued interest from date of bonds to date of delivery, plus a premium of $15.10 per $1,000 of said bonds. Commissioner Morey moved that $39,000 par value of said bonds for delivery on or about January Ist, 1935 be sold to City National Bank and Trust Company of Kansas City, Missouri, at par and accrued interest to date of delivery, plus a premium of $15.10 per thousand, and that the Mayor be authorized to sign a contract with City National Bank & Trust Company of Kansas City, Missouri for the sale and delivery of said bonds on such terms, subject to the approval of the legality of said bonds by Bowersock, Fizzell & Rhodes, Attorneys for the purchaser, and subject to the rejection of said bonds by the School Fund Commission, and that the cashiers check for $840.00 deposited with the City Clerk as evidence of good faith of the purchaser be held by the City in accord- ance with the terms of said contract, and that the bonds of such issue to be delivered to such purchaser shall be in the denominations of $1,000 each and shall be those numbered abd maturing as follows: Nos. 1-2-3 maturing July 1, 1936 Nos. 8-9-10-11 " July 12 1937 Nos. 15-16-17-18 " July 1, 1938 Nos. 23-24-25-26 " July 11 1939 Nos. 31-32-33-34 " July 1, 1940 Nos. 39-40-41-42 " July 1, 1941 Nos. 47-48-49-50 " July 1, 1942 Nos. 55-56-57-58 " July 1, 1943 Nos. 63-64-65-66 July 10 1944 Nos. 71-72-73-74 " July 1, 1945 Motion carried. A contract submitted for said $39,000 of bonds was, on motion duly approved by the Board of Commissioners and was duly signed by the Mayor. No offers having been received for the remaining bonds of said issue, it was duly moved, seconded and carried, that said remaining bonds be kept on sale at the office of the City Clerk for sale to the highest bidder therefor from time to time, at not less than par and accrued inter- est, subject to the approval of the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Peters the ordinance was read and adopted, by sections and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Pafford, Spaeth, Morey, Peters and Surface (5) Nays: (0) Mayor approved the ordinance and it is numbered 4487. The following claims to be paid from Relief Highway Fund were presented for payment: The Texas Company, Paving Filler $428.33 Chas. E. Banker, City Clerk, Cash paid out 78.40 Putnam Sand & Bldg. Company, Sand 71.88 578.61 Commissioner Spaeth moved that claims be allowed by the Board of Commissioners. Lotion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation from the Relief Highway Fund for the payment of certain claims." On motion of Commissioner Morey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Spaeth, Morey, Peters and Surface. (5Nays: (0) Mayor approved the ordinance and it is numbered 4488. An ordinance was introduced for second reading entitled: ! "An ordinance providing for the issuance of Refunding Bonds of the City of Salina, Kansas, in the aggregate amount of $78,000 for the purpose of refunding certain outstanding bonds of such City in a like amount, to be designated at Series R-109." On motion of Commissioner Surface the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Pafford, Spaeth, Morey, Peters and Surface (5) Nays: (0) Mayor approved the ordinance and it is num- bered 4489. A petition was presented asking for the location of a street light at the intersection of Eleventh Street and Park Street. Same was referred to the City Manager. i Commissioner Surface moved that the following applications asking for taxicab drivers license for the balance of 19340 presented to the Board of Commissioners December 10, 1934, be approved by the Board of Commissioners: Jake Porter Lloyd Weaver Clyde Wakefield Orville R. Lloyd i Applications for taxicab drivers license for the balance of 1934 received from: Louis Borchers Harry Balaum Commissioner Surface moved that applications be approved by the Board of Commissioners. Lotion adopted. Commissioner Peters moved that taxicab drivers license issued to Roy E. Fowler be suspended. Motion adopted. Meeting was called to order by Mayor Pafford, the roll was called and Commissioners Pafford, Spaeth, Morey, Peters and Surface and City Attor- ney Norris responded. Meeting was held for the purpose of acting on the appraisers report for the construction of Lateral Sanitary Sewer No. 170. The appraisers report for the construction of Lateral Sanitary Sewer Number 170 was taken up and read as follows: STATE OF KANSAS ) ) as* COUNTY OF SALINE ) We, John Frederick, L. W. Carl and E. D. Martin, being duly and severally sworn according to law, each for himself, does hereby solemnly swear that he is disinterested in any of the property liable to special assessment for the cost of constructing Lateral Sanitary Sewer Number 170, as moreparticularly described and provided for in Ordinance Number 4475 of the City of Salina, Kansas, and that each of us will to the best of our judgment and ability make a true and im- partial appraisement of all the lots and pieces of ground abutting on such street as above mentioned, without regard to the buildings or, improvements thereon, for the distance improved as set forth and desig- nated by the Board of Commissioners in the ordinance above mentioned.
